AKHALKALAKI . 7 April’04. CAUCASUS PRESS. - On April 7-8, results of monitoring of the parliamentary elections on March 28 by NGOs will be summed up at the initiative of OSCE, the Central Election Commission of Georgia and . As “A-Info” agency informs, 8 organizations were given such licenses.

CEC OF GEORGIA PLANS TO HOLD REPEATED PARLIAMENTARY ELECTIONS IN SOME MAJORITY DISTRICTS IN THE END OF JUNE


Tbilisi. 07 April ‘04, Black Sea Press. - Central Election Commission (CEC) of Georgia plans to hold repeated Parliamentary elections in some majority districts in the end of June. The repeated elections are held, because some majority MPs elected on November 2 2003 are appointed on the State posts, while the others are subject to criminal persecution. The Parliament is to deprive those MPs of the authority. CEC will appoint the date of the elections after it. Parliamentary elections after proportional system were held in Georgia on March 28, because results of the elections of November 2 2003 were annulled by Supreme Court. The resolution does not refer the majority elections.

ADJARIAN PARLIAMENT AND SENATE REPORTS GROSS VIOLATIONS IN GEORGIAN ELECTIONS


Batumi. 06 April’04, Caucasus Press. - The parliament and Senate of Adjara have adopted a joint address to international organizations in connection with due to barriers created by the CEC>. Adjarian parliament Speaker Giorgi Tsintskiladze claims that Tbilisi had delivered only 230,000 ballot papers to Adjara instead of 290,000 required.

ON 7 APRIL CE AD HOC GROUP TO COUNT BOLNISI BALLOT PAPERS


Tbilisi. 06 April ’07, Black Sea Press. - The ad hoc group of six CEC members tomorrow begins re-counting ballot papers in the Bolnisi electoral district (eastern Georgia). The resolution on re-counting the ballot papers was adopted by the Bolnisi district court after the claim of the Association of Young Lawyers NGO that monitored the parliamentary elections was considered. The claim indicated grave violations during voting in the electoral district.

KONSTANTIN GAMSAKHURDIA CRITICIZES GEORGIAN GOVERNMENT FOR HOLDING PARLIAMENTARY ELECTIONS


Tbilisi. 06 April’04, Black Sea Press. - The member of the political movement “Freedom” led by Konstantin Gamsakhurdia, a son of the late ex-president of Georgia Zviad Gamsakhurdia, criticizes the government for holding the 28 March parliamentary elections. Today the Party “Freedom” held a press conference at which the Konstantin Gamsakhurdia's address was read. After the elections Gamsakhurdia left for Switzerland where he had lived for the last 12 years. The address notes that “the current government of Georgia will not be able to become Zviad Gamsakhurdia's government successors, as the 28 March parliamentary elections had not been less falsified as the elections held in 2003, 1999, and 1995.” «The current authorities has seriously damaged their own reputation, as it was the falsification of the elections that had become the main reason for the so-called 2003 November revolution.  The Georgian government has no moral right to pretend for the role of the Zviad Gamsakhurdia's successor that had never allowed stuffing the elections», the Address says. At the press conference the members of the “Freedom” demonstrated ballot papers filled in beforehand and some protocols from polling stations at which violations during the voting were fixed. They also noted that “the total number of voters that took part in the elections indicated in the CEC web-site has been some thousands less than the number of voters that voted for any party.

Georgian electoral body annuls election results in two Ajarian districts


Tbilisi, 2 April’04, BBC Monitoring (Imedi TV). – […] [Correspondent] The session ended about 20 minutes ago. The CEC decided to annul election results in Khulo and Kobuleti Districts [of Ajaria] and to hold repeat elections there. This decision caused quite a hullabaloo at the session. Three members of the CEC who represent [Ajarian leader Aslan Abashidze's party] Revival had demanded to remove this issue from the agenda, but the CEC voted to discuss it anyway, and the three representatives of Revival walked out in protest. They say that the CEC has no right to annul the results because Article 29(n) of the Electoral Code defines that such decision can be made only by court. [Passage omitted] [Zurab Abashidze, the CEC member from Revival, interviewed] Only a court has such a right. Therefore, we asked them to remove this issue from the agenda. This issue should have been reviewed according to the appropriate procedures. [Passage omitted] [Correspondent] However, the CEC Chairman Zurab Chiaberashvili says that the commission can make such decisions according to Article 29(m) of the Electoral Code. [Passage omitted] [Zurab Chiaberashvili, interviewed] The legal department [of the CEC] presented its conclusion which said that violations in Khulo and Kobuleti electoral districts were so numerous that it was practically impossible to determine the will of the voters and to determine the results. Therefore, the CEC decided to annul the results, based on the Elec-toral Code, and to hold repeat elections there. [Correspondent] The repeat elections in Khulo and Kobuleti will be held on 18 April. Respectively, we can presume that declaration of final results of the parliamentary elections in Georgia will also be delayed. [Passage omitted]

HEAD OF AJARIAN MISSION IN TBILISI BELIEVES THAT DECISION OF CEC TO ANNUL RESULTS OF VOTING IN KHULO AND KOBULETI DISTRICTS MAY AGGRAVATE RELATIONS BETWEEN CENTER AND REGION


Tbilisi, 03 April ’04, Black Sea Press. - Head of the mission of the Ajarian Autonomous Republic in Tbilisi Gimlet Chipashvili believes that the decision of the Central Elections Commission to annul the results of voting during the 28 March parliamentary elections in the Kobuleti and Khulo electoral districts “can only aggravate the relations between the center and the region and will hamper their normalization.” In his words, it was surprising to annul the results of voting in two electoral districts on the territory of Ajara while in the Kvemo-Kartli region where grave violations had been made, the results of voting are considered valid. He added that the international observers that had monitored the elections in the Kobuleti and Khulo polling stations, revealed no violations.”
