Tbilisi, 12 April ‘04, Inter-Press. - The Parliamentary by-elections will be held in the Khulo and the Kobuleti regions on April 18 by a seven-member group, set up by the CEC. The CEC took a decision to set up the special group at today's meeting. The form of the April 18 election bulletin has been elaborated as well, however their issuing has not started. The CEC reports to Inter-Press that the by-elections in Adjara Autonomous Republic will be chaired by the CEC members Zaza Gorozia and Giorgi Chakhnashvili, having left for Adjara today and taken all the relative documentation, except bulletins.

ABASHIDZE HOPES VOTING RETURNS IN KHULO AND KOBULETI WON'T BE ANNULLED


Tbilisi, 12 April ‘04, Caucasus Press. - Adjarian leader Aslan Abashidze hopes that the Supreme Court of Georgia will cancel the CEC's decision on annulling the results of the parliamentary elections in Kobuleti and Khulo districts of Adjara. Abashidze told Adjarian television last night that his party Revival had filed a claim into the Supreme Court after Tbilisi District Court had rejected the claim. He said that the CEC had no right to invalidate the voting returns, since this is court's prerogative. The CEC has set repeat voting for April 18. The CEC believes that it has the right to annul the results in the districts, where .

NATIONAL MOVEMENT'S CANDIDATE LEADING IN MAJORITARIAN ELECTIONS IN CHIATURA


Tbilisi, 10 April ’04, Caucasus Press. - National Movement-Democrats' candidate Yase Chumberidzeis leading in the second round of repeat majoritarian elections in Chiatura. According to preliminary findings, 15,000 people have given their votes for him. Chiumburidzehas surpassed his rival Tengiz Motsradze, former socialist, by 350 votes. No serious violations were registered in the elections yesterday. The returns of the previous elections were annulled due to numerous violations. The winner, Post Bank President Sergo Yakobidze, is currently hiding from justice.

 TBILISI REGIONAL COURT LEFT IN FORCE THE RESOLUTION OF CEC OF GEORGIA ON HOLDING THE REPEATED PARLIAMENTARY ELECTIONS IN TWO ACHARA DISTRICTS


Tbilisi. 09 April ’04, Black Sea Press. - Tbilisi regional court rejected the appeal of Association of Young Lawyers on cancellation of resolution of Central Election Commission (CEC) on annulling the results of Parliamentary elections in Kobuleti and Khulo in Achara Autonomous Republic. Party Agordzineba led by Aslan Abashidze, Head of Achara, suited in Supreme Court of Georgia with the same demand. The Supreme Court transferred the suit in the regional court for discussion of it alongside with the suit of Association of Young Lawyers. Tina Khidasheli, chairperson of the Association, declared to journalists that the Tbilisi court avoided legal resolution, because it would contradict resolution of the Government. She noted that they could appeal in Supreme Court, but the suit would be hardly discussed because of shortage of time before the elections. Dimitri Kitoshvili, secretary of CEC, declared that the resolution of CEC was legal, because the repeated elections were appointed in the districts where many offences were fixed at the vote, by international observers inclusive. CEC annulled results of the elections in Kobuleti and Khulo because of many offences fixed by the observers. According to report of monitors, some electors voted without identity cards, many of them escaped the marking procedure and people were intimidated at some polling stations by the persons without right to attend the polling stations. They said in CEC that though the results would not substantially influence the final results, holding of the elections was very important, because rigging of the elections in some districts affected the image of the Parliamentary elections in Georgia of March 28 that were acknowledged by the international observers the unprecedented ones from viewpoints of fairness and democracy.

NEW ELECTIONS OF PARLIAMENTARY MAJORITY DEPUTY IN ZESTAFONI DISTRICT


Tbilisi. 08 April ’04, Black Sea Press. - A member of the ruling party “National Movement” David Mumladze said that he refuses the mandate of parliamentary deputy for the post of president's representative to the Imereti region to which he had been appointed after change of power in the country. David Mumladze was running for parliament on the “National Movement” party ticket for the Zestafoni majority district on 2 November 2003. The Georgian Supreme court had annulled the results of the parliamentary elections on proportional system while all mandates of majority deputies remained valid. Being appointed to the office, Mumladze had to make a choice, as a deputy had no right to combine his deputy activity with the work in the state structures. Now that Mumladze had refused the deputy's mandate, new elections of majority deputy will be called in the Zestafoni electoral district.

KODORI VOTERS REFUSED FROM MARKING


Tbilisi. 07 April’04, Caucasus Press. - The parliamentary elections in Kodori Valley have passed without serious violations if not to mention that local voters refused to pass the marking. Chkhalta District Administration Head Nora Kvitsiani told CAUCASUS PRESS that this can be explained with highlanders' superstitions. Majority of 1500 constituents have participated in voting, and 70% supported National Movement - Democrats.

VOTERS' LISTS TO BE POSTED UP IN KHULO AND KOBULETI APRIL 14


Tbilisi. 06 April’04, Caucasus Press. - Voters' lists will be posted up at polling stations of Khulo and Kobuleti, Adjara, April 14 and will be verified and corrected in the period of April 14-16. The CEC has set repeat voting in the districts for April 18. The 28 March voting returns were annulled due to numerous violations. The CEC has decided to hold additional registration of voters on the Election Day.

NGO SUES CEC OVER REPEAT ELECTIONS IN ADJARA


Tbilisi. 07 April’04, www.civil.ge - Georgian Young Lawyers’ Association (GYLA), which observed March 28 parliamentary elections, appealed court to annul the Central Election Commission’s (CEC) decision over holding of repeat elections in Adjarian Autonomy’s two election districts. CEC annulled on April 2 election results in Khulo and Kobuleti election districts of Adjara, where the Revival Union received most of the votes. Chairman of the CEC Zurab Tchiaberashvili explained decision with mass irregularities during the polls on March 28. The repeated elections in these two election districts will be held on April 18. However, as the GYLA claims, according to the election code, CEC has no right to cancel results of the election district. Only the court is authorized to take decision over cancellation of results of the election district. In case the court rules positively on GYLA’s appeal, repeat elections in Adjara’s two districts, scheduled for April 18 will not be held.
