Method of Documentation of Acceptance: By brand and manufacturer. Prior to fabrication or construction of the retaining wall (precast panels) or the modular block wall, the Contractor shall submit copies of design calculations, working drawings, and material and construction specifications to the Engineer for review. The retaining wall drawings shall include details that provide for flexibility, differential settlement, and aesthetics at changes in direction of the wall alignment.
Method of Approval for Materials to be added to this Qualified Products List:

A copy of a HITEC Technical Evaluation Report detailing the HITEC evaluation results of the retaining wall (precast panels) or the modular block wall must be submitted to the Department. HITEC, Highway Innovative Technology Evaluation Center, is a service center of the Civil Engineering Research Foundation, the research affiliate of the American Society of Civil Engineers. HITEC may be contacted for information about earth retaining systems (ERS) at www.cerf.org/hitec/eval/ongoing/ers.HTM or call HITEC at 202-785-6420.

The design shall be in accordance with the current edition of the AASHTO Standard Specifications for Highway Bridges and applicable Department Special Provisions. Modular block wall systems will not be considered for approval as a retaining wall (precast panels). Random samples may be taken by the Department for evaluation. Any deviation in material and/or performance from the original sample may be sufficient reason to discontinue acceptance of the material from the manufacturer, determination of which shall be by the Materials Engineer.

Method of Documentation of Acceptance: By brand and manufactur­er.

Requirements of Preformed Detector Loops: The manufacturer will supply a sample along with recommended installation procedures to the Materials Division. The preformed detector loop shall be constructed of #20 AWG (minimum) stranded copper wire, encapsulated in a flexible sealant inside a reinforced 250 psi (1724 kPa) rubber hose or approved tubing. No wire splices will be allowed in the loop assembly. Hose for the loop and lead-in shall be one continuous piece except for the required tee connectors. Encapsulated wire shall have two (2) turns for loops with a perimeter greater than 40′ (12 m); or three (3) turns for perimeter less than or equal to 40′ (12 m). Quadrupole loops shall be two turn (2-4-2) configuration.

The manufacturer will recommend a detector loop trench filler material and/or sealant for use with the detector loop. The recommended material shall be able to repair asphalt and concrete pavements and not require removal and/or replacement if the pavement is to be overlaid. Where surface is not to be overlaid, the recommended sealer shall be capable of backfilling the preformed loop trenches as needed to a minimum depth of 3/8″ (10 mm). The recommended material shall have a minimum settlement period of 14 days prior to each backfill application.

The manufacturer’s recommended installation procedures shall be provided with each shipment of preformed detector loop to a Department project.

Requirements of Traffic Loop Wire Sealants: The manufacturer will supply a sample along with recommended installation procedures to the Materials Division. The manufacturer will also supply information concerning the chemical and physical composition of the sealant and any restrictions to the storage, handling, or use of the sealant.
The sealant shall be compatible with portland cement concrete and/or asphalt concrete. The sealant shall not effect the electrical insulating characteristics of the loop wire. The sealant shall cure without incorporating voids and shall provide a moisture proof seal.
Additional Physical Requirements:
Elongation (AHTD Method 580): 25% min.

(7 day, Air Cure)


A quart sample of the sealant will be supplied to the Materials Division for testing. The sample should be sent to the Depart­ment and the Division at:

Method of Documentation of Acceptance: By brand and manufacturer.
The following procedure must be followed in acquiring approval of materials to be added to the above Qualified Products List:
1. The cable shall be suitable for installation in aerial and / or duct locations consisting of multiple, individually shielded pairs of stranded copper conductors. The number of pairs of stranded copper conductors shall be specified in the job specifications.
2. Conductors shall be stranded copper wire of the gauge (AWG) specified, individually twisted and shielded pairs with drain wire and constructed to minimize coupling and crosstalk. Insulation between conductors shall be polyethylene and rated at 300 VAC or greater. Conductor resistance at 68C shall not exceed values listed in the job specifications. The resistance unbalance between the two conductors of a pair shall not exceed 4%.
The cable pairs shall be shielded with a corrosion / oxidation resistant aluminum or tape shield, coated on both sides with a blue tinted ethylene copolymer, shall overlap and have a minimum thickness of 0.32 mm(0.008 in.). The outer jacket shall consist of black (sunlight resistant) polyethylene.
3. The manufacturer shall submit samples and product information.
4. Destination samples will be taken as deemed necessary by the Materials Engineer to assure compliance with specifications.
5. Failure of these samples either in the laboratory or in field applications is sufficient reason to reconsider acceptance of the material. Suspension of further use and/or removal from the QPL may occur until the Materials Engineer determines that the product is in compliance with applicable specifications and requirements.

