Sergeant Troyce Parsons, of Oxford, who has returned home after 12 months of active duty with the 133rd Engineer Combat Battalion stationed in Iraq. While in Iraq, the 133rd built schools and municipal buildings and constructed new roads. Nancy Thibodeau, of Fort Kent, on her being named Woman of the Year by the Fort Kent Business and Professional Women's Club. The club's mission is to achieve equality for all women in the workplace through advocacy, education and information. Ms. Thibodeau has many accomplishments in the fields of medicine, education and religion and through her support of winter sports. We extend our congratulations to her on her receiving this award; (HLS 609)

Seth E. Mattson, of Harrison, upon his being selected as Oxford Hills Comprehensive High School Student of the Month for April. Sponsored by the Oxford Hills Rotary Club, Seth has been recognized with this mark of distinction because of his good school citizenship, academic effort and positive school spirit. With an exemplary academic record and extensive involvement in extracurricular activities, Seth helps to set an example for other students to follow while making a positive contribution to his school's overall learning environment. Fred Chase, of Old Orchard Beach, who was named Maine's Youth Volunteer of the Year. This is a Governor's Service Award to celebrate and recognize the exemplary work of Maine's volunteer community. We extend our congratulations and best wishes to Fred on his receiving this award; (HLS 611)

William "Bill" Levesque, of Millinocket, the recipient of the 2005 Fin & Feathers Adrian Batson Sportsman of the Year Award. We extend our congratulations to Bill on his receiving this award; (HLS 612)

Sanford Police Chief Thomas H. Jones, who was awarded a plaque from the United States Secret Service for the department's outstanding assistance and support with investigative and protective responsibilities. The Sanford Police Department has routinely provided presidential and dignitary security support. We extend our congratulations to Chief Jones and the members of the Sanford Police Department for their exemplary work; (HLS 613)

Jordan Stevens, a student at Mt. Blue High School, who has been named the Morning Sentinel Boys Skier of the Year. Jordan led Mt. Blue to its 6th straight boys overall Class A State Title. During this meet, he won the individual Class A State Title in the slalom and finished second in the State in the giant slalom. He also won both titles at the Kennebec Valley Athletic Conference championship meet. He has been skiing since he was 4 years old. We extend our congratulations to Jordan on his achievements; (HLS 614)

Walter Leffler, of Wells, who is the recipient of a 2005 Volunteer of the Year Award. This is a Governor's Service Award to celebrate and recognize the exemplary work of Maine's volunteer community. We extend our congratulations to Mr. Leffler on his receiving this award; (HLS 615)

Terry Hodskins, of Wells, who is the recipient of a 2005 Volunteer of the Year Award. This is a Governor's Service Award to celebrate and recognize the exemplary work of Maine's volunteer community. Robert Nolette, of Wells, on the occasion of his retirement from the Wells Fire Department after 30 years of service. Mr. Nolette began as a volunteer firefighter in 1975 and became a full-time firefighter in 1980. He has been very active in fire prevention programs, most notably the Juvenile Firesetter Program, a program to educate and prevent firesetting behavior from continuing. We acknowledge his dedicated service to his profession and to his community, and we extend our congratulations to him on his retirement; (HLS 617)

the following organizers of the relay running race from York to Augusta on Veterans Day, 2004 which raised $5,000 for the York VFW: Robert Winn, Lynn Mercier, Diana Allen, Dick Filliettaz, parents of the runners and members of the York Police Department and the Wells Police Department. The race was sponsored by civic groups and individuals and raised money for families of Maine soldiers killed in Iraq and Afghanistan. The money was donated to the Family Organization Program to assist service families and for "care" packages sent by the VFW to soldiers serving in Iraq and Afghanistan. Brenda Buchanan, of Portland, recipient of the 2005 Justice Louis Scolnik Award sponsored by the Maine Civil Liberties Union. Ms. Buchanan is a partner with the law firm of Warren, Currier and Buchanan. She began her civil rights work as an MCLU student intern, continued working at the MCLU throughout law school and served on the Board of Directors after graduation. She founded and was an advisory committee member of the MCLU's Workplace Equity Project. The Scolnik Award honors members of the legal community who have demonstrated an outstanding commitment to the protection of civil liberties. We extend our appreciation to Ms. Buchanan for her commitment to the citizens of the State and congratulate her on her receiving this prestigious award; (HLS 622)

