DISTRICT ELECTION COMMISSIONS TO TIMELY CONSIDER VIOLATIONS MADE DURING PRESIDENTIAL ELECTIONS Tbilisi, 06 January ’04, Black Sea Press. - All District Election Commissions (DEC) should timely consider the complaints relating to violations made during the 4 January Presidential elections, CEC Chairman Zurab Chiaberashvili said at the yesterday's briefing. He said that he had appealed to the NGO “Fair Elections” to present the copies of complaints sent to the DECs to the CEC so that the CEC could see whether the DECs had adequate reaction to the claims. The pre-registration of voters has been a base for making up the voter lists for the future Parliamentary elections. He noted that those voters that had been pre-registered but had not voted at the presidential elections were to come to the polling station prior to the Parliamentary elections and see whether they had been in the lists. He said that a month would be needed for computerization of the new lists. In his opinion, the lists computerization would allow to save much time. He noted that the legitimacy of the presidential elections had been confirmed not only by the voter’s activity but also by the assessments of observers that “claim that the elections had been held not quite ideally but there had been some progress in the country's democratic development. CEC CANCELLED ELECTION RETURNS AT THREE POLLING STATIONS OF MARNEULI Tbilisi, 06 January ’04, Caucasus Press. - The CEC has cancelled presidential election returns at three polling stations of Marneuli, where irregularities had been registered. CEC Chairman Zurab Chiaberashvili told journalists that he will raise the question of responsibility of chairmen of relevant precinct commissions. The polling stations were closed two hours before the completion of voting and members of commissions were dining until after 8 pm, the time of closure of polling stations. There were also cases when people cast votes instead of their relatives. Election returns have been also cancelled at a polling station in Khashuri, where supporters of rival majority candidates frustrated voting process. PRESIDENTIAL ELECTIONS PROLONGED UNTIL JANUARY 12 IN KODORI Tbilisi, 06 January ’04, Caucasus Press. - The presidential elections in Kodori will be prolonged until January 12. Kodori Governor Emzar Kvitsiani told Caucasus Press that ballot papers and boxes have not been delivered to Kodori due to bad weather conditions. <The CEC has promised that they will prolong voting term in Kodori until January 12 despite the fact that votes of 1500 electors don't have a decisive meaning. This is a political gesture,> he said. PARLIAMENTARY ELECTIONS TO BE HELD IN LATE MARCH OR FIRST SUNDAY OF APRIL Tbilisi, 06 January ’04, Caucasus Press. - Parliamentary elections in Georgia will be held in late March or the first Sunday of April 2004. The State Chancellery told Caucasus Press that such decision was made last night after consultations between Acting President Nino Burjanadze and leaders of parliamentary factions. At the same time, the State Chancellery noted that this decision was not passed unanimously. Thus, leaders of New Rights and Industrialist factions demanded to postpone the elections in order to have time to arrange them more properly and not allow the ruling blocs to form a one-party parliament. Acting President Nino Burjanadze intends to sign a decree defining the date of the early parliamentary elections. INTERNATIONAL OBSERVERS REMARK TV CHANNEL "IMEDI" IN REGARDS WITH IMPARTIAL HIGHLIGHTING OF ELECTION Tbilisi, 06 January ’04, Prime-News. - According to International observer’s mission to Georgia, the scope of both printing and electronic media was the candidate of presidency of "National Movement" Michel Saakashvili. Highlighting of "National Movement" and the leader Michael Saakashvili took about 27% of broadcasting time of the most popular TV channels while Ajara television was focusing on positive activities of "Revivals". According to international observers, the TV channel "Imedi" was the most impartial one. INTERNATIONAL OBSERVERS PUT FOR PRESIDENTIAL ELECTIONS IN GEORGIA Tbilisi, 05 January ’04, Caucasus Press. - is the mark Georgia got for the presidential elections. The mark was put by international observers. As President of the Parliamentary Assembly of OSCE Bruce George said at the press-conference in , 450 observers from 38 countries monitored the elections on January 4. According to estimation of head of PA of the Council of Europe Matyas Eorsi, the present elections were much better as compared with the previous; though he did not say they were perfect. According to him the main shortcomings are lack of competition and imperfect registers, though they were better. The international observers expressed gratitude to the Central election Commission for work that had been done, though they noted the staff of the commission was to be improved. According to Eorsi CEC is to be staffed according to , but not according to the principle which was used by the former government and the new guidance. He emphasized that the parliamentary elections were to become a real examination in democracy. The international observers expressed hope the parliamentary elections would be better organized and more competitive and recommendations of international organizations would be taken into consideration. ACCORDING TO LINKS, LACK OF ACCURATE LISTS OF ELECTORS IS THE MAIN PROBLEM OF PRESIDENTIAL ELECTIONS IN GEORGIA Tbilisi, 05 January ‘04, Black Sea Press. - Lack of accurate lists of electors is the main problem of Presidential elections in Georgia. Lawrence Bruce, consultant of British organization LINKS, declared about it at press conference in Tbilisi. LINKS carried out monitoring of Presidential elections in Georgia on January 4 2004. Lawrence Bruce said that registration was held prior to the elections as well as additional lists were filed, but there were no lists of people who were not registered and who did not participate in the elections at all. According to him, the situation was to be improved before the future Parliamentary elections, and the newly elected President was to control the process. Lawrence Bruce approved the elections in the whole and noted that offences were much less than at Parliamentary elections of November 2 2003.
