Brandon L. Pesce, of Windham, a member of Boy Scout Troop No. 51, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. For his Eagle Scout project, Brandon built a bridge over a drainage area behind the Cressey Road United Methodist Church to provide for easier access to the property. Amos A. McCallum, of Saco, for his contributions to the Benevolent and Protective Order of Elks, a fraternal organization made up of nearly 1.1 million men and women from the across the United States that provides services to local communities through programs that support our nation's youth and veterans. Mr. McCallum served with distinction as the national president of the Benevolent and Protective Order of Elks from 2003 to 2004, serving as Grand Exalted Ruler. He was the first person from Maine to hold this high office. Mabel Knowles Doughty, of Chebeague Island, on the celebration of her 87th birthday, May 1, 2009. Mrs. Doughty was born in Shirley Mills and graduated from Greenville High School and the Boston School of Domestic Science. She first came to Chebeague Island in 1940 to work at West Winds Sailing Camp. She married Sanford Doughty, a young Chebeague Merchant Mariner during World War II, and moved to Chebeague shortly thereafter. During her time on Chebeague, Mrs. Doughty has contributed to the community in many ways, including by volunteering with the Girl Scouts, the PTA and the hot lunch program, by helping with fund-raisers and by serving as chair of the Library Board, a member of the comprehensive plan committee and a member of the Chebeague Planning Board. She served as the trustee treasurer for the Methodist Church for more than 30 years. She was a founding board member of the Chebeague and Cumberland Land Trust. In 2005 she was one of five chosen to represent the island to negotiate with the Town of Cumberland to sever the island's 186-year bond with that town. For nearly 70 years Mrs. Doughty has unselfishly given of herself to help make Chebeague Island a wonderful community. Barbara J. Noone, of Lyman, on her nomination as Maine's 2010 Teacher of the Year. Arthur A. Stilphen, of North Belgrade. Mr. Stilphen served for 3 years in the United States Army as a medic. He graduated from the University of Maine at Orono and, in 1972, the University of Maine School of Law. Early in his working career, he was a state park ranger. He had a private practice before becoming an Assistant District Attorney in Cumberland County, Assistant Attorney General in the Criminal Division and Acting District Attorney in York County. In 1979, Mr. Stilphen was appointed the first civilian Commissioner of Public Safety for the State of Maine under Governor Joseph Brennan, and he established the first State Crime Lab. He was very involved in Democratic political campaigns for many years as a volunteer. He and his wife, Brenda, owned and operated general stores in Smithfield and North Belgrade. Mr. Stilphen was also a past president of the Belgrade Lions Club, a member of the Masonic Order of the Scottish Rite in Portland, a member of the Rockland Lodge and a former member of the Kora Temple Shrine. Arthur Roy, of Dexter, upon his retirement as Chief of Police for the Town of Dexter. Chief Roy has served the residents of Dexter proudly during his 5 years with the police department. He is well respected for his commitment to safety. Chief Roy has more than 35 years of law enforcement experience, 22 years of which were with the Maine State Police. He retired as a lieutenant from the Maine State Police in 1991. Carol A. Johnson, of Millinocket and Edgewater, Florida, devoted wife, mother and grandmother. Mrs. Johnson attended school in Appleton, Wisconsin and married Robert Johnson in 1960. They moved to Millinocket in 1962. Mrs. Johnson worked at Wisconsin Michigan Power Company and for the Millinocket School Department, H E Reed Insurance Agency and Millinocket Memorial Library. She also owned her own business, "Carol's Catered Cookies." She volunteered with the Katahdin Area Support Group. One of her proudest accomplishments was to be involved in the establishment of the annual Great Chocolate Escape, a fund-raiser for the Katahdin Area Support Group. She loved riding her three-wheeled bicycle in Florida and her pedal boat at camp in Maine. She will be sadly missed by her family and friends; (IN MEMORIAM) (HLS 291)

Donald Simoneau, of Fayette, a member of the George Bunten American Legion Post 10, for his longtime service to the American Legion and his contributions to his community. Mr. Simoneau is a United States Army veteran of the Vietnam War era. In the army, he served as an MP. He has held many positions in the American Legion, at his home post and in the county and district. For the past six years, he has held offices at the department level, serving as Department Commander, and he has chaired committees at the department and national levels. In the post's 90-year history, Mr. Simoneau is only the second member to be promoted from Blue Hat Legionnaire to Department Commander. Mr. Simoneau is also an active member of his community and has worked with state and federal lawmakers to promote opportunities in Maine for veterans and children. We acknowledge Donald Simoneau's exemplary public service, and we send him our appreciation for his work for the American Legion, his community, his State and the Nation; (HLS 293)
Harrison Richardson, of Gorham, Portland trial lawyer, ex-legislator and one-time candidate for governor who played a key role in the enactment of both the state income tax and landmark environmental legislation. Mr. Richardson attended the University of Maine where he was an all-New England tackle in football in 1953. He remained devoted to his alma mater throughout his life, later serving as the chairman of the board of directors. Before enrolling in law school, he served as a company commander with the United States Marines in Korea. Mr. Richardson's political career started in 1965 when he was elected to his first term in the House of Representatives. He went on to serve for 2 more terms in the House, 2 years as the majority leader, and for one term in the Maine Senate. A leader in the Republican party, he ran in the gubernatorial primary in 1974 and he was among a group of influential Republicans who joined with Democratic Governor Kenneth Curtis in helping to pass a state income tax in 1969. Mr. Richardson was also an early leader in the passage of environmental laws and sponsored a statute that taxed oil shipments passing through Maine waters to create a fund to clean up spills. The precedent-setting legislation became a model for other coastal states. Mr. Richardson will be deeply missed and long remembered by his family, his friends and the State's legislative and political community; (IN MEMORIAM) (HLS 294)

