MINUTES OF FULL COUNCIL MEETING, WEDNESDAY 9th September 2015

It was with great pleasure that the Mayor welcomed Mr. Colin Allen and his wife Janice to the meeting. Mr. Allen made a presentation to the Mayor of a bible on behalf of the Gideons Society.

The Mayor received the Bible with grateful thanks and commended the work that the Gideons do worldwide.

Mr Allen offered and delivered a short prayer .

In attendance at the meeting were Sgt Michael Davies and PCSO M. Coleman.

Between them they presented the police reports and statistical information for the months of July and August 2015.

Neighbour dispute over car parking, Cae Duon.

Writing on pavement outside Pencoed Primary, chalk writing, washed away.

Female in car being abusive to horse rider on lanes by Rockwell

Tenant on ground floor reporting tenant above, hear him walking around and general noise, Hafod have since carpeted property above.

Burglary:

Person entered shed in rear garden, nothing taken. Top of Penprysg Road.



Theft and handling:

Van stolen whilst parked on lay by of A473.

ASB:

Youth at Pencoed Cemetery car park.

Food van sounding horn at lunch time.

Neighbour disagreement/dislike, Heol Y Onnen.

Noisy party, finished at 11pm at Heol y Groes

Female youths hanging around Pencoed College in evening, being abusive to caretakers.

Youths in rear lane of Penybont Road.

Drugs:

Cannabis warning to male whilst parked at Pencoed cemetery.



Violence: Nothing reported

Burglary: Nothing reported

Theft and handling: Nothing reported

ASB:

Youths in lane towards train platform and behind Coed Y Graig, shouting and drinking.

Youth outside Harvey Chip shop drinking alcohol.

Youth thrown plastic bottle on roof.

Youth on footbridge at Parc Y Rhos drinking and swearing.

Persons known to reporting person, banging on garden fence.

Youths making a nuisance whilst at a party in Erw Ifan.

Drugs:

Violence:

Female having an argument with Refuse collector.



Burglary:

Nothing reported



Theft and handling:

Person entered vehicle and took £5, no damage to vehicle.

Family member took moped without permission. (aged 15)

Wheelie bin taken from front garden at Min Y Nant.

3 incidents at the New Surgery Pencoed. Youths causing issues outside the surgery for staff and attendees.

Person chased group of youths away from his house.

Damage to motor vehicle. Islawen Meadows. Domestic Related.

It was resolved to accept the reports and thanks were extended to both Officers for their attendance.
It was further resolved that the Council noted with pleasure the nomination of the Pencoed NPT Team for a South Wales Police force award in reducing the element of ASB behaviour in Pencoed by 62% over a given period of time and wished the Team every success with their nomination

To receive the minutes of the Full Council 8th July 2015 (Appendix 1).










The minutes of the above meeting were approved and accepted.

To receive the minutes of the Planning Committees held on 22nd June 2015 and 20th July 2015 ( Appendices 2 & 3)
The minutes of the above meeting were approved and accepted together with the recommendation(s) therein.

To receive a report on delegated matters dealt with during recess.
The Town Clerk and Mayor Cllr J. Hancock OBE reported on the undermentioned awards of merit that had been agreed and sanctioned during recess.
Nominees

Mrs Susan Thornton—Merit award relating to provision of Christmas Day Lunch

Cllr D. John BEM--- Recognition of award of BEM
It was resolved to endorse the action taken by the Mayor and Town Clerk during recess.

It was further resolved that due to the success of the awards ceremony that was held that similar ceremonies be held on an annual basis in future.

To consider Draft agreement for Youth Shelter received from BCBC.
The Town Clerk reported on this matter and m,ade reference to very recent communication he had had with BCBC.
Following detailed discussion on a number of concerns raised by respective members on this matter together with the responses received from Borough Councillors who are also Town Councillors ,it was resolved to refer the subject matter to the Projects Committee for further clarification on concerns expressed prior to reporting back to BCBC.

To consider matters relating to Penprysg Car Park
The Town Clerk reported on the matter of litter at Penprysg Car Park and the lack of facilities to remove the litter. Latterly fly-tipping has occurred at this location.
The report from the Town Clerk was duly noted and that further consideration of this matter be deferred and dealt with during the discussions that are due to take place on Community Asset Transfers and devolution of services.
It was however resolved that a meeting be convened to further the matter of Community Asset Transfers and devolution of services with leading members and officers of BCBC ,at the earliest opportunity.

To consider draft document on Community Asset Transfer
The Town Clerk made reference to the document which had been circulated in advance of the meeting, together with an up to date response received from BCBC.
The document was favourably received by the Town Council , however, there are a number of service delivery issues to be resolved in the context of devolution of services as indicated in the previous minute of this meeting.
It was acknowledged that current period austerity has a bearing on all what BCBC does and the constraints that BCBC are working under as a consequence. However, a meeting with appropriate persons as indicated in the previous minute would greatly assist in trying some of the pressures on BCBC.:

Action: i)Contents of report noted and resolved to give plenary powers to the Town Clerk to resolve any matters relating to the handing back of the Millennium Wood to Coity Walia. The Town Clerk to report back at a future dated.

ii)The provision of a seat by the Town Council at Ystadwaun be engraved in the memory of Cllr E. Alford.

Action; Report noted with thanks . Councillors attending the Official Evening celebrations on the 19th September 2015 to give their names to Town Clerk by Friday 11th September 2015
It was resolved to give plenary powers to the Mayor and Town Clerk to obtain suitable gift(s) for the visitors from Plouzanne

Action: Report noted with thanks. Notice of motion regarding School Crossing Patrol provision to be the subject of an agenda item for the next meeting of the Council.

To review the Regeneration Strategy
The Town Clerk referred to the earlier discussion relating to the Youth Shelter and as such this would be carried out as part of the review of the regeneration strategy.
It was noted that the Toilets project had now been given planning approval.
It was resolved to place and advertisement in the Gazette inviting tenders to undertake the refurbishment of the toilets. The points raised by Cllr J. Butcher in relation to what can be achieved from the details given together with the generic nature of what was proposed need to be further clarified , was duly noted.

To receive an update Staff Pension Provision




The Mayor Cllr J. Hancock OBE reminded members of the HMRC requirement to provide pension provision for staff employed by the Town Council.
It was resolved to refer this matter to the Finance and General Purposes Committee
