Dorothy Rose Edgecomb, of Caribou, on the occasion of her 90th birthday. Mrs. Edgecomb was born in Fort Fairfield, Maine, and shares the same birthday with her mother, March 24th. She devoted her life to raising her 10 children on the family potato and livestock farm in Limestone. In addition to caring for her large family, she also cooked for as many as 35 workers during the potato harvests. Mrs. Edgecomb has resided with her son, Peter, and her daughter-in-law, Marjie, for the past 13 years. We send our best wishes to her on this special occasion; (HLS 118)

Joseph Eugene Boivin, of Rumford, on his longtime dedicated commitment to his community and to the State. Chief Boivin, Retired, of the Rumford Fire Department, exemplifies the best in civic involvement with his many years of service to the Rumford area. He is a past president of the Maine Fire Chiefs Association and was honored by the State Fire Marshal in 1990 in recognition for his years of assistance and support. Among the many

awards which he has received for his community service are the River Valley Chamber of Commerce Volunteer of the Year Award and for Outstanding Community Service and Dedication in 2000. Mr. Boivin has volunteered extensively in the community, helping to build homes for Community Concept, assisting in efforts for those who suffered from the 1987 floods and helping in the design and building of the Rumford Information Center. He also

received the Commissioner's Award from the Maine Department of Mental Health and Mental Retardation for his extraordinary Community-Based Volunteer service. Mr. Boivin has been honored by the Rotary Club, the BPOE Elks, and the Town of Rumford. In addition to his volunteer work, he has served on the MSAD #43 School Board and the Rumford Board of Selectmen. We acknowledge Joseph Eugene Boivin's extraordinary lifetime of dedication to the people of the Rumford area and to the State of Maine, and we send him our best wishes; (HLS 119)

Clyde and Verlesta Wellman, of Belmont, on their long-standing public service to the Town of Belmont. Mr. and Mrs. Wellman were married in 1957 and began their service to the Town when Mr. Wellman joined the fire department in 1978. Mrs. Wellman was appointed to the position of deputy town clerk 4 years later. She has served, at various times, as town clerk, tax collector and treasurer, and Mr. Wellman has been the administrative assistant to the selectmen for 20 years. He has also served as road commissioner, fire department official, animal control officer, emergency management director, deputy treasurer, planning board member, comprehensive plan committee member and manager of town facilities. Together they raised 5 children, and as they begin their retirement, they will focus on gardening and improvement projects on their 19th century home. We commend and thank Mr. and Mrs. Wellman for their exceptional public service to the Town of Belmont and we send our best wishes for continued prosperity; (HLS 120)

Emily Luce, of Carrabassett Valley, on her winning the 2009 Women's Class B Giant Slalom Alpine Racing State Championship. Emily, a member of the Mt. Abram High School Girls' Ski Team, had the 2 fastest runs of the day. We extend our congratulations to her for her victory; (HLS 125)

Derek Hawkes, of Westbrook, who has won a 2009 Class A State Championship in Swimming. Derek also earned a New England Championship at the same competition. He was the winner in 3 events: the 500 Freestyle, the 200 Medley Relay and the 400 Free Relay. We extend our congratulations to him for his accomplishment; (HLS 126)

Kyle Goan, of Westbrook, who has won a 2009 Class A State Championship in Swimming. Kyle also earned a New England Championship at the same competition. He was the winner in 4 events: the 200 Freestyle, the 100 Freestyle, the 200 Medley Relay and the 400 Free Relay. We extend our congratulations to him for his accomplishment; (HLS 127)

Arthur I. Dodge, of Harpswell. Mr. Dodge served in the United States Coast Guard from 1951-1954. He then attended the University of Maine and earned a bachelor's degree in chemical engineering. For 31 years, he worked for Texaco Inc. as a process engineer and oil refining manager and was a member of the American Institute of Chemical Engineers for more than 50 years. While working with refinery waste treatment, Mr. Dodge became concerned about water quality and this became a passion for him during his retirement in Maine. He became a valuable asset to the marine resources of this state by collecting sea water samples to monitor the clam flats of Casco Bay, participating in a phytoplankton monitoring program that helps the Department of Marine Resources to detect red tide early warning signals, and analyzing surface water samples for the Friends of Casco Bay. Mr. Dodge was instrumental in founding the original Maine Soft Shell Clam Advisory Committee and he served on the Harpswell Marine Resources Committee for many years. In December 2008, he received citations from both the Town of Harpswell and the State for his committee and water quality work. He was also an active member of the East Boothbay United Methodist Church for more than 65 years and held the position of chaplain for the American Legion John Leo Murray Post 171 in Harpswell. Mr. Dodge will be long remembered and greatly missed by his family and friends, as well as the people of this State who will continue to benefit from his tireless dedication to our valuable resources; (IN MEMORIAM) (HLS 128)

