Following persons addressed the meeting:

Begaliev T.O. – Within the Rural Investment Project framework we have been implementing economic, social and communal projects in the territory of our Ayil Kenesh. All of them have certain relation to the environment therefore, it deems necessary to subdivide them into a potentiality degree. All this information is contained in the Guidelines.

Alieva Clara – I as a teacher of ecology consider application of the Environmental Checklist Guidelines to be expedient as they acceptable for the current situation. Taking into account the environmental situation in the Issyk-Kul basin it is necessary to undertake mitigation measures in accordance with the Guidelines impact on the environment has a diverse nature we need to categorize it in order to identify the mitigation. I fully support the ARIS position in relation of the micro-projects impact identification, assessment and mitigation actions.

Kurmanaliev Sh. – Besides the environmental issues attention should be given to human health. The Guidelines contain information and safety precautions in relation to human life.

Decision:


Following persons addressed the meeting:

Abdykadyrova Aigul – Ecologic bodies of the oblast and rayons are overloaded and in order not to overburden them with assessment of small-scale projects the ARIS pursues the policy of transparency and accountability in documenting activities jointly with the ecology officers at early stages of the project development. Realizing importance of the issue at hand we were provided training and consulting from the ARIS in the area of environmental review and assessment based on the ARIS Environmental Impaact Guidelines.

Borsoev Karybek – I consider that the Guidelines “On the micro-project environmental impact identification, assessment and mitigation” should be used at the micro-project preparation and implementation stages. I am very glad that the ARIS educates us not only how to spend funds at solving problems in rural areas but use them correctly without breaking laws of nature along with taking into account the specifics of the location, landscape and climatic conditions.

Aisanaliev T. – Dear members of the Territorial Investment Committee, we have been working under the ARIS project in accordance both with laws of the Kyrgyz Republic and the ARIS Guiding Principles; and it is correct as we should adhere to rule of law and regulations. I propose to apply provisions of the Guidelines “On the micro-project environmental impact identification, assessment and mitigation” in preparation of the ARIS VIP-II.

Following persons addressed the meeting:

Baidavletov B. – At developing the projects we refer to the Guidelines for assessment of the environmental impact. In particular this issue becomes very critical at selection of micro-projects at the level of the Ayil Kenesh because we lack the moral right to build objects, renovate and erect them on the one hand while damaging the environment. An in this respect the Guidelines assist us to our advantage

Musaev Kanat – According to laws of the Kyrgyz Republic the environmental impact assessment should be conducted by the micro-project initiator in line with the existing standards therefore, the given Guidelines is necessary for us in preparation and selection of micro-projects within the ARIS RIP framework.

Saty uulu Bakyt – I consider that the given Guidelines should be applied not only within the RIP context but also in present life. I propose to use the given Guidelines always and everywhere.

Junusaliev Kelsinbek - The Karasuu Ayil Kenesh has been participating in the Rural Investment Project since 2004. During the period there have been implemented 14 mircro-projects, out of them 12 mircro-projects being currently in realization stage. Over this period no adverse impact on the environment has been reported. The population of the Karasuu Ayil Kenesh proceeding from its previous experience believes that the Rural Investment Project activities will not result in adverse environmental impact.
