Prequalification of guardrail manufacturers is based on a Brand Registration and Guarantee approved by the Materials Division.


Method of Documentation of Acceptance: A Certificate of Compliance shall be furnished by the guardrail manufacturer/supplier for each shipment. Information on the certificate shall include the state job number or purchase order number, consignee, destination, number of items and/or length, name or brand of manufacturer, and a signed statement of certification in accord with the procedure agreement. In addition, the project engineer shall check the guardrail delivered for workmanship and condition of guardrail and accessories.
Procedure Agreement: The listed guardrail manufacturers/suppliers have agreed to the requirements for certification acceptance as follows:
1. The Certificate of Compliance furnished shall be certified to the specifications, AASHTO M 180 and other Arkansas State Highway and Transportation Department plans and specifications that are applicable, stating that representative samples of the listed materials have been tested and that the test results conform to the applicable requirements. Certificate of Compliance may be in the form of a certifying statement on a cover letter or shipping paper. Information on the certificate shall be as outlined above. Furthermore, all iron and steel material used on Department projects must be in compliance with "Buy America" requirements and the Department's "Standard Specifications for Highway Construction", Subsection 106.01. This means all manufacturing processes of the iron or steel in a product(i.e., smelting/remelting, and any subsequent process which alters the steel material's physical form or shape or changes its chemical composition) must occur within the United States to be considered of domestic origin. This includes processes such as rolling, extruding, machining, bending, grinding, drilling, and applying coatings. The use of pig iron or processed, pelletized, and reduced iron ore manufactured outside of the United States is permitted in the domestic manufacturing process for steel and/or iron materials. All steel mill test reports will contain a statement certifying that all manufacturing processes for the steel occurred in the United States. Each supplier/fabricator of an intermediate product will also certify that the product complies with "Buy America" requirements.
2. One copy of the Certificate of Compliance shall be furnished to the Resident Engineer and the Materials Division.

3. The manufacturer or fabricator shall make such tests and measurements as necessary to insure that the material produced complies with all specification requirements. These tests and measurements shall be so identified by the identification symbols or code used on the beam that the manufacturer can produce specific reports showing these test results. Copies of reports of these tests shall be kept on file and shall be submitted to the Engineer upon request.


4. If there is evidence of misbranding as determined by random sampling and/or detection of inadequate tensile strength, yield strength, elongation, improper coating, deficient thickness or improper fabrication, the material will be rejected and approval for further use withdrawn unless subsequently retested and reapproved. Samples of any material offered for use may be taken at any time deemed desirable by the Engineer.
5. Records of the company's stock materials certification and test reports on items other than rail elements must be made available for periodic review by the Materials Division in order for the acceptance method to be approved for a manufacturer/supplier.

Acceptance of guardrail and accessories is subject to withdrawal for failure to comply with the above requirements.


Guardrail/Guardrail accessories furnished by other than approved suppliers shall be accepted after the submittal and approval of certified mill test reports. ASTM A 307 Fasteners (Bolts, Nuts, and Washers) will be accepted based upon manufacturer's certification. High Strength (A 325) Fasteners shall be sampled at a frequency of one per size and manufacturer and submitted to Materials Division for testing along with complete manufacturer certified mill test reports.

Procedure for Approval: Plastic guardrail blockouts shall meet the dimensional requirements of Arkansas State Highway and Transportation Department Standard Drawing GR-8 and meet the criteria of NCHRP-350 test, Level 3.

Samples of plastic guardrail blockouts submitted for approval shall be accompanied by a detailed drawing of the blockout and product literature to include confirmation that the criteria of NCHRP-350 test, Level 3, are met.

After approval for inclusion in the Qualified Products List, samples may be taken at random from shipments for testing. Non-conformance of any material will cause the product to be removed from the Qualified Products List.

Method of Documentation of Acceptance: By shipping document identifying strand size, grade, type coating, coating class, ASTM specification, and quantity and the brand and manufacturer if not listed above must be approved prior to use.
The following procedure is to be used in acquiring approval of Guardcable to be placed on the Qualified Products List:
1. The manufacturer will provide the Materials Division with a notarized test report from a recognized laboratory listing actual results from testing of production samples of the material. Accompanying this report will be a statement by the manufacturer indicating the material to be seven strand steel wire of Siemens-Martin or High Strength grade with a Class A coating conforming to the requirements of ASTM A 475 or to be a aluminum-zinc alloy coated seven strand steel wire of Siemens-Martin or High Strength grade conforming to the requirements of ASTM A 474.
Furthermore, all iron and steel material used on Department projects must be in compliance with "Buy America" requirements and the Department's "Standard Specifications for Highway Construction", Subsection 106.01. This means all manufacturing processes of the iron or steel in a product(i.e., smelting/remelting, and any subsequent process which alters the steel material's physical form or shape or changes its chemical composition) must occur within the United States to be considered of domestic origin. This includes processes such as rolling, extruding, machining, bending, grinding, drilling, and applying coatings. The use of pig iron or processed, pelletized, and reduced iron ore manufactured outside of the United States is permitted in the domestic manufacturing process for steel and/or iron materials. All steel mill test reports will contain a statement certifying that all manufacturing processes for the steel occurred in the United States. Each supplier/fabricator of an intermediate product will also certify that the product complies with "Buy America" requirements.

OF METALLIC FENCING BASED ON CERTIFIED MATERIAL
Metallic fencing will be accepted by the Arkansas State Highway and Transportation Department based on the supplier's certification that the material meets all requirements of applicable Department specifications under the following conditions:
1. All iron and steel material used on Department projects must be in compliance with "Buy America" requirements and the Department's "Standard Specifications for Highway Construction", Subsection 106.01. This means all manufacturing processes of the iron or steel in a product(i.e., smelting/remelting, and any subsequent process which alters the steel material's physical form or shape or changes its chemical composition) must occur within the United States to be considered of domestic origin. This includes processes such as rolling, extruding, machining, bending, grinding, drilling, and applying coatings. The use of pig iron or processed, pelletized, and reduced iron ore manufactured outside of the United States is permitted in the domestic manufacturing process for steel and/or iron materials. All steel mill test reports will contain a statement certifying that all manufacturing processes for the steel occurred in the United States. 3. When deemed necessary by the Materials Engineer and at a frequency determined by the same, samples of destination material from each Supplier shall be tested on a random basis.
4. Lack of compliance with this certification procedure or material failure may be considered sufficient reason to discontinue acceptance of material from the Supplier, determination of which shall be by the Materials Engineer.
