anarchy is what we consider to be our reality of international law
• is there a Is there a world government - no ->,makes it anarchical
• is there world gov -> NO
• st it stands from two factors one is balance of power ;
• 2nd: established principles in this anarchical system, what are they : sovereignty, nondiscrimination and sanctity-> the borders and the practice of the terms of balance of power
the issue is not lack of rules, morals or values or lack of institutions of international law
• for example, for the creation of international organisations, the reality is that there is no world gov.
• and lack of world gov is what we call in our discipline big letter IR as anarchy

has there been no attempt of world gov
• There has been many attempts of world gov. between intl. leaders, League of Nations

• the first step to world gov. made —> because many thinkers taught that anarchy was a problem
• according to thinkers if there was a world gov. there would be more justice in International law
but that was never material
• why they're saying anarchical international society and not anarchical international system is to undermine that despite the lack of the world government there are still rules, norms and member states have to abide with that
• if they don't abide with them there could be different mechanisms to check.
• anarchy problematised at times in recent theories of IR
• since s we are criticising anarchy & the conceptualisation of anarchy
• but we have named the intl. system that we live in as anarchy
• still there ares different norms values principles, trading mechanisms, different regimes
• ex there is a river passing from 10 states and the states are managing that river
• how through different regimes, treaties and we call it then not an intl.
