PRESIDENTIAL POLLS HELD IN KODORI GORGE


Tbilisi, 11 January ’04, Civil Georgia. - The presidential elections are held in Kodori gorge, which is the only part of breakaway Abkhazia controlled by the Georgian side on January 11. It was impossible to provide the polling stations in Kodori gorge with the ballot papers and other equipment for the elections, due to heavy weather conditions in this high mountainous gorge. The Central Election Commission will release the final results of the January 4 snap presidential elections after the voting is over in Kodori gorge.

MIKHEIL SAAKASHVILI SAYS FEARS RELATED TO SINGLE-PARTY PARLIAMENT GROUNDLESS


Tbilisi, 10 January ’04, Caucasus Press. - President-elect Mikheil Saakashvili does not share the concerns the future parliament will be single-party. Saakashvili said at today's briefing that the country needs an effective government system and effective Parliament. Several opposition parties claim that the appointment of parliamentary elections for March 28 will not allow them to get prepared for the elections and as a result Georgia will get single-party parliament, obedient to the President. The President-elect stated that his party and he were ready to participate in the parliamentary elections January 25, but they yielded to opposition's requests and postponed the elections until March 28. "There are many majority MPs in parliament and there are not many members of National Movement among them. So, all talks about single-party parliament are groundless. Besides, people have confidence in us and support us while many parties have lost people's support and now try to maintain their prestige somehow," the President-elect stressed. […]

DECLARATION BY THE PRESIDENCY ON BEHALF OF THE EUROPEAN UNION ON THE PRESIDENTIAL ELECTIONS IN GEORGIA


Tbilisi, 09 January ’04, Black Sea Press. - The European Union welcomes the Preliminary Findings and Conclusions of the OSCE/ODIHR International Election Observation Mission (IEOM) to the Presidential Elections in Georgia on 4th January. The findings state that the elections demonstrated notable progress over previous elections. The conduct of the elections has brought Georgia closer to meeting international standards for democratic elections. The high rate of participation of the Georgian population in the election and the clear and broad mandate given to Mr. Saakashvili represent a very positive signal for the future of Georgia. The Presidential election has opened up new opportunities for Georgia. The EU now looks forward to helping Georgia and the other countries of the South Caucasus to come closer to the European family. In this context, the EU restates its willingness to assist Georgia through the range of EU instruments and policies. It looks forward to Georgia having the benefit of close and co-operative relations with all its neighbors. The EU welcomes Mr. Saakashvili's first public comments following his victory on the need to combat corruption and to uphold the rule of law. Progress  this reform programme will facilitate increased international support and engagement in Georgia's development. The EU calls on all parties in Georgia to work with the President-elect on the much-needed reforms, and conclude an agreement with the IMF to allow for full and effective international financial assistance. The EU has also taken note of the remaining concerns and of the Summary Recommendations on the forthcoming parliamentary elections in Georgia, included as part of the IEOM Statement, on issues such as equal conditions and equal media access for all parties and improvement of voter registration. Assistance to enable the preparation of free and fair elections in Georgia remains high on the EU agenda. We expect the Georgian authorities to establish a realistic timetable so that the progress made in these Presidential elections can be sustained and the specific recommendations can be addressed. The EU High Representative Javier Solana has requested the EU Special Representative for the South Caucasus, Ambassador Heikki Talvitie, to visit Tbilisi shortly to assess how the EU may best assist the new leadership.

OSCE IS READY TO HELP GEORGIA IN HOLDING PARLIAMENTARY ELECTIONS


Tbilisi, 09 January ’04, Caucasus Press. - OSCE is ready to render assistance to Georgia in holding the parliamentary elections on March 28. <Nobody has illusions that ideal parliamentary elections will be held in Georgia>, head of OSCE Mission Roy Reeve has stated on Friday to journalists after the meeting with State Minister Zurab Zhvania. According to Reeve during the meeting concrete recommendations and proposals were expressed concerning rendering assistance by OSCE in holding the just and democratic parliamentary elections in Georgia. <450 observers from OSCE will observe the elections on March 28>, Reeve said. , Reeve noted.

ACTING PRESIDENT OF GEORGIA: THE PARLIAMENTARY ELECTIONS IN GEORGIA TO BE HELD ON MARCH 28


Tbilisi, 09 January ’04, Prime-News. - Repeated parliamentary elections in Georgia will be held on March 28, the Acting President of Georgia Nino Burjanadze declared at the press conference on Friday. According to her, this decision is "compromise and coordinated" with the representatives of opposition political powers. "The current authorities were planning to hold the elections on March 7, however made concession to the opposition", Nino Burjanadze said. In addition she noted that requests of representatives of some opposition parties to schedule the parliamentary elections for April or May are unacceptable, since "immediate involvement of the new parliament in work is necessary for the country to function in the constitutional course".

THE MAJORITY OF OPPOSITIONAL PARTIES OF GEORGIA ARE DISSATISFIED WITH RESOLUTION TO HOLD EXTRAORDINARY PARLIAMENTARY ELECTIONS ON MARCH 28 2004


Tbilisi, 09 January ’04, Black Sea Press. - The majority of the oppositional Parties of Georgia are dissatisfied with the resolution to hold extraordinary Parliamentary elections on March 28 2004. Irakli Mindeli, leader of Socialist Party, said that the current Electoral Code failed to ensure holding of really democratic elections. He expressed doubt that the Code would be properly amended before March 28. Irakli Gogava, leader of Party For Democratic Georgia and former confederate of Eduard Shevardnadze, said that holding of democratic elections in Georgia was impossible, because there was actually no political spectre in the country after the latest events. Pikria Chikhradze, a leader of the New Rights Party, is also dissatisfied with the resolution. She declared that Nino Burjanadze, The Acting President, ignored opinion of the New Rights who insisted on a fortnight's later date. “A fortnight is not so important period of time, so unclear why the authorities have not shown good will and have not agreed with our proposal”, - Pikria Chikhradze said. Representatives of National-Democratic Party consider that the middle of May is the best term for holding the elections, because the Electoral Code can be properly amended before it, according to them.
