2.3 State Forestry

At first, by the Governmental Decree of February 24, 2001, the Forestry and the Hunting Agency were incorporated into the SAEPF management structure. However, on January 4, 2002 by Presidential Decree the State Forestry Agency was established. State Forestry is a state executive body, not forming part of the Government of the Kyrgyz Republic, conducting unified policy in the field of forest protection and management of forestry and hunting grounds of the Kyrgyz Republic, and established with an aim to develop a national strategy, ensure ecological safety, preserve biodiversity, further develop forest reserves and manage specially protected areas (SPAs), as well as to effectively manage the nation’s forests.


State Forestry is also a specially authorized body in charge of forestry and hunting grounds management, which accomplishes executive, supervising, permitting, regulating and other functions in the field of:


  • Use of the forestry fund and protection of forest and vegetation reproduction;

  • Game-ranching development and use of hunting resources;

  • SPAs development and biodiversity preservation;

  • Preservation, protection, reproduction, monitoring and regulation of use of animals and their habitat.

State Forestry is SAEPF’s successor in the field of forestry and hunting management, SPAs development and biodiversity preservation.


State Forestry is a national environmental protection body of the Kyrgyz Republic in the field of protection, use and reproduction of plants and animals, which carries out its responsibilities directly and through its territorial bodies.
State Forestry territorial responsibilities include provincial forestry agencies, state forestry agencies, state reserves (zapovedniks), state and national natural parks, state preserves (zakazniks), hunting grounds, forest and hunting management services, and other economic entities and organizations (4).

2.4 State bodies accomplishing control over environmental protection, use of natural resources, and ecological safety provision

State control over environmental protection, use of natural resources, and ecological safety provision is accomplished in the major part by SAEPF, local administrations, and other specially authorized state bodies within their competency.

SAEPF is a national body exercising institutional state control over the status of environmental protection and inter-sector coordination in the field of environmental protection, and regulation of natural resources use.
Boarder-guarding troops within the territory of their duty services shall assist state environmental protection supervision bodies in their nature protecting activity if necessary.
Non-staff inspectors for environmental protection and public organizations provide support for the bodies accomplishing state control over environmental protection and use of natural resources. Public control over environmental protection and use of natural resources is regulated by the legislation on public associations, charters and regulations, which do not contradict the Law on the Kyrgyz Republic On Environmental Protection.

2.4.1 Local state administrations and local self-administration bodies within their jurisdictions:





  • Provide for state control over implementation of environmental legislative acts by economic entities, and use of land and other natural resources, and act in accordance with the legislation regulating activities of local self-administration bodies;




  • Participate in environmental program development;




  • Provide for accomplishment of environmental measures, and ecological safety provision;




  • Suspend construction, economic and other activities in case of violation of nature protection legislation by order of state environmental protection bodies.


2.4.2 Specially authorized bodies

Specially authorized bodies accomplishing state control in the field of environmental protection are:




  • Interior Ministry – in relation to observation of rules of acquisition, storage, and transportation of explosives, chemicals, and poisonous substances, as well as implementation of control over observation of vehicle emission standards, and permitted vehicle noise levels;




  • Ministry of Health of the Kyrgyz Republic (Sanitary Epidemiological Service) – in relation to supervision over observation of sanitary-hygienic standards on environmental protection, including protection against harmful physical impacts, negatively influencing peoples health (noise, electromagnetic radiation, etc.), as well as over sanitary conditions of different areas, settlements, and recreational areas;




  • State Mining Technical Inspectorate (under the State Agency for Environmental Protection and Forestry) – provides for state control, supervision and expertise on safe location and operation of dangerous industrial installations, and in the field of industrial safety, as well as for control and rehabilitation of waste tAiylings and mining heaps;




  • State Geological Agency - in relation to protection and rational use of underground resources and underground waters, preventing their contamination and depletion;




  • State Real Estate Agency – in relation to protection and use of land, timely and full-fledged restoration (re-cultivation) of land, and land protection against erosion;




  • State Forestry – in relation to forest condition, use, reproduction, preservation and protection.



2.4.3 Institutional Supervision Bodies:

Institutional control is implemented by ministries and institutions within their jurisdiction, where the activity of enterprises, institutions, and organizations is related to the use of natural resources.




  • Ministry of Agriculture, Water and Processing Industry - in relation to rational use of water resources, fish stock preservation and organization of fishery in the republic’s water reservoirs;




  • State Forestry - in relation to animals and plants preservation, and management of hunting activities within the boundaries of state forestry grounds;




  • Hunting farms and hunting-and-fishing associations – in relation to protection of game animals and birds on the hunting grounds assigned to them.

Inter-sector coordination in the field of environmental protection is also implemented by ministries, administrative institutions, organizations, and economic entities, activities of which are related to the use of natural resources, and influence the environment (5).
