• the aim of balance of power is actually not to prevent it is to preserve the
existing state system
• balance of power was sometimes not working
• balance of power is going to break
• one country will be too powerful that it will be impossible for the others to check it ambitions and then more inevitable
• however until inevitability of war and imbalance of power wars are possible
• until that time —> a working harmony between the two parties wars
• in this there is no ideal in implementing balance of power that peace will be achieved
- balance of power does not mean necessarily peace
• it aims to preserve the existing states in the sense that it aims to preserve the anarchy - one power can decline one power and can become more powerful and in the end that could be sustained by war
• but what will happen afterwards is to make sure that there is no empire but there's still an anarchical international system
• so preventing one states overarching authority over the others is the main principle
- balance of power works only fora while
• at the end balance of power always breaks according to realist understanding
• balance of power breaks with systemic wars
• realist or traditional ir think that there are in different times cycles
• they talk about the cyclical nature of international society or international politics.
• We're talking about big, small, ABC states
• that big city state because it's more powerful than others will in time want to become more powerful than everybody realism obsessed with power)
• what will happen is that these small states threatened from the invasion of the big state will come together
• this power will necessarily give up ideas of expansion not only on the course
• 1648 we have the balance of power system operating in Europe
• all the conflicts solved elsewhere in the Americas or in Asia- sometimes in Africa
• this balance between A and the consortium of state B collapses
• for example Awe have according to our international observations on our system, we have big power rs

• we have st of all Holland then Spain and Portugal then GB the United States —> these great powers rise and rise and become powerful
• they become too powerful to be challenged by other members of the intl. system
• —> either new stage-> by rising as a competitor or this power will become so powerful that other states will build checks and balances of this power
• the power of this strength of this power was tied to decline
• But although its power will decline it does not mean that it will easily give up the leadership
• it will try to challenge this consortium
• And then the our existing order will break with a systemic war
• —> then anew great power —> our cycle
• in international politics until the end of the 20th century : the Dutch then we have the Spanish, the Portuguese era with the Mercantilist intl. politic
• then in the 19th century British era ending by the end of the First World War
• British did fix -> anew bipolarity which led to alack of war between great powers
• balance of power works well in the sense that it keeps the state system as it is its keepss the anarchical intl.scoiety