Patrick R. Pelletier, of Bangor, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. Maine Primary Care Association, which has worked to strengthen and sustain Maine's Primary Care safety net for over 25 years. Maine Primary Care Association offers a number of opportunities for students and residents to experience medicine in an underrepresented primary care setting in Maine. It provides high quality primary care to underserved areas and populations of the State where health-care options are limited, and barriers to

access would otherwise prevent the delivery of the right care at the right time in the right place. Maine Primary Care Association is extremely proud to represent the collective voices of our community health centers, as they represent health-care options available to all, regardless of insurance coverage or the ability to pay. It has increased the availability of services including dental care and mental health, in addition to raising the bar in the delivery of care offered to patients through the adoption of quality

improvement initiatives and health information technology. Maine Primary Care Association has taken a leadership position advocating for the childhood immunization program to return to universal status. Robert E. Smith, of Dixmont, for his 40 years of dedicated service as the Dixmont Cemetery Sexton. Mr. Smith has also held other positions over the years including second selectman, tax collector, road commissioner and fire chief. He is the only surviving charter member of the Dixmont Volunteer Fire Department. He will continue to serve the Town as cemetery trustee and as an active member of the Historical Committee. Jim Ballinger, of Orono, who is retiring after over 40 years of service to the State of Maine as a coach of the women's and men's indoor and outdoor track and field and cross country programs at the University of Maine. During his tenure, he has coached 27 New England champions, 4 All-Americans, 4 Olympic trials qualifiers and one Olympian. Dave Michaud, of Sacramento, California and Millinocket, beloved husband of Judy and loving father to Sheadon and Aaron. Mr. Michaud had a lifelong passion for flying. He took his first solo flight in Millinocket and earned his pilot's license at the age of 16. He enlisted in the Air Force in 1974, served six years active duty and then as reservist, retiring after 20 years. He was a deputy sheriff with the Sacramento County Sheriff's Department for 13 years. After his retirement from the sheriff's department he began working full time in the aviation field. Mr. Michaud will be sadly missed by his loving family, friends and colleagues; (IN MEMORIAM) (HLS 145)

Kylie Daigle, of Madawaska, who has been selected to receive a Red Cross Pine Tree Chapter "Real Heroes" Award for her actions on September 11, 2008 assisting an accident victim. Ms. Daigle, a senior year nursing student at the University of Maine at Fort Kent, came upon the scene of an accident as she was walking between classes. A female pedestrian had been hit by an SUV and was unconscious and severely injured. Without hesitation or concern for her own safety, Ms. Daigle went to the woman's aid and provided her with comfort and care until emergency help could arrive. For this heroic act, she has also received several other community awards. We extend our congratulations and appreciation to Ms. Daigle for her outstanding community service; (HLS 146)

Jo Josephson, of Temple, who has received the honor of having the 2009 Temple Town Report dedicated to her for her

community efforts. Ms. Josephson has represented the board of directors of the schools of School Administration District 9, has been a member of the Sandy River Recycling Association and writes and distributes the Temple Times. We extend our congratulations to Ms. Josephson on her receiving this honor; (HLS 148)

James Pellerin, a lifelong resident of Fairfield. After graduating from Lawrence High School in 1965, Mr. Pellerin

attended the University of Maine and Unity College, earning 2 college degrees. He then began a career with Clark and Company (now Bell Simon) which lasted 37 years. During that time, he became the manager of 16 stores throughout New England. Because of his love of sports, Mr. Pellerin began to volunteer in 1974 as a football coach in the Fairfield Police Athletic League. He coached for 22 years, not only football teams but also basketball, girls' soccer and softball. At various times, he served as president, vice president and treasurer of the PAL Football Coaches Association. He was involved with his church, the Immaculate Heart of Mary, as a member of the parish council, a charter member of the Knights of Columbus, a lector and a eucharistic minister. Mr. Pellerin served on the Fairfield Town Council for 3 years. Among the many awards that he received for his civic efforts were the 2000 Lawrence High School Alumni Association Bulldog Award and the 2007 Lawrence Spirit of Football Award. Mr. Pellerin will be greatly missed and long remembered by a community which he served faithfully as well as his loving family and friends; (IN MEMORIAM) (HLS 149)

