Tbilisi. 05 January ’04, Inter-Press - The Parliamentary elections will be held in Georgia in spring. Acting President Nino Burjanadze reported to journalists at the Marriott Hotel today, that the election date would be known in a day or two. 'According to the law, the date for the Parliamentary elections is to be announced 60 days earlier the elections and it means, that the Parliament elections won't be held in Georgia in the nearest two months,' Burjanadze said.

NEW RIGHTS AGAINST HOLDING PARLIAMENTARY ELECTIONS IN MARCH


Tbilisi, 05 January’04, www.civil.ge - Leader of the New Rights party Davit Gamkrelidze, which is the opposition to the current authorities raised concern today over holding of parliamentary elections in March. Interim President Nino Burjanadze said she would set a date of the repeat parliamentary elections “today, or maybe tomorrow.” It is expected that Burjanadze will set the elections for March. The New Rights leader said that if the elections were held in March there would be only one party represented in the new Parliament. He said that more time is needed to prepare for the elections. It is widely expected that the coalition of Mikheil Saakashvili’s party the National Movement and the Burjanadze-Democrats, led by Nino Burjanadze and Zurab Zhvania, the State Minister, will win the parliamentary elections. The OSCE recommended Georgia not to hold parliamentary elections before March.

CEC BUDGET DEFICIT EXCEEDS GEL 460 THOUSAND


Tbilisi, 05 January ’04, Caucasus Press. - MTAVARI GAZETI writes that 4 January presidential elections were funded mostly by foreign donors. The state budget has allocated minimum funds. This time the donors have transferred their grants to the state budget and obtained Finance Ministry's guarantees that the sum will be timely channeled to the CEC. CEC Financial Section Chairman Nona Esebua said that the grants are sufficient for the elections. She claims that the CEC has managed to spare part of the sum. However, the CEC budget anyway has a deficit of GEL 465,870. The CEC has managed to fund only 69 out of 74 electoral districts. Adjara has received no funds for elections since it was late with submitting its application to the CEC. Nona Esebua says they will transfer GEL 418,449 to the 6 electoral districts of Adjara after the elections. It's noteworthy that the regions have not yet received the GEL 3 million which were to be allocated for 2 November parliamentary elections. Members of electoral commissions demand their salaries from the CEC.

PRESIDENTIAL ELECTIONS HELD


Tbilisi, 04 January ‘04, Prime-News. - The chairman of the Central Election Commission Zurab Chiaberashvili declared that the presidential elections were held on Sunday. As Chiaberashvili remarked at the briefing, according to 4 p.m. data, one million 203 thousand 662 voters already participated in the elections. One million 739 thousand 324 voters were preliminary registered for participating in January 4 presidential elections. Elections will be considered held in case 51% of voters take part in polling. A candidate will be considered elected if more than half of the voters vote for. If neither of candidates gets necessary number of votes the second stage of the elections will be held after a fortnight.

CHAIRMAN OF CENTRAL ELECTION COMMISSION OF GEORGIA SAID THAT PRESIDENTIAL ELECTIONS IN GEORGIA WERE HELD WITHOUT SERIOUS PROBLEMS

Zurab Chiaberashvili, chairman of Central Election Commission (CEC) of Georgia, said that Presidential elections in Georgia were held normally and without serious problems so far. He said at the today's briefing in CEC, however, that the elections could be upset still because of poor activity of the electorate. He noted that polling stations were opened in Achara, but the electors were not active there. Zurab Chiaberashvili stressed that poor activity of the Achara electorate could be compensated with active participation of people in the elections in other districts. He called at the electorate to take part in the elections. Speaking about violations, Zurab Chiaberashvili reported that the name of candidate for Presidency Zurab Kelekhsashvili was crossed in the ballot-papers at a polling station, though CEC refused to meet his application on withdrawal of his candidature. The ballot-papers were acknowledged invalid. Zurab Chiaberashvili said, besides, that observers of the NGO Fair Elections were not let to a polling station in Kaspi. The chairman of CEC said that polling stations would be opened at 12 a.m. in Kodori Valley. According to him, Emzar Kvitsiani, authorized representative of President in Kodori Valley, assured the leadership of CEC that all the necessary documents would be delivered to the Valley by helicopter. He noted that vote was held yesterday in other mountainous villages - Omalo and Shatili. The elections will be held on January 2-6 in mountainous regions of Georgia. Zurab Chiaberashvili noted that the vote was held normally at polling stations abroad, but equipment for marking of the electorate was not delivered to Paris because of carelessness. The chairman of CEC stressed that citizens of Georgia would be given opportunity for vote in Paris still.

GEORGIA: ELECTION TURN-OUT REACHES 35 PER CENT BY MIDDAY


Tbilisi, 04 January ’04, BBC Monitoring, Source: Prime-News. - According to information spread by the Fair Elections nongovernmental organization, by 1200 hours [0800 gmt], the turn-out of voters throughout Georgia had reached 35 per cent. A spokesman for Fair Elections, Tamar Zhvania, said at a news conference held at the Election Media Centre that in the autonomous Republic of Ajaria, only 10 per cent of the electorate had cast their votes by midday

EXIT POLLS SUGGEST 85,8% OF VOTES FOR SAAKASHVILI


Tbilisi, 04 January ’04, www.civil.ge. - The preliminary results of the exit polls suggest that frontrunner presidential candidate Mikheil Saakashvili received 85,8% of votes in Sunday’s snap presidential elections. According to the exit polls, conducted by the U.S. polling firm Global Strategy Group, other candidates received less than 1%. Temur Shashiashvili and Roin Liparteliani received 0,4 each, while Zaza Sikharulidze and Kartlos Gharibashvili – 0,1% each. 0,1% voted for none of the candidates, according to the exit polls. Mikheil Saakashvili thanked his supporters, who where gathered in the Philharmonic Hall, and Georgia’s each citizen. “The whole Georgia won,” Mikheil Saakashvili said.