The following procedure is to be used in acquiring approval of concrete pull boxes for inclusion on the Qualified Products List:


1. The manufacturer will supply a sample, box and lid, to the Materials Division for testing and evaluation. The sample shall be marked; minimum markings shall be name of manufacturer, model identification, and “AHTD”.

2. The manufacturer will supply information concerning the composition of the product and any restrictions to the handling or use of the product.

3. All iron and steel material used on Department projects must be in compliance with "Buy America" requirements and the Department's "Standard Specifications for Highway Construction", Subsection 106.01. This means all manufacturing processes of the iron or steel in a product (i.e., smelting / remelting, and any subsequent process which alters the steel material's physical form or shape or changes its chemical composition) must occur within the United States to be considered of domestic origin. This includes processes such as rolling, extruding, machining, bending, grinding, drilling, and applying coatings. The use of pig iron or processed, pelletized, and reduced iron ore manufactured outside of the United States is permitted in the domestic manufacturing process for steel and/or iron materials. All steel mill test reports will contain a statement certifying that all manufacturing processes for the steel occurred in the United States. Each supplier/fabricator of an intermediate product will also certify that the product complies with "Buy America" requirements.

4. Approval based upon laboratory testing may be withdrawn if field

performance is unacceptable.

Method of Documentation of Acceptance: By shipping document identifying strand size and grade, coating class, ASTM specification, and quantity. The brand and manufacturer if not listed above must be approved prior to use.

The following procedure is to be used in acquiring approval of Span Wire to be placed on the Qualified Products List:
1. The manufacturer will provide the Materials Division with a notarized test report from a recognized laboratory listing actual results from testing of production samples of the material. Accompanying this report will be a statement by the manufacturer indicating the material to be seven strand steel wire (nominal 8 mm, 5/16 in.) of Extra High Strength grade with a Class A coating conforming to the requirements of ASTM A 475 .
Furthermore, all iron and steel material used on Department projects must be in compliance with "Buy America" requirements and the Department's "Standard Specifications for Highway Construction", Subsection 106.01. Method of Documentation of Acceptance: By brand and manufacturer’s certification and from a list of certified lots for use on Department projects (available to the Resident Engineer on the Materials Division’s LAN site).
1. The manufacturer shall furnish to the Resident Engineer and the Materials Division a certification for each lot certifying that the material supplied conforms to all the requirements specified and stating that the material is formulated the same as the material tested for QPL listing. This certification shall include formulation name, lot number, date of manufacture, lot quantity, purchaser, destination of shipment, quantity of shipment and formulation percentages.

A list of approved certified lots for use on Department projects is available to the Resident Engineer on the Materials Division’s LAN site. Beginning in September 2005, lots will not be added to this list if the lots are more than one year old and lots will be removed from the list when the lots become one year old.

2. The Contractor shall furnish to the Resident Engineer a copy of the above certification for each lot of paint used on a project at the time it is used.

3. Containers shall be clearly labeled with the manufacturer’s name, formulation name, lot number, and date of manufacture on the top and side of the container.
Method of Approval for Materials to be added to this Qualified Products List:

Materials shall require the following applicable requirements.

1. Certified test reports from an independent testing laboratory showing that the pavement marking paint complies with the current requirements of AHTD Standard Specifications for Highway Construction Section 718.

2. All certified test reports shall include the manufacturer’s name, brand name of the paint, date of manufacture, and infrared spectra of the paint used in the tests. The spectra shall be of the total vehicle and vehicle solids.

