REPRESENTATIVES OF DISTRICT ELECTION COMMISSIONS OF ACHARA WILL BE PROVIDED IN CEC WITH EVERYTHING NECESSARY FOR HOLDING OF THE ELECTIONS ON JANUARY 4
Tbilisi. 31 December ‘03, Black Sea Press. - Representatives of district election commissions of Achara will be provided in Central Election Commission (CEC) with everything necessary (ballot-papers, documents, stamps, etc) for holding of the elections on January 4 in the Autonomous Republic. BLACK SEA PRESS got to know about it in CEC. CEC prolonged the term of receiving of applications till January 2 from the organizations that plan to attend the elections as observers. They said in CEC that the resolution was passed because polling stations in Achara were opened on December 29 only.
STATE MINISTER HEADS FOR BATUMI TO TACKLE ALL PROBLEMS
Tbilisi, 30 December’03, Caucasus Press. - State Minister Zurab Zhvania heads for Batumi today in order to continue the talks with Adjarian leader Aslan Abashidze. The State Chancellery told Caucasus Press that the meeting will be dedicated to election-related issues. […] Zhvania will clarify the situation with party's participation or non-participation in the elections. The party may boycott the elections. Tbilisi fears that the elections in Adjara will be formal and the local authorities will force people to vote against all candidates.
CEC COMPLETES CHECKING RESULTS OF VOTER PRE-REGISTRATION
Tbilisi, 30 December ’03, Black Sea Press. - The Georgian Central Election Commission completed yesterday the two-day verification of the results of voter pre-registration. According to the results of verification, over 1,747,000 voters had been pre-registered. This list does not include the Ajarian voters, as they had not been pre-registered there. The pre-registration took place throughout 15-25 December.
Batumi 29 December ‘03, Black Sea Press. - Zurab Chiaberashvili, chairman of Central Election Commission (CEC) of Georgia, declared that urgent preparation for extraordinary Presidential elections in Achara was necessary. The chairman of CEC visited Batumi today and met with heads of election commissions of Achara and representatives of Party Agordzineba (Revival) headed by Aslan Abashidze, leader of Achara Autonomous Republic. Zurab Chiaberashvili told journalists that election commissions were to be composed in actually several days as well as documents, equipment, ballot-papers, etc. were to be urgently provided after Aslan Abashidze confirmed on Sunday that Achara residents would take part in the elections. According to him, consultations were to be held in Batumi on the topic of composition of election commissions. There is proposal, in particular, to compose them of the same members who worked at the elections of November 2. The situation with lists of electors remains unclear, because preliminary registration has not been held in Achara. The chairman of CEC doubted before the validity of computer lists filed in Achara and declared that number of electors was extended in them. Representatives of Achara district election commissions promised to do their best for preparation for the elections and establishment of good working conditions for the observers.
TERM OF FINAL FORMATION OF ELECTORS REGISTERS MIGHT BECOME JANUARY 4
Tbilisi. 29 December’03, Caucasus Press. - The last term of formation of final electors’ registers might be named January 4 - the day of special presidential elections. As lawyer of the Central Election Commission Shalva Tskhakaya has stated at the press-conference in the , the CEC will make the decision on this issue on Tuesday. According to him, the Constitutional Court has suspended action of the clause of the law which determines terms of formation of election registers. Proceeding from this, the CEC might postpone this term on January 4 and not compile additional registers. As far as results of the preliminary registration are concerned, 1 739 324 persons were registered, in Tskhakaya's opinion, it is enough for holding the elections.
AJARIA WILL TAKE PART IN GEORGIAN POLL DESPITE RESERVATIONS - REGION'S LEADER
Tbilisi, 28 December’03, ITAR-TASS. - Polling stations for voting in Georgian presidential elections will open in Ajaria on 4 January 2003, Ajarian leader Aslan Abashidze announced tonight on Batumi TV. According to him, "the autonomous republic's leadership has made this decision taking into account the situation in Georgia and its state interests". "We were right when we asked for the presidential elections to be postponed. However, we decided to put aside our differences with the centre (Tbilisi - ITAR-TASS) and to do what the country needs. The world community would not understand if a Georgian president was elected without Ajaria's participation. This would be a disaster for the whole of Georgia and taint Ajaria's image," he stressed. Abashidze noted that US Ambassador to Georgia Richard Miles had played a positive role in resolving this issue. He visited Batumi twice over the past three weeks.
NUMBER OF VOTERS IN AJARA TO BE DETERMINED ACCORDING TO THE ELECTORATE THAT PARTICIPATES IN THE ELECTIONS

