Sub: Selection of Tariff Plans for the service and concessional telecom facilities provided by MTNL for BSNL.

Reference is invited to this office circulars referred above regarding policy for provision of Residential Service Telephone connections, GSM Mobile service telephone connections, Residential Service Broadband connections and Residential Concessional Telephone connections for serving and retired employees of BSNL. As per these instructions RSTCs and Residential Concessional telephone connections for serving and retired employees were to be billed under 'One India Tariff plan'. In case of GSM Mobile service telephone connections all connections within the LSA were to be converted into Closed User Group [CUG] without any CUG charges. Further, mobile connections were to be provided as rent free connection under Plan 525 for post-paid connections. However, in MTNL area where the connections have been provided by MTNL, these connections are being billed under various tariff plans as no matching plans are available in MTNL and have also not been converted into CUG. As connections from MTNL are now on payment basis, there is need to select appropriate tariff plans.


2. The matter has been reconsidered and the following decisions have been taken with the approval of competent authority:-


  1. The following service/concessional connections including mobile service connections in MTNL area in Delhi and Mumbai, shall be taken under the tariff plans as mentioned below:-

  1. Plan charges/fixed monthly charges will be borne by BSNL for all residential broadband connections mentioned in table (C) under sub para (I) of para 2 above and the same shall not be charged to the employee's account.

  2. In case of GSM mobile service connections taken from MTNL the free usage limit shall also include the plan charges. The revised free usage limit, inclusive of plan charges, for all GSM Mobile service connections in MTNL Delhi and Mumbai areas shall be 'Rs. 575 + the usual free call limit per month as prescribed vide instructions referred above'.

  3. No CUG of the GSM Mobile service connections shall be formed in MTNL Delhi area. In case any connections have already been converted into CUG plan of MTNL in Delhi service area, the same should be reviewed and appropriate tariff plan as mentioned above or any other plan as per provisions contained in sub para (VI) below may be chosen.

  4. In Mumbai service area of MTNL the CUG 499 tariff plan has been selected for GSM mobile service connections as Plan 199 is not available there at present. There is, however, no restriction on change of tariff plan to any other appropriate plan.

  5. The plans indicated in table (B) under sub para (I) of para 2 above for GSM service connections are default plans and the concerned employee is allowed to choose any other plan available in MTNL as per his choice, depending upon his calling pattern, within the revised fixed monitory limit as mentioned above.




  1. The instructions referred above shall stand modified to the extent mentioned above. There is no change in policy in respect of connections working from BSNL network.




  1. These instructions shall be applicable from next billing cycle. Change of date of effect, if any, will be intimated separately.




  1. Instructions regarding selection of tariff plan for residential service and concessional telephone connections shall be issued separately.




  1. These instructions may be brought to the notice of all concerned.
