Public Awareness Meeting was held in 13.02.2008 in the meeting hall of Elbistan Municipality. Representatives of public organizations, village headmen, democratic mass organizations and trade association were invited to the meeting and announcements were published in local newspapers regarding public participation. In addition visual and vocal announcements were made in the city. The meeting had started 13 February 2008 at 11:30 a.m., with a participation of 150 people including Mayor and his staff. In the meeting, firstly Mr. Abdullah Paksoy, Mayor of Elbistan, talked. Mayor Paksoy told that they applied to Municipal Services Project in May 2004, and upon acceptance of this application, they provided a long term credit from the World Bank. He stated that they provided a credit of 12,255,111 Euros for financing the 'Water supply rehabilitation' and 'Wastewater treatment plant' with the agreement signed in February 22, 2006. Mr. Paksoy emphasized that people would reach healthier water supply uninterruptedly in summer and winter with the water supply project, and that they would protect the nature of Elbistan and transfer it to next generations with the Wastewater Treatment Plant project. He told that the 'Environmental Assessment' studies were carried out to assess environmental impacts of investments to be made, according to Turkish Environmental Legislation and operational policies of the World Bank, and to determine measures that would minimize those impacts. Stating that a public awareness meeting was held to inform about both projects and to receive comments under this performed study, Mr. Paksoy told that positive and negative thoughts of public and the non-governmental organizations about the project would give an idea before construction the project and contribute to a healthier implementation of the project.
In the meeting, Prof. Dr. Erdem Görgün, Advisor of Environmental Management Plan, gave information in his presentation mainly about contents and benefits of the project . Then, he made a detailed presentation about likely environmental impacts of the project and for prevention and mitigation of these impacts. Main headings of the presentation are as follows:

Questions of the participants were answered during and at the end of the presentation. Contents of subjects addressed and discussed at the end of the presentation are as follows:
Civil Engineer Poyraz Poyrazoğlu, Elbistan Representative of Doğa Savaşçıları Çevre Örgütü (Nature Warriors Environmental Organization), noted that there were a risk of mixing of leachate from the Landfill with water sources. Referring also to risks caused by the residential area around water sources, Poyrazoğlu asked how long the residential area border should be from the sources.
Stating that Poyrazoğlu dealt with an important subject, ÇYP Advisor Erdem Görgün stated that measures should be taken by creating a protection area around water sources. Görgün denoted that the dump sites would be rehabilitated soon in accordance with the national program and such a risk would be eliminated by establishment of the sanitary landfill. Görgün stated that those measures would be included in the project and in the environmental management plan. (As well as a protection area should be formed it is known fact that landfill is in a very distant location (15 km) and therefore leachate is not expected to reach to these water sources. Also this landfill will be permanently abandoned which will dramatically decrease leachate. New landfill which will be constructed at an early date, will be located at a further distance (25 km) to the water sources than the old one. Moreover, the landfill will be isolated so that the leachate will not mix with subsurface water sources.)
As one of the participants, Halis Yıldız stated that there were rumors about the credit amount to be used for other works of the Municipality, and asked about those claims.
ÇYP Advisor Erdem Görgün told that financing of those projects were very strictly controlled and that it was not possible to use the credit amount in another field.
Project executer and its individual advisor Emrah Baydemir emphasized that he also made explanation previously for credit usage and that all financing were implemented through Bank of Provinces and that such a case would not be possible. In addition, Baydemir stated that the Landfill was at a region quite far from the water sources and that no pollution could happen from there.
When there were no more questions in the meeting, ÇYP Advisor Erdem Görgün thanked all participants, stated that ÇYP would be the basis for measures in implementation and wished participants to look after the project.

| CONCLUSION
EMP Report specifies necessary measures and monitoring plans to be taken not to negatively affect environment, public health and safety in tendering, construction and operation stages of the project.
Measures specified in the report must firstly be included in tender specifications, which is being prepared by the Project and Tender Consultant, and must become a requirement. Reflection of improvement and prevention plans, which are developed against possible risks in the construction stage, on practices of the contractor firm at highest level must be ensured. For this purpose, the project owner Elbistan Municipality must ensure an efficient monitoring and control coordination. Necessary attempts and inspections must be made for adopting of the legislation, on which those measures are based, by the executives of the contractor firm.
This project aims providing the society with water, as the basic requirement of life, in more efficient and healthy way. Methods to be applied in construction and operation of the project must also proceed in accordance with this target, and public health must be protected. Once the measures defined in the Environmental Management Plan are applied, target and method of the project will be integrated.