GEORGIAN OFFICIALS SEEK AZERI LEADERSHIP'S SUPPORT IN COMING ELECTION

However, Tedo Japaridze stayed on in Baku to continue talks. GEORGIA: AJARIAN LEADER STILL REJECTS ELECTION IN REGION

The head of the Autonomous Republic of Ajaria, Aslan Abashidze, said this on 26 December. "There is no force, other than logic, that can change Aslan Abashidze's opinion on this matter. Nobody will be able to say that I retreated out of fear ... [ellipsis as received]. The forthcoming election cannot be democratic in its content. It will be a mere appointment through rigging," Abashidze said. According to him, it is necessary to postpone the parliamentary election by six months. In the meantime, the issue of the [territorial] arrangement of the country should be considered and put to a referendum.
SOCIALISTS BLAME NEW AUTHORITIES FOR DOUBLE STANDARDS

He considers that his competitor Sergo Yakobidze will have strong support from the bloc and the National Movement. The second round will be held on January 4 alongside with the presidential elections. According to Mindeli, former director of the
Sergo Yakobidze, who is nominated as majority deputy in Chiatura, is suspected in machination with pension assets. Materials of the Chamber of Control and the prosecutor's office testify to the fact. , he said. He called Michael Saakashvili to abolish deputy immunity after he has become president. Mindeli noted that if the new authorities act according to double standards and institute criminal proceedings only against persons who do not suit them, the socialists will disclose them and tell the truth to people.
KARTLOS GARIBASHVILI DEMANDS FROM CEC ABOLITION OF REGISTRATION OF CANDIDATE FOR POST OF PRESIDENT MICHAEL SAAKASHVILI

He has put forward this demand during the meeting with chairman of CEC Zurab Chiaberashvili. Garibashvili considers that head of the election headquarters of Saakashvili Zurab Zhvania violates the election code which forbids to use state resources for election aims. According to him, Saakashvili uses state establishments for press-conferences, his friends from the government agitate for him. He noted that his headquarters intend to familiarize members of CEC with other numerous violations in the process of preparation for the presidential elections in January 4.
TBILISI ORGANIZATION OF PARTY AGORDZINEBA (REVIVAL) IS GETTING READY FOR FUTURE PARLIAMENTARY ELECTIONS
Tbilisi, 26 December ’03, Black Sea Press. - Tbilisi organization of Party Agordzineba (Revival) led by Aslan Abashidze, Head of Achara Autonomous Republic, is getting ready for future Parliamentary elections. Tsotne Bakuria, leader of Tbilisi organization of Party Agordzineba, expressed readiness to take part in the elections. Tsotne Bakuria told Black Sea Press that after Parliamentary elections of November 2 and his forced leaving for Batumi he decided to give up the work in Tbilisi organization of Agordzineba, but he changed his mind owing to position of Aslan Abashidze. Tsotne Bakuria said that “governmental bloc stole the victory of Agordzineba at the previous elections”. He reported that Avtandil Jorbenadze, State Minister of that period and leader of governmental bloc For New Georgia, acknowledged to him on November 5 in presence of other members of the Party that the governmental bloc had to rig the elections, or it would fail to be elected in Parliament. Tsotne Bakuria stressed that Party Agordzineba always supported Constitutional order in Georgia, not either governmental bloc or Eduard Shevardnadze personally.
RUSSIAN OBSERVERS TO ATTEND GEORGIAN PRESIDENTIAL ELECTIONS
Moscow, 26 December ’03, BBC Monitoring, Source: ITAR-TASS. - Representatives of the Russian Central Electoral Commission will act as international observers at the Georgian presidential elections, set for 4 January 2004. Chairman of the Russian Central Electoral Commission Aleksandr Veshnyakov told journalists today that the official invitation had already been received. Representatives of the Russian Central Electoral Commission will oversee the Georgian elections as part of the mission of CIS observers. Aleksandr Veshnyakov also said that the Central Electoral Commission group would consist of five people. The OSCE, he said, has been paying a great deal of attention to the Georgian presidential elections. According to him, this organization has even allocated millions of dollars for the carrying out of these elections.
THREE OBSERVERS FROM SWITZERLAND TO ARRIVE IN TBILISI ON DECEMBER 30 TO WORK DURING THE PRE-TERM PRESIDENTIAL ELECTIONS
Tbilisi, 26 December ’03, Prime-News. - Three observers from Switzerland will arrive in Tbilisi on December 30 to work during the pre-term presidential elections. According to Foreign Ministry of Switzerland, one Swiss observer is already in Georgia, who is observing the pre-election campaign. All visits of the international observers are conducted under the aegis of the OSCE and the Office for Democratic Institutions and Human Rights.
Bolnisi. 25 December ’03, Black Sea Press. CEC Chairman Zurab Chiaberashvili today left for the Kvemo-Kartli region. He visited some polling stations in Bolnisi, Rustavi and Marneuli to see the process of voter re-registration. Bolnisi District Elections Commission Chairman Giorgi Kvanchalashvili said to journalists that the voter pre-registration in the regions had actually been completed. He said that over 35,000 (almost 100 percent of potential voters) voters had been registered. In his opinion, today about 500-700 people might be registered. He noted that there had been registered over 50,000 voters registered for the 2 November parliamentary elections in the Kvemo-Kartli region. In his opinion, the figure had been too overstated. It is worth noting that the voter registration form had been issued in Georgia, Azeri, Armenian and Russian so that all representatives of the multinational region could familiarize themselves with it and fill it in.

