no state above us • you can invade another country’s territory, and there is no other state to punish you, in intl. system we are all
horizontally placed • no higher authority to tell the states what to do

• main reason why there are wars
• realists say
we have to get rid of this • anarchy to UN :
- use of force prohibited
- in intl. system, force has been used lots of times
- states are alone to defend themselves,
to protect themselves - in intl. system no gov. above them to decide
- doesn’t mean some states are stronger
- sometimes that stronger state at times rules for the existing global system, i.e Bretton Woods System (1944-1971)
