Instruction (8).

  1. Energy sector installations:

(a) Central Heat and Power Plants, Heating and power stations, Hydro-electric stations (ТЭЦ, ТЭС, ГЭС);

(b) Industrial installations to produce electricity, steam and hot water;

(c) pipelines ensuring supply of gas, oil, oil products, and heat;

(d) high-voltage electricity transfer lines;

(e) oil and oil products, gas, and solid fuel storages;

(f) ash and slam heaps.



  1. Water reservoirs.

  2. Oil, oil products and gas extraction and processing enterprises;

  3. Building materials production (cement, asphalt, slate, asbestos pipes, etc.).

  4. Agriculture and forestry:

а) agricultural intensification projects;

б) rural land ownership organization and reorganization projects;

в) water resources for agricultural purposes management projects;

г) land re-cultivation projects to change land use type;

д) poultry, husbandry and fishery complexes;

е) land reclamation projects;

ж) new forest plantations projects;

з) sanitary cutting-down and rehabilitation projects;

и) lumber stockpiling projects.


  1. Mining industry:

а) exploration and operation works;

б) mineral resources mining (marble, basalt, salt, sand, gravel, clay and others);

в) coal mining;

г) ore mining;

д) ore processing;

е) production of non-ferrous, rare and precious metals;

ж) waste utilization and landfilling, including hazardous and toxic waste.


  1. Metal-processing industry:

а) machinery production;

б) semi-conductive materials production;

в) enterprises on repair of aviation and rAiylway transportation;

г) radio and TV equipment production.



  1. Glass production.

  2. Production of pharmaceutical, biological and protein medicines.

  3. Chemical production.

  4. Food industry:

а) production of fat and oils;

б) production of meat and diary products;

в) sugar production;

г) tobacco production.



  1. Textile, leather, and pulp industry:

а) primary wool and skin processing;

б)production of pressed wood boards, cardboards, etc.;

в) leather production;

г) paper production;

Instruction (8).


  1. Routine repair.

  2. Building interior works.

  3. Small construction within the general plan, which has previously undergone EIA.

  4. Inventory and environmental monitoring plans.

  5. Research and development not causing any environmental damages or dangers.

  6. Acquisitions not requiring activities negatively influencing the environment.

  7. Construction of houses and social-cultural objects, engineering communications of which do not have harmful environmental effect (are connected to central heating, water supply and sewage pipes).

Seminar/Workshop of three day duration with ½ day site visit to a representative project

Two day workshop with ½ day case study/site visit

Pilot phase: One workshop for approximately 40 participants

Total Cost: US$ 4,100.
Operational Phase: Regional workshops at 3-4 month intervals for 40 participants each over the project lifespan until all participating AOs and raions are trained

Total Cost: US$ 60,000.

VIP-2 Project Officers and HQ Staff

1. Understanding of VIP-2 and SAEPF requirements and process cycle for environmental screening, review or assessment, and monitoring

Two day workshop with ½ day case study/site visit

One time training for project officers during the pilot phase

Total Cost: US$ 4,600.

New staff and refresher training at yearly intervals during project implementation (3)

Total Cost: US$ 21,160.

VIP-2 Contractors/NGOs engaged for EA

1. Understanding of VIP-2 and SAEPF requirements for environmental review, assessment, mitigation, development of environmental management and monitoring plans

Provision of VIP-2 Guidelines and SAEPF Guidelines for EA preparation.
One day orientation workshop

One workshop during pilot phase

Total Cost: US$ 4,850.

Four workshops during the operational phase.

Total Cost: US$ 22,310.
