ZURAB CHIABERASHVILI PUBLISHES ASSUMPTIONS OVER DRAWING GEORGIAN ELECTIONS CLOSER TO INTERNATIONAL STANDARDS


Tbilisi, 08 January ’04, Prime-News. - Chairman of the Central Election Commission Zurab Chiaberashvili publishes his assumptions over the issues necessary for drawing Georgian elections closer to the international standards. As Chiaberashvili stated at Thursday press conference, in order elections in Georgia to meet the international standards, the election legislation must be improved. In addition, Chiaberashvili believes that it is very important to adopt such rule of staffing the CEC that the election administration is more balanced politically. Chiaberashvili publishes his position over the voters' lists and declares that by the parliamentary elections, scheduled for spring 2004 the election administration should computerize the January 4 handwritten lists of voters and determine additional period of the election registration for those voters, who neither got registered in advance, nor visited the polling stations on January 4. The CEC chair noted that the voter marking procedure, the prevention mechanism of "the election carousels", should be used during the spring repeated election as well.

GOVERNMENT TO FINANCE ALL POLLS AFTER REPEAT MP ELECTIONS


Tbilisi, 08 January ’04, Inter-Press. - The Chairman of the Central Election Commission (CEC) of Georgia, Zurab Chiaberashvili, said on Tuesday that the repeat parliamentary elections will be the last elections in Georgia, which will be financed by the international organizations. According to him, the government of Georgia will finance all other elections. The CEC Chairman is meeting with representatives of Diplomatic Corps accredited in Georgia, which will created a working group to make preparations for the repeat parliamentary elections. Chiaberashvili told Inter-Press that various international organizations are going to provide financing to the repeat parliamentary elections in Georgia, as they did during the January 4 presidential elections.

VAKHTANG KHMALADZE: CERTAIN POLITICAL PARTIES MIGHT RAISE CLAIMS AT CONSTITUTIONAL COURT ON NEW PARLIAMENTARY ELECTIONS


Tbilisi, 08 January ’04, Prime-News. - Members of parliament Vakhtang Khmaladze and Zakaria Kutsnashvili do not exclude the fact that certain political parties might raise claim at Constitutional Court on new parliamentary elections; the election code fails to foresee appointment of proportion system polling. As Khmaladze declared at the press conference on Thursday, according to the code the Central Election Commission is authorized to define the date of new parliamentary polling but not the Acting president Burjanadze. Even the Supreme Court was not authorized to annul conclusive protocol of proportion system polling, Khmaladze noted. According to him, one fails to find out why the proportion system results were annulled only. As one of leaders of "Socialists" Zakaria Kutsnashvili declared at the press conference, authorities do not invite "Socialists" and other opposition parties to the consultations regarding the date of holding of parliamentary elections.

FINAL RESULT OF GEORGIAN PRESIDENTIAL ELECTION TO BE ANNOUNCED ON 12 JANUARY

Georgian Central Electoral Commission Chairman Zurab Chiaberashvili said this today. "It was decided to announce the results on that day because the election in the Kodori Gorge should be held before 12 January," he said, adding that "ballot boxes and ballot papers could not be delivered to this area because of bad weather conditions". "The election results for the whole of Georgia will be announced on 12 January even if the election is not held in this region," said Chiaberashvili. About 1,500 voters live in Kodori. TODAY BY 15:00 SAAKASHVILI WINS 97, 54 PERCENT OF VOTES


Tbilisi, 06 January ’04, Black Sea Press. - According to the CEC data on 6 January at 15:00 Mikhail Saakashvili has won 97,5 percent of votes; Teimuraz Shashiashvili, the former Imereti governor - 1,26 percent, all other candidates - less than one percent. Against all candidates voted 1,43 percent. This data the CEC prepared on the base of final reports of PECs from 54 election districts (there have been 75 districts throughout Georgia). The vote count had been completed and 10 District Election Commissions (PEC) from Dedoplistskaro, Dmanisi, Akhalgori, Ambrolauri, Lentekhi, Zestafoni, Bagdadi, Tkibuli, Chokhatauri, and Senaki had submitted final reports to the CEC. CEC CHAIRMAN DISAGREES WITH HOLDING PARLIAMENTARY ELECTIONS IN MARCH


Tbilisi, 06 January ’04, Caucasus Press. - CEC Chairman Zurab Chiaberashvili believes that March is not a proper time for the conduct of early parliamentary elections. Chiaberashvili told journalists that electronic version of voter lists must be created for the parliamentary elections and this will take at least one month. Other technical matters must be settled as well, so the elections must be postponed until after March. At the same time, he noted that tech country needs a new, effective parliament as soon as possible. The current voter list will be used as the basis for the upcoming parliamentary elections.

PACE OBSERVERS MISSION HEAD AND CEC CHAIRMAN DISCUSS PREPARATIONS FOR PARLIAMENTARY ELECTIONS


Tbilisi, 06 January ’04, Black Sea Press. - Matyas Eorsi, the head of the PACE Observers Mission, and Zurab Chiaberashvili, the chairman of the Central Election Commission of Georgia, discussed yesterday the issue of holding parliamentary elections in Georgia. Chiaberashvili said to a Black Sea Press reporter that one of the recommendations of the head of the observer’s mission was to simplify the vote procedure. Matyas Eorsi noted that the Council of Europe would render assistance to the CEC in preparations to the Parliamentary elections.
