About ATSC


The Advanced Television Systems Committee (ATSC) is an international, non-profit organization developing voluntary standards for digital television systems. The ATSC’s more than 140 member organizations represent the broadcast, broadcast equipment, motion picture, consumer electronics, computer, cable, satellite, and semiconductor industries (http://www.atsc.org).

ATSC 3.0


Current planning and technical work for new broadcasting standards (ATSC 3.0) is focused on IP-based service delivery and lays the foundation for improved viewing features, such as 4K Ultra HD, targeted advertising, high dynamic range and mobile/portable reception. ATSC 3.0 also provides broadcasters the opportunity to deliver a contemporary viewing experience with interactive applications and program guides, including access to pre-cached video for services such as catch-up TV.
The ATSC 3.0 standards are defined in 20 documents, many of which are published as final or candidate standards, while some are still in committee as working drafts. The standards cover a broad area of subject matter and support a large number of features and use cases.

The ATSC expects stations to begin testing in earnest in 2017, with early U.S. market deployments in the first half of 2018.

RFI Background and Objective


In order to achieve the highest quality user experience, ATSC and other industry groups are interested in establishing a Conformity Assessment program for ATSC 3.0 including the development of Conformance Test Suites and Tools.

The information obtained from the RFI responses will be used to inform the ATSC and allied organizations as they establish a framework, including initial plans and high-level budgeting, for an ATSC 3.0 Conformity Assessment program. It is expected the program will eventually be administered under the auspices of one or more industry organizations.


The high level goals of the Conformity Assessment Program include:

  • Assuring a quality experience for consumers when viewing and interacting with ATSC 3.0 content

  • Assuring interoperability between broadcasted content and receivers

Note: ATSC understands it may be unlikely any single organization or company will be able to cover all aspects of this RFI. Partial responses are perfectly acceptable and encouraged.



1.0ATSC 3.0 Areas of Testing


This section contains four areas of testing (Coding, Transmission & Reception; Data & Meta-Data; Interactivity; and Security) expected to be addressed by an ATSC 3.0 Conformity Assessment Program. Each area of testing is divided into categories with their own section headings including the relevant ATSC document number in parentheses. Responses to this section should address general expertise and experience with the topic. Subsequent sections will address test suite and assessment program development.

5.2.3Single Point of Contact Required