3. The manufacturer shall provide a sample and product information, including printed instructions for application.

4. When deemed necessary by the Materials Engineer and at a frequency determined by same, samples of materials listed on the QPL will be taken and tested on a random basis. This testing will be done to affirm that the material is in conformance with the specification.

5. Multiple material failures either in the laboratory or in field applications are sufficient reason to reconsider acceptance of material from a manufacturer. The Materials Engineer will determine if the failures warrant discontinuing acceptance and removal from this QPL.

6. The manufacturer shall furnish to the Materials Division and the Resident Engineer a certification for each lot certifying that the material supplied conforms to all the requirements specified and stating that the material is formulated the same as the material tested for QPL listing. This certification shall include formulation name, lot number, date of manufacture, lot quantity, purchaser, destination of shipment, quantity of shipment and formulation percentages.

The following procedure must be followed in acquiring approval of materials to be added to the above Qualified Products List:
1. Thermoplastic pavement marking material shall meet the requirements of AASHTO M 249. The pigments used for the yellow pavement marking compound shall be heat resistant, silica encapsulated lead chromate yellow and moly oranges, which shall produce a compound meeting the requirements of Fed. 595B color X3538. The yellow marking material shall contain a minimum of 4 percent by weight of the yellow pigment with a minimum lead chromate content of 60 percent.

Heat-fused, pre-formed thermoplastic pavement marking material shall be supplied with a minimum average thickness of 90 mils before application on the roadway surface. Heat-fused, pre-formed thermoplastic pavement marking material when tested without pre-applied surface reflective elements shall meet the requirements of AASHTO M 249 with the exception of the relevant differences due to the material being pre-formed. The material will not be required to meet Specific Gravity, Drying Time, Impact Resistance, Softening Point, Flowability, nor Flowability-Extended Heating as defined in AASHTO M 249.


2. The manufacturer will provide the Materials Division of the Arkansas Highway and Transportation Department (AHTD) with one copy of a certified test report from an independent testing laboratory showing that the Thermoplastic Pavement Marking / Heat-fused, Pre-formed thermoplastic Pavement Marking comply with the current requirements of AHTD’s Standard Specifications for HIGHWAY CONSTRUCTION. All certified test reports shall include the manufacturer’s name, brand name of the Thermoplastic Pavement Marking, and the date of manufacture.

Thermoplastic Pavement Marking material shall be tested showing compliance with AASHTO M 249.

Heat-fused, Pre-formed thermoplastic Pavement Marking material shall be tested according to AASHTO M 249 with the following modifications. Provisions shall be made in the test method to utilize the material in its pre-formed state when practical, otherwise, the material will be remelted at 218±1°C until homogenous. Color,

Yellowness Index, and composition characteristics will be tested without pre-applied,

top reflective elements. Cracking Resistance at Low Temperature specimens shall be

applied to concrete blocks according to the manufacturer’s recommendation for

highway application.

3. The pavement marking material must be evaluated by the National Transportation Product Evaluation Program (NTPEP). Final results must be furnished to the Department upon completion of NTPEP evaluation. At the end of the NTPEP testing, the performance of the pavement marking material will be evaluated and final approval will based on its NTPEP performance. All reports shall include the manufacturer’s name, address, and product name.

4. The manufacturer shall submit samples and product information, including printed instructions for application.

Thermoplastic Pavement Marking material shall require a minimum of a 50

Lb. bag or block.

Heat-fused, Pre-formed thermoplastic Pavement Marking material shall require three (3) linear feet of material without the pre-applied top elements.


5. If the pavement marking meets the performance criteria, a letter and unsigned certification agreement will be sent to the manufacturer. The product will be placed on the QPL upon receipt of the signed certification agreement.
6. Each container shall be clearly and adequately marked per the requirements of AASHTO M 249 and shall indicate the color, weight, batch or lot number, and type of material.
7. Destination samples will be taken as deemed necessary by the Materials Engineer to assure compliance with specifications.

Failure of these samples either in the laboratory or in field applications is sufficient reason to reconsider acceptance of the material. Suspension of further use and/or removal from the QPL may occur until the Materials Engineer determines that the product is in compliance with applicable specifications and requirements.