2 824 POLLING STATIONS TO WORK DURING THE PRESIDENTIAL ELECTIONS IN GEORGIA INCLUDING AJARA, WHILE 26 - ABROAD
Tbilisi. 24 December ’03, Prime-News. - Presumably 2 824 polling stations will work during the January 4 presidential elections throughout Georgia, including Ajara, while 26 - in foreign countries. As Prime-News was informed in the Central Election Commission, if decision about holding the elections in Ajara is reached, in total 265 polling stations would be opened in Batumi, Keda, Kobuleti, Shuakhevi, Khelvachauri and Khulo regions. In compliance with the decision of the Central Election Commission, 26 polling stations will be opened in 18 foreign countries for the January 4 pre-term presidential elections. According to the CEC decision, four polling stations will be opened in Russian Federation, while three of them in Moscow city and one - in Petersburg. Four polling stations will work in four cities of Ukraine: Kiev, Odessa, Donetsk and Lugansk. In the United States polling stations will be opened in two cities - Washington DC and New York. One polling station will function in the capital of Great Britain -London, one in the capital of France - Paris and one in the capital of Italy - Rome. By one polling station will work in Berlin, Brussels, Tel Aviv, Vilnius, Athens, Tashkent, Astana, Geneva and Yerevan. In compliance with the law, polling stations are opened in those foreign cities, where over 50 citizens of Georgia are registered. 59 polling stations worked abroad during the November 2 parliamentary elections. Six candidates run for the presidency at the January 4 pre-term elections.
CEC PASSED SEVERAL ELECTION-RELATED DECISIONS
Tbilisi. 24 December’03, Caucasus Press. - The CEC refused five NGOs in registration as observers in the 4 January presidential elections, since the NGOs were late to submit their documents. The CEC also decided that the military and employees of law-enforcement agencies will vote by common lists at places of location of their units. Foreign polling stations are to complete forming their electoral administrations until December 29.
NGO FAIR ELECTIONS HAS A NEW HEAD
Tbilisi. 24 December ’03, Interpress. - The non-governmental organization Fair Elections has a new executive director. After the former head of the NGO, Zurab Chaiebarshvili, was appointed the Chair of the Central Elections Commission of Georgia, Khatuna Khvichia, was elected as the executive director of the Fair Elections. Khatuna Khvichia came to the Fair Elections from the American National Democratic Institute (NDI), where, from 2000 she worked on the local self-governance and women's programs. The NGO Fair Elections will hold monitoring of the January 4 presidential elections throughout Georgia, as it did during the November 2 parliamentary elections.
FAIR ELECTIONS> WILL SEND 2 264 OBSERVERS TO PRESIDENTIAL ELECTIONS
Tbilisi. 24 December’03, Caucasus Press. - will take special control over formation of new electors registers, new director of this NGO Khatuna Khvichia has stated at the press-conference today. According to her, the organization collects information on the process of preliminary registration from all regions of the country. Khvichia informed that would continue monitoring work of election commissions and election campaign of subjects of the elections. The organization intends to send its observers to all election wards on the day of presidential elections on January 4. Approximately 400 persons will work in Tbilisi and 2 264 persons all over Georgia.
SANDRA RULOFS VISITS SAMEGRELO
Tbilisi. 24 December’03, Caucasus Press. - Wife of candidate for the post of president of Georgia Michael Saakashvili - Sandra Rulofs today has won Samegrelo. She has visited practically all regions and talked with the local population in Megrel language. She called everybody to taker active part in the presidential elections on January 4. In her trip she was accompanied by leaders of the national movement Beso Jugeli and Zviad Dzidziguri. Zviad Dzidziguri expressed gratitude to residents of Zugdidi for their support to the and assured that forces that had come to power would try to justify confidence of the people.
