Method of Approval for Materials to be added to this Qualified Products List:

Polyethylene Pipe (Type S) will be accepted by the Arkansas Highway and Transportation Department based on the following requirements for certification and inspection.


1. Polyethylene corrugated pipe shall meet the current AASHTO M 294.
2. Manufacturers must be approved by the Arkansas Highway and Transportation Department (AHTD) prior to manufacturing any culvert pipe for an AHTD project.
3. The pipe manufacturer shall perform Quality Control Inspection and Acceptance Testing in accordance with AASHTO M 294. The plant must have an AHTD approved quality control plan. The quality control plan shall address, as a minimum, the following items:


    • The plant must have a in-house laboratory or have written approval to utilize an outside laboratory. The outside laboratory is subject to review and approval by the Department.

    • The procedure utilized to insure the raw materials meet material requirements shall be specified

    • The procedure and tests performed to insure the manufactured pipe meet material requirements shall be specified

    • Quality Control inspection records shall be maintained by the manufacturer for a minimum period of two years. These records shall be furnished upon request by the Engineer.

4. The pipe manufacturer shall furnish a Certificate of Delivery for each shipment, stating that the listed materials have been tested, inspected and that the products conform to AASHTO M 294 and AHTD Specifications. The information on the Certificate of Delivery shall also include the state job number (or state purchase order number), consignee, destination, sizes, lengths, number of pieces, and plant of origin. The Certificate of Delivery may be a separate certifying statement on Company letterhead or be contained on shipping papers.

[One copy of the Certificate of Delivery and shipping papers shall be furnished to the Resident Engineer at the time of shipment. When pipe is shipped to a third party and then supplied to a Contractor for a Department project, a copy of the manufacturer’s Certificate of Delivery shall be furnished to the Resident Engineer.]


5. When deemed necessary by the Materials Engineer, and at a frequency determined by Materials Engineer, random samples may be tested for quality.
The Arkansas Highway and Transportation Department reserves the right to visit a plant to determine a manufacturer’s capability to produce a uniform product in compliance with referenced specifications and to review the plants quality control program.
Acceptance of pipe culvert by this method is subject to withdrawal for failure to comply with the above requirements.

The following procedure is to be used in acquiring approval of Manhole Steps for inclusion on the Qualified Products List: Detailed design drawings, material specifications, test data, product literature and installation procedures must be submitted for approval. Cast Iron steps must meet the requirements of ASTM A 48, Class 30A. Random samples may be taken by the Department for evaluation. Any deviation in performance from the original sample may be sufficient reason to discontinue acceptance of the material from the manufacturer, determination of which shall be by the Materials Engineer.
All iron and steel material used on Department projects must be in compliance with "Buy America" requirements and the Department's "Standard Specifications for Highway Construction", Subsection 106.01. This means all manufacturing processes of the iron or steel in a product(i.e., smelting/remelting, and any subsequent process which alters the steel material's physical form or shape or changes its chemical composition) must occur within the United States to be considered of domestic origin. This includes processes such as rolling, extruding, machining, bending, grinding, drilling, and applying coatings. The use of pig iron or processed, pelletized, and reduced iron ore manufactured outside of the United States is permitted in the domestic manufacturing process for steel and/or iron materials. All steel mill test reports will contain a statement certifying that all manufacturing processes for the steel occurred in the United States. Each supplier/fabricator of an intermediate product will also certify that the product complies with "Buy America" requirements.

MISCELLANEOUS IRON PRODUCTS
The following procedure is to be used in acquiring approval of miscellaneous iron products for inclusion on the Qualified Products List:
1. This QPL section covers iron castings for rings and covers, grates and frames and other appurtenances, and automatic flood gates when called for on the plans.
2. The product shall be marked; minimum markings shall be name of manufacturer and the model identification. The manufacturer will supply product information and certify that the product meets applicable material specifications.
3. All iron and steel material used on Department projects must be in compliance with “Buy America” requirements and Department’s “Standard Specifications for Highway Construction”, Subsection 106.01 This means all manufacturing processes of the iron or steel in a product(i.e., smelting, remelting, and any subsequent process which alters the steel material’s physical form or shape or changes its chemical composition) must occur within the United States to be considered of domestic origin. This includes processes such as rolling, extruding, machining, bending, grinding, drilling, and applying coatings. The use of pig iron or processed, pelletized, and reduced iron ore manufactured outside of the United States is permitted in the domestic manufacturing process for steel and/or iron materials. All steel mill test reports will contain a statement certifying that all manufacturing processes for the steel occurred tin the United States. Each supplier/fabricator of an intermediate product will also certify that the product complies with “Buy America” requirements.
4. Iron castings for rings and covers, grates and frames, and other appurtenances shall comply with AASHTO M 105, Class 35B and AASHTO M 306. Bearing surfaces between rings and covers or grates and frames shall be cast or machined with such precision that uniform bearing shall be provided throughout the perimeter area of contact. Iron castings for rings and covers or frames and grates shall not be painted.
5. Automatic floodgates shall be of standard design and shall be made of cast iron complying with AASHTO M 105 for Gray Iron Castings. The gates shall be carefully machined, water-tight and entirely automatic in their operation. They shall be sensitive to a difference in water level and must be hinged so as to seat accurately.

The following procedure is to be used in acquiring approval of Corrugated Polyethylene Tubing and Acrylonitrate Butadiene Styrene (ABS) Pipe for Underdrain to be placed on the Qualified Products List:

1. Corrugated polyethylene tubing shall be the heavy duty type and shall comply with AASHTO M 252. The tubing shall have a minimum pipe stiffness of 46 psi (3.23 kg/cm2) at 5% deflection and shall be capable of 60 percent vertical deflection in parallel plate loading without splitting or cracking when tested in accordance with ASTM D 2412. Corrugated polyethylene tubing shall have AASHTO M 252, Class 2 perforations. Fittings shall be of the same composition and have the same physical properties as the pipe and shall not restrict flow.


2. Acrylonitrile butadiene styrene (ABS) pipe shall be extruded from virgin ABS complying with AASHTO M 264. Fittings shall be of the same composition and have the same physical properties as the pipe and shall not restrict flow.

Perforations shall be approximately circular and cleanly cut; shall have nominal diameters not less than 3/16" (5 mm) nor more than 3/8" (10 mm); and shall be arranged in at least two rows parallel to the axis of the pipe.


3. The manufacturer will provide the Materials Division with a notarized test report from a recognized laboratory listing actual results from testing of production samples of the material. Accompanying this report will be a statement by the manufacturer indicating compliance to material specifications.
4. Sample(s) shall be submitted to the Materials Division for further testing and evaluation.
5. When deemed necessary by the Materials Engineer and at a frequency determined by him, random samples from each manufacturer shall be taken and tested.
6. Material failure may be considered sufficient reason to discontinue acceptance of material from the manufacturer, determination of which shall be by the Materials Engineer.