TrainRiders/Northeast, on its 21st anniversary of working to expand passenger train service in the Northeast. In 1989 a group of citizens got together to talk about a return of passenger rail service to Maine, leading to the creation of this grassroots organization. The group, which includes interested people in Maine and several coastal New Hampshire towns, explored the feasibility of Amtrak's extending the Northeast Corridor passenger trains from Boston through New Hampshire to Portland, Maine. With a goal of moving away from dependence on highways and airways to a more balanced system that includes rail service, TrainRiders/Northeast works with elected officials at the local, state and federal levels of government, consumers, rail companies and unions to achieve this goal. the Wilton Academy Class of 1965, which raised money and manpower to build dugouts at Keneowatha Park in Wilton in memory of their fellow classmate, Bard Elton Davenport, who gave his life for his Nation during the Vietnam War. Bard Davenport was the Senior Class President and was voted Most Athletic by his peers. He played football and basketball, participated in track and field, and, in the winter of 1965, led the Wilton Academy Boys Basketball Team to the Franklin County basketball championship. He also played baseball, beginning in Little League. Warrant Officer Davenport served as a helicopter pilot in the United States Army 1st Cavalry Division. He was killed at the age of 22 when his helicopter was shot down in South Vietnam. Robert J. Buotte, Jr., of Mexico, a member of Boy Scout Troop No. 580, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. For his Eagle Scout project, Robert organized the building and placement of 6 wooden benches. Four of the benches will be placed along the half-mile walking trail located behind the Hosmer Field Complex. Another will be placed at the Rumford Public Library, and one will be placed near the Paul Bunyan statue at the Rumford Information Center. Kate Buck, of Buckfield, on her retirement after 36 years of teaching. After graduating from Buckfield High School, Ms. Buck attended the University of Maine at Presque Isle, where she received her bachelor's degree in physical education in 1972. She began teaching in the fall of that year in Limestone, Maine and taught there until the spring of 1976. Kate then returned to Buckfield and has taught in the Buckfield school system ever since. She has coached many sports teams, some to state championships, worked as a referee and worked and managed her family farm. She has tirelessly served her community, which was founded by her ancestors. We acknowledge her dedicated service to her profession, her students and the community, and we send her our best wishes and congratulations on her retirement; (HLS 301)
the Reverend Ruth Merriam, of Kennebunkport, who has been named the 2008 Firefighter of the Year by the York County Firefighters Association. Rev. Merriam is the firefighter chaplain for the Kennebunkport Fire Department. She has been with the Kennebunkport Fire Department for more than 6 years. She makes herself available to the fire department no matter what the hour. She keeps in her car toys, coats, blankets and other supplies to help the people who have been driven from their homes because of a fire. After 9/11, Rev. Merriam started a Public Safety Service at her church, The Church on the Cape in Cape Porpoise. The service is held each year on the Sunday closest to 9/11 and honors all the firefighters, police officers and emergency medical personnel in the town. Thomas Knight, of Dixfield, who has received the Mr. Maine Basketball Award and was named the Maine Gatorade Player of the Year for his exceptional high school basketball career. These are the highest honors in the State in boys basketball. He was also unanimously selected as the Mountain Valley Conference's player of the year. Thomas is the first player from Dirigo High School to receive the prestigious Mr. Maine Basketball Award and is the all-time leading scorer in Dirigo High School history at 1,326 points. Thomas plans to attend the University of Notre Dame in the fall, where he has received a full athletic scholarship. Farmers of the Year by the Somerset County Soil and Water Conservation District. Mr. and Mrs. Piper have owned and operated Piper Farm for more than 40 years. They have installed many practices on the farm that contribute greatly to the conservation of natural resources. Piper Farm has been recognized previously for this distinction: once when the farm was owned by Mr. Piper's parents and 3 times since Mr. and Mrs. Piper have owned the farm. Jamie Kane, of Dover-Foxcroft, an investigator for the Piscataquis County Sheriff's Department, for his professionalism, patience and determination in helping persuade a person to surrender to police. Investigator Kane patiently talked with the person for about two hours by cell phone before the person
surrendered to police. Investigator Kane's training helped him to take control of the situation, which could have ended in someone's getting seriously hurt. We extend our appreciation to Investigator Kane for his commitment to keeping the citizens of the State safe; (HLS 306)
Rosemarie Avery, of York, for her more than 20 years of dedicated service to the Town of York. Ms. Avery began her career in 1988. She cooked and served meals for the area senior center. the 100th Commencement at the University of Maine at Presque Isle. For more than a century, the university has been providing liberal arts and selected professional programs and serving as a cultural and educational resource for the entire region. The University of Maine at Presque Isle was founded in 1903 as the Aroostook State Normal School and has undergone four name changes since then: in 1952, it was renamed Aroostook State Teachers College; in 1965, it became Aroostook State College; three years later, it was renamed Aroostook State College of the University of Maine; and since 1971, it has been known as the University of Maine at Presque Isle.
