Purchasing Card
Ethical Behavior Agreement
As an employee of the University System of Georgia who has been entrusted with a state sponsored Purchasing Card, I understand and agree:

The Purchasing Card (also referred to as a “Purchase Card” or a “PCard”) that has been issued to me is the property of the State of Georgia and will only be used by me for legitimate business purposes on behalf of my employer, Armstrong State University (“the University” or “Armstrong”).

The Purchasing Card will not be used by me for personal purchases.

To complete all training provided by the University related to the use of the PCard issued to me.

To read and follow all instructions contained in Armstrong’s Purchase Card Policy and Procedures Training Manual and the State of Georgia Statewide Purchasing Card Policy promulgated by the Georgia Department of Administrative Services State Purchasing Division.

To retain and submit to my immediate supervisor all receipts or other documentation listing or identifying each item charged to my PCard including the purchase price for each item and any other amounts paid in connection with each purchase.

To be personally responsible for all purchases charged to my PCard (1) which were made in violation of the rules contained in Armstrong’s Purchase Card Policy and Procedures Training Manual or (2) which I am unable to provide receipts or other documentation.

As an employee of the University, I will not directly or indirectly solicit, receive, accept, or agree to receive anything of value by inducing the reasonable belief that the giving of the thing of value will influence my choice of vendors as required by the Policy Manual: Section 800: Personal, Section 802.14 Gratuities, promulgated by the Board of Regents of the University System of Georgia.

As an employee of the University, I will make every reasonable effort to avoid even the appearance of a conflict of interest when using my PCard. I understand that I am obligated to monitor, evaluate and manage my personal, financial and professional affairs to ensure the absence of conflicts of interest and appearance of conflicts as required by the Policy Manual: Section 800: Personal, Section 802.14 Gratuities, promulgated by the Board of Regents of the University System of Georgia.

To disclose and report any misuse of a PCard of which I have personal knowledge to my immediate supervisor or, alternatively, to the Vice President of Business and Finance or other senior officer of the University, as appropriate.