Specialist Scott A. Morey, of Clinton, on completion of his recent mission with the I-152nd Field Artillery Forward. Specialist Morey recently returned home after a 13-month deployment to Iraq in support of Operation Iraqi Freedom where he served as a Military Police Officer in the replacement unit at the infamous Abu Ghraib prison. Aside from his duties as a detainee prison guard, he also performed other security missions and provided military escort on many convoys in the Baghdad area. We commend Specialist Morey for his exemplary performance and we extend our gratitude for his service and dedication to his State and to his Nation; (HLS 624)

Specialist Justin Poirier, of Clinton, on completion of his recent mission with the I-152nd Field Artillery Forward. Tom Linder, Sr., of Wilton, on the occasion of his 80th birthday, March 20, 2005. Mr. Linder was an employee of International Paper Company for 35 years, starting as an engineering trainee in Moss Point, Mississippi and ending as the Environmental Services Superintendent in Jay, Maine. A United States Navy veteran, he and his wife have 4 children and 6 grandchildren. We extend our congratulations and best wishes to him; (HLS 640)

Gil Riley, of Wilton, who has been named Super Volunteer by The Franklin Journal and The Livermore Falls Advertiser in their "Volunteers Make a Difference" supplement. Mr. Riley, a retired mechanical engineer, moved to Maine with his wife Betsy and began volunteering for the community. He is very involved in volunteering for MSAD #9, where he is an important part of Mt. Blue High School's award-winning electric car class. We acknowledge Mr. Riley's dedicated service to his community and to the State of Maine and we extend to him our best wishes; (HLS 641)

Dick Stevens, of Wilton, for his dedicated volunteerism to the community, and who has been acknowledged for his efforts by The Franklin Journal and The Livermore Falls Advertiser in their "Volunteers Make a Difference" supplement. Mr. Stevens has been donating his time to MBTV and has been a major help in bringing public access television to his community. Habeeb's Smoke Shop, of Caribou, one of the city's longest running enterprises, which closed its doors on April 21, 2005 after 60 years of operation. Originally opened by Phillip Habeeb in 1945, the business relocated from its initial Main Street location to Herschel Street following the Town's remodeling. Retiring owners Kenneth and Marlene Habeeb have witnessed the closings of many local ventures over the years, but their commitment and hard work is a testament to Habeeb's Smoke Shop's lasting success. We commend Mr. & Mrs. Habeeb for their perseverance and extend our best wishes to them in their retirement; (HLS 643)

Specialist Samuel Kottman, of Sabattus, on completion of his recent mission with the 133rd Combat Engineer Battalion. Private Second Class Joshua Elder, of Greene, on completion of his recent mission with the 133rd Combat Engineer Battalion. Private Second Class Elder recently returned home after a one-year deployment to Iraq in support of Operation Iraqi Freedom. He served in Mosul, Iraq and many other areas, constructing bridges, roads, schools and much of the infrastructure important to the rebuilding of the country. Shannon Safford, of Sabattus, who has received the President's Volunteer Service Award from the President's Council on Service and Civic Participation. The award recognizes citizens of all ages who have volunteered significant amounts of time to serve their communities and their country. Shannon, 17, easily qualified for this exceptional honor by volunteering her time as a junior counselor at Camp Postcard, a DARE camp, and also by working with the Sabattus Elementary School during its No Name Calling Week. She developed an anti-slur policy with the help of the 5th-graders in the school and works with Project DARE to foster a safer school environment. We congratulate Shannon on her outstanding volunteer service and commitment to the young children of Sabattus and we send her our best wishes for future success; (HLS 646)

Maine's Charitable Nonprofit Sector and the Maine Association of Nonprofits, which is hosting the Second Annual Nonprofit Day at the State House on May 23, 2005. The Association is the only statewide organization that represents the full spectrum of the State's nonprofit organizations. Founded in 1994 by a group of 7 nonprofit organizations, the Maine Association of Nonprofits' mission is to strengthen the leadership, voice and organizational effectiveness of nonprofit organizations through the State, so they can better enrich the quality of community and personal life throughout the State. Its membership consists of more than 500 nonprofit members and 75 business and individual supporters who work cooperatively to ensure the efficiency and effectiveness of Maine's nonprofit sector. We congratulate the Maine Association of Nonprofits for its excellent work on behalf of the State's nonprofit organizations and we extend our thanks to them for organizing the Annual Nonprofit Day here at the State House; (HLS 650)