the following members of the Edward Little High School Basketball Team, of Auburn, who won the 2009 Eastern Maine Class A Basketball Championship: Tim Mains, Tyler Gammon, Steven Giorgetti, Ethan Grund, Omar Abdi, Cody Goddard, Dominique Bailey, Yusuf Iman G, Bo Leary, Corey Therriault, Sean Daigle, James Philbroo and Shane Ciriello. the late Honorable Georgette B. Berube, of Lewiston, on her posthumous induction into the Maine Franco-American Hall of Fame. Serving in both the Maine House and Senate from 1971 to 2000, Mme. Berube had more state legislative service than any other woman in Maine's history. In 1982, she was a candidate for Governor of Maine. For many years she hosted a French radio show in central Maine and served on the Finance Council of the Catholic Diocese of Maine. Mme. Berube was proud of her French heritage and her many contributions to her community and to her State made a difference in the lives of all of her constituents. We join her family and the citizens of this State in celebrating the life and accomplishments of this exceptional woman and we acknowledge the innumerable contributions that she made to the Franco-American community; (HLS 151)

the late Viola Quirion, of Waterville, on her posthumous induction into the Maine Franco-American Hall of Fame. Mlle. Quirion was a Francophone who worked for more than 40 years at the C. F. Hathaway Company shirt factory in Waterville where she was an outspoken leader in the local union. After her retirement and despite having cancer and other illnesses, she became active in a movement to make prescription drugs affordable for older people. Mlle. Quirion helped organize discount-drug bus trips to Canada, made an appearance on "60 Minutes" and appeared before congressional committees in Washington D.C. She was not an elected official or a political lobbyist but a hardworking, relentless woman who believed in pursuing a cause that she believed was right. United States Representative Thomas Allen said of Viola Quirion: "Maine is a better place because of the legacy left by this courageous woman." We join her family and her community in celebrating her remarkable life and her induction into the Maine Franco-American Hall of Fame; (HLS 152)

the Honorable Rosaire "Ross" Paradis and the Honorable Judy Ayotte Paradis, of Frenchville, on their induction into the Maine Franco-American Hall of Fame. Mme. Paradis served in the Maine House of Representatives from 1986 to 1992 and in the Maine Senate from 1992 to 2000. Before her legislative career, she taught high school French. Always an advocate of the French language and culture, she engaged in conversations in French with willing legislators and staff at the Capitol, encouraging other people of Franco-American descent to acknowledge their heritage with pride. M. Paradis taught French as well as English and Latin to high school students for 36 years before becoming a legislator. He served a 6-year tenure as the State Representative for District 2 and was often recognized for his staunch support of minority rights and cultural diversity in Maine. M. Paradis has written many articles and columns in newspapers to promote French language and culture and is presently writing a play in French. Both M. and Mme. Paradis have been bilingual since they were children. We congratulate them on their induction into the Hall of Fame and we commend them for their numerous contributions to the Franco-American community of this State; (HLS 153)

Raymond Fecteau, of Augusta, on his induction into the Maine Franco-American Hall of Fame. M. Fecteau was born in Madawaska and grew up speaking French. He settled in Augusta in 1968 with his wife, Constance Vachon Fecteau, and they raised 2 daughters who are bilingual. He has been a Master Barber for 45 years, cutting hair at Duke's Rotary Barber Shop for 39 years. M. Fecteau has been involved with Le Club Calumet since 1972, working tirelessly in various capacities and roles and in 1998 they honored him with La Medaille d'Honneur. He is one of the founders of the Maine USA/Maine France Exchange Program and is an Honorary Member of the Executive Committee of L'Amicale des Sarthois de Paris. M. Fecteau also serves on a committee that is searching for a sister city for Augusta, Maine in France. We congratulate M. Fecteau on his induction into the Hall of Fame and we commend him for his tireless commitment to the Franco-American community of this State; (HLS 154)

Barry Rodrigue, of Bath, on his induction into the Maine Franco-American Hall of Fame. M. Rodrigue is an associate professor of Arts and Humanities at the University of Southern Maine. He is trained in cultural research as an archeologist, geographer, historian, biologist and ethnographer with a strong focus on French North American Studies. He served as a Research Geographer at Laval University in Quebec City where he received a Ph.D. M. Rodrigue serves as Scholar for the University of Southern Maine's Franco-American Collection, director of French North American Studies and co-director of Global Studies. A strong advocate for interdisciplinary studies and student-centered learning, he involves his students in real-life projects, such as organizing conferences of the world's leading authorities on French North America. He is also very involved with publishing, writing and editing Franco-American literature. We join his family and friends in congratulating him on receiving the honor of this induction and we commend him for his outstanding contributions to the Franco-American community of this State; (HLS 155)

the Sanford Unitarian Universalist Church, which is celebrating its 100th anniversary. Since 1909, this church has been living out the values expressed in its mission which is to

foster and celebrate religious freedom, spiritual growth and social justice in a diverse, intergenerational congregation through worship, education and community. Along with a centennial celebration this year, the church is planning a capital campaign to support the modernization and greening of the building.
