MEASURE B8: LOW-EMITTING AND FUEL EFFICIENT VEHICLES




Revision to Standard:


Options (page 99):

Provide preferred parking or discounted parking rates for low-emitting and fuel-efficient vehicles as described below.

“Preferred parking” refers to the parking spots closest to the main entrance of facility, elevators, and/or sites most frequently visited by garage users. (Exclusive of spaces required for accessibility purposes.) At least 2% of parking spaces within the project boundary must be designated as preferred parking for low-emitting and fuel-efficient vehicles, and alternative fuel vehicles.

“Discounted parking rates” must be discounted at least 20%, available to all monthly and reservation patrons and publicly posted at the entrance of the parking area.

Low-emitting and fuel-efficient vehicles” are defined as vehicles that have achieved a minimum green score of 45 on the American Council for an Energy Efficient Economy (ACEEE) annual vehicle rating guide, or vehicles that are listed in the EPA SmartWay Elite program database.

Low-emitting and fuel efficient vehicle incentive program

[2 Points] Parking structure offers either preferred parking or discounted rates for low-emitting or fuel efficient vehicles.

[4 Points] Parking structure offers both preferred parking and discounted rates for low-emitting or fuel efficient vehicles.

[2 points] Parking structure offers preferred parking spaces for low-emitting and fuel efficient vehicles.

[2 points] Parking structure offers discounted rates for low-emitting and fuel efficient vehicles.

A facility may pursue both options for a total of four points.

Two percent of total parking spaces reserved for “Clean Air Vehicles,” as defined in the California Green Building Standards Code, satisfies the space requirement here.

  • Procedures, enforcement mechanisms, and utilization data

  • If claiming points for reserved spaces, include a table showing:

    • Total number of spaces within the project boundary

    • Percentage of fuel-efficient spaces to total spaces

  • If claiming points for discounted rates, include a table showing:

    • Regular rate structure

    • Discounted rate structure

    • Percentage of savings provided to program participants

MEASURE B9: ALTERNATIVE FUEL VEHICLES

Options (page 104):

The facility provides an AFV incentive program.

[3 points] Reserve two percent (2%) of the parking spaces within the project boundary for AFVs (minimum of two spaces per structure). These spaces shall be clearly marked for AFV use. These spaces may not be available for any other use, including low emitting vehicles, car pool/vanpool, rideshare, car share, or car rental. If a facility provides electric vehicle charging stations or other AFV fueling stations, these spaces may be included in AFV count.

[3 points] Provide a rate discount to all monthly and reservation AFV patrons of at least 20 percent.

Four percent of total parking spaces reserved for “Clean Air Vehicles,” as defined in the California Green Building Standards Code, satisfies the space requirement here, in addition to that for B8.
