5818 Motion in the name of Councillor Christy Burke
That this Committee congratulates the homeless service groups that made an impact on securing the homeless budget.
5819 Motion in the name of Councillor Nial Ring
That this Committee instructs the Manager to write to the Irish Prison Service Estates Manager requesting him to meet with representatives of the Glengariff Parade & District Residents Association to discuss the proposed development at Mountjoy Prison (Planning Ref: 3558/13) and its effect on properties on Glengariff Parade.
5820 Motion in the name of Councillor Nial Ring
That this Committee agrees that the process of collection / chasing up rent arrears be re-examined with a view to increasing the collection rate and that an agreed revised / new process should involve the Central Area Office at all stages (given that 29% of tenants in the flat complexes in the North Inner City are in rent arrears for 12 weeks or more).
5821 Motion in the name of Councillor Padraig McLoughlin
That this Committee, in light of the recent controversies at RTE, calls for changes to defamation law in Ireland to allow more readily for defences on honest opinion and to encourage alternatives to financial settlements.
5822 Motion in the name of Councillor Cieran Perry
That this Committee requests that Dublin City Council retain the content of the existing Local Area Plan, with possible minor and relevant adaptation and append a limited environmental improvement plan.
5823 Motion in the name of Councillor Padraig McLoughlin
That this Committee expresses concerns on media reports on the future of the toll on the East Link Toll Bridge and calls for greater clarity on the role of Dublin City Councillors in reports to the media as well as full consultation with Councillors at both Local Area and Council level before such reports are made.

The elected members of the Central Area Committee call on the City Manager to retain the content of the existing Local Area Plan with possible minor and relevant adaptation and append a fully funded environmental improvement plan for Phibsborough
5825 Motion in the name of Councillor Mary Fitzpatrick
The elected members of the Central Area Committee call on Dublin City Council Traffic Engineers to meet with Shandon Residents Association to discuss and identify an area wide parking management scheme for Shandon that will give priority to Shandon residents to park near their homes.
5826 Motion in the name of Councillor Mary Fitzpatrick
The elected members of the Central Area Committee call on DCC Waste Management to provide a revised and updated street cleaning schedule for residential areas in Cabra Glasnevin that includes more frequent street cleaning than every 12 weeks and uses manual cleaning techniques instead of mechanical sweepers.
5827 Motion in the name of Councillor Mary Fitzpatrick
The elected members of the Central Area Committee call on Dublin City Council Environmental Services to address the major health issue with rat infestations in the BLEND area of the inner city. This includes rats in the streets and recently in peoples’ houses. The problem is exacerbated by the dumping of rubbish from a variety of sources, around the streets and laneways. We call on the North Inner City Litter Action Plan to be applied to this area and for Dublin City Council to bait the sewers.
5828 Motion in the name of Councillor Christy Burke
The Central Area Committee agrees to seek funds to place a small play area for kids and to repair the floodlights on the football pitch at Dunne Street flats.

5829 Motion in the name of Councillor Padraig McLoughlin
That this Committee calls for the retention of a statutory Local Area Plan for Phibsborough without amendments until such time as an LAP with suitable changes and full public consultation on these changes can be introduced.

5788 Minutes of the Central Area Committee meeting held on 10th December, 2013.

ORDER: Agreed. Noted that initiation of Part 8 for St. Bricins Park will be an item on the February Central Area Committee agenda.
5789 Questions to the Area Manager

ORDER: Noted.


Planning and Development Matters

5790 With reference to Proposed Rezoning of Lands at Glasnevin (formally IIRS lands at junction of Griffith Avenue / Ballymun Road) to facilitate a proposal for an Educate Together School


ORDER: Presentation noted. Agreed to initiate the procedure for the proposed rezoning of Lands at Glasnevin,


5791 With reference the Phibsboro Local Area Plan to include report on actual LAP process.


ORDER: Report noted. The Councillors comments can be summarised as follows;

  1. That the Committee get a report on the proposals in the Environmental Action Plan

  2. That the proposals for the Phibsboro area are conveyed to the community via the Community Forum which need to be re-convened to discuss the matter.

  3. That the Planning SPC provide a report on the value of LAPs going forward.

  4. That the Councillors note with concern the delay in bringing this matter to the attention of the SPC and the Area Committee.

5795 Updates on the following:

ORDER: Reports noted. The Manager read into the records the details of the response recently received from Greyhound.

  1. Councillors requested that all the other registered waste disposal providers be invited in the Central Area Committee meeting.

  2. A list of areas included in the door to door requests to provide information on household waste provision, to be forwarded to the Councillors.



The following emergency motion was tabled;

5795(a) Emergency Motion in the name of Councillor Ray McAdam
That this Area Committee calls upon the Derelict Sites, Conservation sections of the Planning Department of Dublin City Council to provide a report on the steps taken to date by this authority to protect Aldborough House from decay and destruction and to outline what further measures can be taken by Dublin City Council to do same.

ORDER: Agreed. Report to Planning Department.

5796 Motion in the name of Councillor Christy Burke
That this Committee congratulates Mr Anto Flynn for the great homeless project that was organised by him and volunteers in the North Inner City.

ORDER: Agreed. Letter to be sent to Mr. Flynn.
5797 Motion in the name of Councillor Christy Burke
That this Committee calls on the Ministers of Finance, Education & Skills and Jobs, Enterprise & Innovation to overturn the decision to impose crippling fees on young workers (apprentices) when they attend institutes in January 2014. These young people are the future for our economy, industry and communities and instead of helping our youth to achieve their goals we yet again see this Fine Gael and Labour Government barring people from apprenticeships due to these crippling fees which young people will be unable to pay.

ORDER: Agreed. Letter to be sent to the appropriate Ministers.
5798 Motion in the name of Councillor Nial Ring
That this Committee agrees that the recently announced scheme whereby DCC has commissioned conservation architects to develop templates for the reconversion of Georgian buildings on Merrion and Fitzwilliam square into residential units be extended to include the Northside Georgian quarter.

5799 Motion in the name of Councillor Nial Ring
That this Committee acknowledges the excellent work done by DCC in clearing dangerous debris in a timely and efficient manner during the recent storms as well as the prompt and informative communications on the recent flood threat.

That this Committee agrees that any levy collected on vacant sites in the Dublin City Council area be area identified and ring-fenced for use by each area for services/projects/programmes to be decided by the area councillors in conjunction with area management.

5801 Motion in the name of Councillor Padraig McLoughlin
That this Committee commends Dublin City Council on another successful New Years Eve concert.  We also ask that consideration be given to holding satellite events in O'Connell Street, Smithfield and other areas of the North Inner City to compliment the established events in college green.

That this Committee calls for a review of security and access arrangements for the vacated portions of O'Devaney Gardens.

5803 Motion in the name of Councillor Padraig McLoughlin
That while welcoming calls for greater cycling and pedestrian priority along the North Quays from Heuston to O'Connell Street this committee expresses concerns at the proposals to remove a large number of mature trees to facilitate this and calls for alternatives that both preserve these trees and increases access for all to be considered before any further work is undertaken.

5804 Motion in the name of Councillor Cieran Perry
This Committee calls on all the service providers in the Central area to assume responsibility for the collection and disposal of used syringe needles discarded by clients. Particular areas regularly have large amounts of discarded needles. The danger to Dublin City Council employees and the cost of compensation to staff is unacceptable.
