INDIA :  Capital: NEW DELHI  - NO PHASE
PHASE III: is in effect for the Indian-administered side of the Line of Control in Jammu & Kashmir. The remainder of the country is in no phase.
Travel to the Indian-administered side of the Line of Control in Jammu & Kashmir is restricted to humanitarian, emergency and security missions only. Permits are required from the Ministry of External Affairs (MEA) to visit some areas of the country categorized as Protected/Restricted. Applications should be submitted at least four weeks in advance of travel date to the Ministry of External Affairs (Bhutan Section, Northern Division, South Block, New Delhi) on a form obtainable from the MEA. Details of Protected/Restricted areas can be obtained from the FSCO, Mr. David Pakes.

ISRAEL, WEST BANK AND GAZA
PHASE I: is in effect for the whole of Israel.
PHASE III: is in effect for the West Bank and Gaza.
The Main Centres of UN operations: Jerusalem – PHASE I; Ramallah – PHASE III; Gaza City – PHASE III. A stock of security equipment including body armour and radios is held in the Joint Security Coordination Office (JSCO) in Jerusalem for Visiting Missions to meet MOSS requirements for local travel into phase 3 areas. GAZA. The (IDF) tightly controls all entry to the Gaza Strip. Agencies must carry out notification procedures (less for Red UNLP holders with diplomatic visas) a minimum of 5 working days before arrival or entry will be denied by the IDF. Even with prior coordination the crossing into and out of Gaza closes regularly with no notice. All visitors should be prepared for unplanned stays in Gaza. The following security risk mitigation measures applicable to visitors are in place in Gaza. (1) Staff must be equipped with body armour, helmet. (2) VHF radios (TX 153.6MHz, RX 158.9MHz) must be held and monitored at all times, spare Call Signs are held by all agencies. (3) There is no movement outside the Central and Rimaal areas of Gaza City after sunset. (4) All movement outside Gaza City is to be notified to the Radio Room (Call Sign: Uniform, Tel: 08 677 7260). (5) A Staff member who has received the Gaza Security Briefing must accompany all visitors' movement in Gaza Strip including Gaza City. (6) Movement to the IDF Declared Security Zones, throughout the Strip, must be notified to the IDF before movement.

All travel by Lao Airlines is strongly discouraged except when Lao Airlines is using ATR or airbus aircraft. Travel to the following areas is restricted: Xaisomboun Special Zone, District of Phoukout Xiengkhuang Province, District of Viangthong Houphan Province, N/W of Xayabouri Province districts of Khop and Xianghon. The Designated Official may allow travel in these restricted areas when special security arrangements have been made. Extreme caution should be exercised when traveling outside built-up areas during the hours of darkness. Travel by speed-boat for work-related purposes is authorized only when other relevant means of transport is not available, subject to the proper use of protective gear such as helmets and life jackets.

LEBANON :  Capital: BEIRUT  - PHASE II

Visitors upon arrival should consult the Office of the Designated Official to be briefed on local travel advisory (areas that are to be travelled with precaution, areas prohibited to the staff at large, as well as travel requirements between the area North of the Litani River and the UNIFIL area).There is no longer a ban on travel to Lebanon by US nationals. In-country travel to the area south of Karaoun Lake in South Bekaa and in the Jezzine Pocket and the area between Jezzine and Nabatiyeh are subject to the specific prior clearance by the Designated Official. Visits to Palestinian camps require the prior clearance of UNRWA through the Designated Official (see ISRAEL/WEST BANK/GAZA for contact details). Travellers are warned not to use cameras in the vicinity of military facilities or check points or other potentially sensitive areas. It is recommended that members of the UN community do not travel to the recently evacuated areas in South Lebanon and South of the Karoun-Litani Dam in the Bekaa Valley. Live explosives and land mines that still exist in unmarked areas have not been cleared as yet. In addition, possible exchange of fire could pose a danger to civilians. Travellers in country may apply for clearance through the UNIFIL office in Beirut.
All travel to the areas mentioned under Phase One (Tyre Pocket) and Phase Two(Beirut and all areas north of the Litani River) requires prior clearance from Ms. Mervat El-Tallawy, Executive Secretary, ESCWA, prior to travel. Requests for Security Clearance should be sent to: security-escwa@un.org.
All travel to areas in Phase Three (areas south of the Litani River, excluding the Tyre Pocket) requires prior clearance from Major-General Alain Pellegrini, the Designated Official for this area who is the Force Commander of UNIFIL.
