INTRO
- anarchy - state w/o hierarchy
• hierarchy in the system ; above us
• in Int. Rel. -> there is no hierarchy, no state above us
• you can invade another country’s territory, and there is no other state to punish you, in intl. system we are all
horizontally placed
• no higher authority to tell the states what to do
• anarchy basic system of IR basic premise of IR
• main reason why there are wars
• realists say we have to get rid of this
• anarchy to UN :
- use of force prohibited
- in intl. system, force has been used lots of times
- states are alone to defend themselves, to protect themselves
- in intl. system no gov. above them to decide
- doesn’t mean some states are stronger
- sometimes that stronger state at times rules for the existing global system, i.e Bretton Woods System (1944-1971)

- almost always obsessed with Westfalia order
- our concept is Anarchy
