All security clearances issued are subject to Nigerian Country Specific MOSS compliance (missions without representation in Nigeria must secure appropriate/compliant support throughout their visit prior to traveling). Your attention is drawn in particular to requirement associated with in-country travel between duty stations by road; ‘Field Vehicles’ (a 4X4 type vehicle equipped with HF radio communications set on the emergency stand-by frequency of 8094 Khz) are to be used. Public, Implementing Partner or Non-MOSS compliant UN transport should not be used unless in the direct company of a ‘Field Vehicle’.

The Ministry of Foreign Affairs - PNG, has advised they will not issue work visas on arrival at Jackson International Airport (Port Moresby). Visas must be obtained from the Embassy of Papua New Guinea in your respective countries. When arriving at the Jorge Chavez Airport at Lima, there are two options regarding taxis: 1 MITSUI Taxi Remise or 2. CMV Taxi Remise. Taxis of both firms are equipped with GPS, laminated glasses and communication system and service tickets can be acquired at a counter outside customs. For security reasons it is recommended that other taxi services be avoided and that you stay alert of the time whilst in the airport (pickpockets, thefts, etc).

The main threat to staff in Manila is crime. In the southern Philippines mainly in central Mindanao, and on the islands of Basilan, Sulu and Tawi Tawi there are frequent clashes between Government forces and a number of mainly Muslim separatists' insurgent groups operating in the area. Communist insurgency (New Peoples Army – NPA) is spread all over the Philippines; frequent attacks on military detachments or patrols and police stations are reported. The terror threat level is currently high, the Armed Forces are on Red Alert. Temporary travel restrictions may be imposed without previous notice.

Staff members travelling to or via Moscow should contact the UNSECOORD office for a security briefing. Mr. Stanislaw Sliwak is the FSCO ai. Due to the significant threats to and risks faced by UN staff members in the North Caucasus region, stringent security measures have been implemented including 24-hour armed mobile security escorts and static guards. UN staff travelling on mission to the North Caucasus should coordinate their travel through their agency's office in the Russian Federation (In the absence of local agency representation, this should be done through the OCHA office in Moscow).
It should be noted that a UN staff ceiling of 30 international staff members present at any given time in the North Caucasus is strictly enforced and may be the basis for the refusal to grant a security clearance. The Designated Official shall, prior to granting a security clearance, require a statement attesting to, or the presentation of evidence of, a staff member’s successful completion of the UN Basic Security in the Field CD-ROM. A request for security clearance must be submitted via email or fax at least 5 working days in advance of the proposed travel to the North Caucasus region to ensure the timely coordination and implementation of the mobile and static security. All UN staff members travelling on mission to any part of the Russian Federation are required to provide full details of their travel including itinerary, accommodation and contact details to the UNSECOORD Moscow office prior to arrival in Russia.
