TEMUR SHASHIASHVILI SCEPTICAL ABOUT DECREASING 7 PERCENT BARRIER
Tbilisi, 18 January ’04, Inter-Press. - The ex-governor of the Imereti region and former presidential candidate, Temur Shashiashvili, regards that a new initiative of the Georgia's new leadership to decrease the 7 percent vote barrier required to win seats in the parliament is aimed at forming satellite opposition parties. Shashiashvili told Inter-Press that the authorities will have to meet the CoE requirements concerning composition of the Central Election Commission and other election commissions of all levels according to the principles of parity. Shashiashvili regards that the authorities are trying to form satellite opposition parties in order to staff election commissions with their representatives who will fulfill instructions of the country's leadership. 'The authorities will deceive the CoE with forming a false opposition and the election commissions will remain one-party led bodies, as they were during the presidential elections', Shashiashvili noted. He stressed that election commissions won't include real opposition forces, noting 'the government won't let undesirable political forces clear even one percent vote barrier'.
XXI CENTURY PARTY TO JOIN REVIVAL UNION FOR PARLIAMENTARY POLLS
Tbilisi, 18 January ’04, Inter-Press. - The XXI Century political party plans to form an election bloc with the Democratic Revival Union, led by Adjarian Leader Aslan Abashidze, for the repeat parliamentary elections scheduled for March 28, 2003. Leader of the XXI Century Anzor Abralava told Inter-Press that the Democratic Revival Union might be joined by some other political parties before the parliamentary polls.
IRAKLI MINDELI: OPPOSITION SHOULD UNITE FOR THE PARLIAMENTARY ELECTIONS
Tbilisi, 18 January ’04, Prime-News. – Leader of "Socialists Party" Irakli Mindeli believes that due to the existing post-revolution situation in the country, the opposition should unite for the March 28 parliamentary elections, because it will be very difficult of all opposition powers to reach success. According to him, if the government preserves majority in the election administrations, union of the opposition will become more important. Mindeli stated that the establisher and former chairman of the "Socialist Party" Vakhtang Rcheulishvili would not participate in the March 28 parliamentary elections. […]
"CHRISTIAN-DEMOCRATIC ALLIANCE" HOLDING ACTIVE CONSULTATIONS FOR COOPERATION DURING THE PARLIAMENTARY ELECTIONS
Tbilisi, 18 January ’04, Prime-News. – The leader of "Christian-Democratic Alliance" George Kobakhidze believes that the future parliament "will not be constructive and effective, because it will be elected on the revolutionary wave". As George Kobakhidze stated in the interview with Prime-News, "CDA" is holding active consultations about cooperation with the political parties, because independent participation of "Christian-Democratic Alliance" in the March 28 parliamentary elections is "unimaginable".
PARLIAMENTARY ELECTIONS IN GEORGIA NEED $3,3 MILLION
Tbilisi, 17 January ’04, Black Sea Press. - The Central Election Commission of Georgia approved the 28 January parliamentary election budget. The total amount of the budget amounts to 6,934,333 lari (about $3,3 million). The budget includes: expenditures for purchasing means for marking voters - 42,000 lari and for marker detectors - 32,000 lari. CEC Chairman Zurab Chiaberashvili said that during the 4 January elections detectors in many polling stations had been lost. The CEC was not going to pay new detectors. Precinct Commission chairmen will pay for them. The CEC budgeted 10,200 lari for making seals and 231,000 lari - for printing ballot papers. The CEC is going to print 3,300,000 ballot papers. For preparing forms of voter registration, voter cards, common voter list - 35,500 lari has been budgeted. Chiaberashvili noted that the CEC was going to create and archive of newspaper publications, TV and Radio materials relating to parliamentary elections. For this 1,100 lari has been budgeted.
INTERNATIONAL ORGANIZATIONS READY TO RENDER ASSISTANCE IN MAKING UP ELECTRON VERSION OF VOTER LISTS
Tbilisi, 17 January ’04, Black Sea Press. – “International organizations, in particular, USAID are going to render essential assistance to the Georgian central Election Commission in making up an electron version of voter lists”, Zurab Chiaberashvili, CEC Chairman, said. In a week's time the CEC is going to begin making up an electron version of voter lists for the 28 March parliamentary elections.
CEC FORMED 75 ELECTION DISTRICTS FOR PARLIAMENTARY ELECTIONS
Tbilisi, 16 January ’04, Prime-News. – At Friday session the central election commission made decision about formation of 75 single mandate election districts for the parliamentary elections appointed on March 28. There are 85 election districts in Georgia, though eight election districts in the Autonomous Republic of Abkhazia and election districts of Tskhinvali and Java are not controlled by the official Tbilisi. As the chairman of the CEC Zurab Chiaberashvili stated at the session, the election districts would be opened in Georgian villages of Georgian-Ossetian conflict zone. According to him, in Gali region of Abkhazian territory Georgian population would have to arrive in Zugdidi to vote. […]
GENERAL PROSECUTOR'S OFFICE WILL INVESTIGATE VIOLATIONS AT ELECTIONS IN MARNEULI AND OZURGETI REGIONS
Tbilisi, 16 January ’04, Caucasus Press. - Chairman of the Central Election Commission Zurab Chiaberashvili sends materials on violations during the presidential elections on January 4 in Marneuli and Ozurgeti regions to the General Prosecutor's Office for reaction. As he has stated today at the sitting of CEC, attempts to rig the elections were made in those regions.
CHIATURA ELECTORS PROTEST AGAINST ANNULLING THE RESULTS OF VOTE IN THE SECOND ROUND OF MAJORITY PARLIAMENTARY ELECTIONS
Tbilisi, 16 January ‘04, Black Sea Press. - About 20 electors from Chiatura electoral district arrived in Tbilisi and expressed protest in Central Election Commission (CEC) against annulling the results of vote in the second round of majority Parliamentary elections of January 4. They expressed dissatisfaction with resolution of CEC to hold repeated vote at the second round where Sergo Yakobidze, independent candidate, and Tengiz Motsradze, member of bloc For New Georgia, were the rivals. Elector Roman Tsartsidze said that the elections were held properly in Chiatura, and that the results were annulled because Sergo Yakobidze won the elections of January 4. Let us remind that CEC annulled the results after claim upon the final document of Irakli Mindeli, representative of Socialist Party.
