The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 190 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality. The IFRC is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat provides the central capacity of the IFRC to serve, connect, and represent National Societies.
Organizational Context
The IFRC Asia Pacific Regional Health Unit is based in Kuala Lumpur, and provides technical support in health and nutrition to 38 countries across the Asia Pacific region. Community-based Health and First Aid (CBHFA) is the Red Cross Red Crescent approach to empower communities and their volunteers to take charge of their own health, while also strengthening community health systems via promoting positive behaviour change. The Asia Pacific (AP) region is one of the leading regions globally in terms of using the CBHFA approach. The Community Based Health Trainee is a member of Asia Pacific health & WASH team. The trainee shall be based in Kuala Lumpur, with occasional travels to other countries in Asia Pacific as required.

Job purpose
The role will contribute to Community Based Health portfolio including the eCBHFA, with a special focus on Care in the Community, Healthy Ageing, Non-Communicable Disease (NCD) and Mosquito Borne disease activities for the Asia Pacific region. The revised CBHFA – called eCBHFA – will commence roll out in the second half of 2017 and this role will contribute to the promotion and dissemination of the newly revised approach.
She/he will lead the roll out of the revised eCBHFA approach for the region, including the Asia Pacific eCBHFA workshop; development of promotional material such as case studies, media articles and webinars; technical support for NCD and mosquito borne disease activities; and the development of an Asia Pacific work-plan for eCBHFA ensuring integration with other programs, in partnership with IFRC CO/CCST’s. The role will also contribute to the Healthy Ageing/Care in the Community portfolio, including technical support for pilot activities and funding proposals as required.
This role is a trainee/early career Delegate position and will work in partnership with key members from the Regional Health Unit. She/He will also be encouraged to observe and participate in a variety of Regional Health activities to further develop the trainee skills.

Job duties and responsibilities

Together with the Regional Health Coordinator, develop an eCBHFA dissemination and roll out plan for Asia Pacific region.

Contribute to the eCBHFA Asia Pacific workshop, including co-facilitation of sessions, development of agenda & evaluation activities/reporting

Development of eCBHFA promotional material not limited to webinars, web stories, newsletter inserts, social media and case studies in partnership with the Communications department

Provide technical input and assist with the development of funding proposals and resource mobilisation for Community Health portfolio, in partnership with CO/CCST Health team members

Document health best practices and lessons learnt in implementing different community based health interventions across the region using CBHFA approach.

Work closely with other technical sectors at APRO to promote a close integration of community based health programmes with community based resilience and other initiatives and approaches.

Promote the integration of community based health interventions using eCBHFA approach in other sectorial programs including Livelihoods, WASH, and DRR and other initiatives and approaches such as IFRC community based resilience.

Contribute to the development of eCBHFA roll out work-plans and provide technical and program support as requested

Together with the Regional Emergency Health Coordinator, assess and analyse trends and disease outbreaks for mosquito borne disease and develop key messages and materials to address these

Contribute to funding proposals and provide technical support on mosquito borne disease prevention activities for Dengue, Zika and Chikungunya

Together with the Regional Health Coordinator, assess and analyse trends in ageing, including identification of priority countries for Healthy Ageing activities

Contribute to the development of Healthy Ageing programs, including technical support and contribution to funding proposals

Follow up to the results from piloting CBHFA modules on mosquito borne disease control Contribute to the NCD program activities with technical support and development of advocacy brief justifying funding for this work area

Ensure the timely and accurate reporting on activities completed

Complete online and face to face learning activities including training, attendance at webinars and meetings

As a member of the IFRC Secretariat Asia Pacific Health & WASH Team, contribute to country and regional information management, trends analysis and strategic thinking.
