(i) Your equality impact assessment(s) concerning the use of spit hoods;

(ii) Guidance and training documents issued to officers concerning the use of spit hoods;

(iii) Minutes of meetings at which the use of spit hoods was discussed;

(v) Internal and external correspondence regarding the use of spit hoods.


(b) If none of your officers are authorised to use spit hoods please:

(i) Confirm the rationale for this position and provide any documents recording the same;

Thank you for your reply to our Freedom of Information Request: 002641/16.

We appreciate the issues and difficulties regarding extracting the data originally sought. However, following further inquiries, colleagues in another police force, using FoI section 16 (advise & assist) have advised how similar information might be more efficiently obtained. As a result I have revised my question as follows and added a supplementary question. This is as follows -

Until 2013 the Home Office reported annually on firearm and shotgun certificate revocations, breaking down this information by police force areas. The available data shows the following:

Suffolk Police, firearm and shotgun license revocations

Year 2009-10 2010-11 2011-12 2012-13 2013-14 2014-15 2015-16

Firearms 4 7 8 3

Shotguns 15 29 28 16

Our question now asks if the data for the 3 most recent years 2013-14, 2014-15 and 2015-16 could be provided and, for the last year only, how many of the licence revocations came about as a result of a criminal offence (charged/convicted) by the licensee.

Dear Sir/Madam,

This is a request under the Freedom of Information Act 2000. We are working on a research project in the Mental Health Division at the University of Central Lancashire into the use of TASERs by the police. In particular we would like to gain information regarding the following please:

1. How many incidents of TASER use by Police officers were there:

a. For each year in the period 2004-2016 by category of deployment (Drawn, Red dot, Arced, Discharged)?

b. Of these, how many were used against an individual who displayed mental health or psychological issues?

2. For each year (in the period 2004-2016), how many callouts were made for the purpose of a Section 136 (MHA 1983) removal to a place of safety? Of this, how many callouts involved the use of a TASER?

3. For each year (in the period 2004-2016), how many callouts involved the use of TASER:

a. At secure psychiatric units and

b. other psychiatric units?

In compliance with s45 Code of Practice (datasets) we should also be grateful if you would send any datasets in an electronic format that can be used by us and grant us a licence to use them.

The time frame for questions 1 to 3 is the calendar years 2014, 2015 and 2016 (to-date). For each type of warrant please break down the data by nationality of the individual and the offence committed.


I am aware from replies from other forces that forces might receive warrants from courts to execute rather than apply/request for them themselves. If this is the case please clarify this in your response and provide the data for warrants given to your force to execute rather than those applied/requested if warrants are not actually applied/requested by your force.

4) Total number of warrants applied/requested by your force that are outstanding, to be broken down by type of warrant, year of issue, nationality of the individual and offence.

5) Total number of outstanding 'wanted' individuals (i.e. including those wanted without warrants), to be broken down by: whether they are wanted with or without warrant, year of circulation as wanted, nationality and offence.

For part 5) of my request please confirm whether your force is able to extract nation-wide data or if it is only able to access data on individuals wanted by your force. Please could you therefore put part 5) on hold until you are able to respond to this?


6) How many individuals, bailed by your force, failed to surrender to your force's custody, in the years 2014, 2015 and 2016. Please break down the data by nationality and the offence for which they were bailed for.

I am looking to understand the Norfolk Police readiness and costs associated with the change from the TETRA communications network to the EE mobile network.

Please could you provide answers to the following questions;

1. Could you please confirm the typical data Communications technology installed on-board Police Vehicles. I am particularly interested in the squad cars, motorway vehicles and Command Units.

2. What is (are) the purpose(s) of the communications technology, for example; GPS tracking of appliance, Telematics, On-Board Diagnostics, Status update, Vehicle registration look up, suspect look up, communicating with other vehicles/back to base, event-based streaming of video etc?

3. Do you currently make use of CCTV and/or dash cameras on police vehicles?

4. Do you currently use body cameras or body sensors to help protect police from harm / get better visuals / evidence on the incident? If not, do you plan to utilise this technology in the future?

5. Do the units make use of the TETRA network or standard mobile communications?

6. Any particular police specifications/standards that your on-board data equipment need to comply with? ISO standards as an example?

7. If the TETRA network is being used, is the hardware compatible with standard mobile communications technology? If not, can the unit(s) be updated or do they need to be replaced entirely to facilitate the change to mobile communications.

8. Could you please confirm the model of the communications unit(s) being used and the supplier(s) of those units?

9. Could you confirm the contract terms these units have been bought on – was this a one-off CAPEX charge or a mixture of CAPEX and OPEX?

10. Please could you confirm the cost of the units, both CAPEX and OPEX?

11. Could you please confirm who installs and maintains the units?

12. Could you confirm when the current contract term(s) come to an end?
