Method of Documentation for Acceptance: By brand and manufacturer.
The following procedure must be followed in acquiring approval of materials to be added to the above-Qualified Products List:
1. Geotextile Fabrics shall comply with the requirements of AASHTO M 288. The Fabrics must be evaluated by the National Transportation Product Evaluation Program (NTPEP) as a Geotextile Fabric. Manufacturers of Geotextile Fabrics must supply results of NTPEP testing before a product will be considered for inclusion in this QPL. The manufacturer shall designate the type of application for each tested fabric. All reports shall include the manufacturer’s name, address, and product name of the Geotextile Fabrics.

2. The manufacturer shall designate the type application for each fabric, submit samples and product information. (To include recommended installation procedures if more stringent than as specified in M 288).
3. If the Geotextile Fabrics meet the designated type requirements, a letter and unsigned certification agreement will be sent to the manufacturer. The product will be placed on the QPL upon receipt of the signed certification agreement.
4. Destination samples will be taken as deemed necessary by the Materials Engineer to assure compliance with specifications.
5. Failure of these samples either in the laboratory or in field applications is sufficient reason to reconsider acceptance of the material. Suspension of further use and/or removal from the QPL may occur until the Materials Engineer determines that the product is in compliance with applicable specifications and requirements.

Method of Approval for Materials to be added to this Qualified Products List:
1. The erosion control matting is matting of a natural or synthetic woven material or a natural or synthetic nonwoven material. The materials shall be held together either with netting, fused together, and/or adhesively bonded together to form a mat.
2. The following are requirements for erosion control matting:

(a) Class 1 Matting. Class 1 matting acts to promote seed germination and control erosion on slopes of 3:1 or flatter under all soil conditions. In general, this class of matting includes natural, synthetic, or synthetic and natural matting; wood fiber mulches (applied at a minimum of 3.4 mton/hectare, 1.5 tons/acre, with a tackifier); and heavily applied straw mulch (minimum of 9 mton/hectare, 4 tons/acre, with a tackifier). The biodegradable life (include UV stable) of the matting shall be a minimum of 6 months.


(b) Class 2 Matting. Class 2 matting acts to control erosion as a liner for channels and ditches and on slopes of 2:1 or flatter under all soil conditions. In general, this class of matting includes woven matting made of natural, synthetic, or synthetic and natural materials. The biodegradable life (include UV stable) of the matting shall be a minimum of 12 months.
(c) Class 3 Matting. Class 3 matting acts to control erosion as a liner for channels and ditches. This class is for use in areas of high susceptibility to erosion. Class 3 matting shall have a biodegradable (include UV stable) life of 5 years and the matting shall be able to withstand minimum limiting shear stresses of .096 kN/m2 (2.0 lbs/ft2) over bare soil for 50 hours.

Procedure for Approval: Single and double mailbox support systems shall meet the requirements of Arkansas State Highway and Transportation Department Standard Drawing MB-1 and meet the criteria of NCHRP Report 350, Test Level 3.
Samples of mailbox support systems submitted for approval shall be accompanied by a detailed drawing of the support system, product literature, and a copy of the FHWA approval letter confirming that the criteria of NCHRP Report 350, Test Level 3, are met.
Furthermore, all iron and steel material used on Department projects must be in compliance with "Buy America" requirements and the Department's "Standard Specifications for Highway Construction", Subsection 106.01. This means all manufacturing processes of the iron or steel in a product (i.e., smelting/remelting, and any subsequent process which alters the steel material's physical form or shape or changes its chemical composition) must occur within the United States to be considered of domestic origin. This includes processes such as rolling, extruding, machining, bending, grinding, drilling, and applying coatings. The use of pig iron or processed, pelletized, and reduced iron ore manufactured outside of the United States is permitted in the domestic manufacturing process for steel and/or iron materials. All steel mill test reports will contain a statement certifying that all manufacturing processes for the steel occurred in the United States. Each supplier/fabricator of an intermediate product will also certify that the product complies with "Buy America" requirements.
After approval for inclusion in the Qualified Products List, samples may be taken at random from shipments for testing. Non-conformance of any material will cause the product to be removed from the Qualified Products List.

2. The manufacturer shall provide a sample, product infor­mation, and Material Safety Data Sheets.

4. Multiple material failures will be considered sufficient reason to reconsider acceptance of material from a manufacturer. The Materials Engineer will determine if the failures warrant discontinuing acceptance.

Method of Documentation of Acceptance: By brand and manufacturer. Resident Engineer should verify the panels used meet the dimensional requirements of the plans.

Procedure for Approval: Cast-in-place tactile panels shall meet the requirements of Subsection 641.02 of the Department’s Standard Specifications for HIGHWAY CONSTRUCTION, Edition 2003 and Standard Drawing WR-1 and WR-2.

Note: The panels shall also be subject to review by the Department’s Roadway Design Division.


Samples of cast-in-place tactile panels submitted for approval shall be accompanied by product literature and installation instructions.

After approval for inclusion in the Qualified Products List, samples may be taken at random from shipments for testing. Any deviation in material and/or performance from the original sample may be sufficient reason to discontinue acceptance of the material from the manufacturer. Determination of this shall be by the Materials Engineer.
