MACEDONIA, FORMER YUGOSLAV REPUBLIC OF:  Capital: SKOPJE  - PHASE I
PHASE I: is in effect for the municipalities of Struga, Debarca, Drugovo, Plasnica, Makedonski Brod, Studenicani, Zelenikovo, Petrovec, Kumanovo and west up to security phase II and III areas.
PHASE II: is in effect for the border area south of the intersection of the borders of Albania, Serbian province of Kosovo and Former Yugoslav Republic of Macedonia to the village of Bituse, the area north and south of the main road from the village of Kondovo to Gostivar.The highway between Tetovo and Gostivar is dangerous and must never be used during night times.
PHASE III: is in effect for the villages which are isolated in the hills towards the Kosovo border including Popova Sapka, Novo Selo, Urvic and Lomnica and the villages close to the Kosovo border in Kondovo municipality, including the village of Kondovo and the adjacent area (Vucidol - Gorno Svilare - Dolno Svilare), the Skopska Crna Gora area, and the villages of Aracinovo and Brnjarci.
Detailed maps of the areas where Security Phases are in effect are with the Heads of Agencies. The Designated Official advised that UNMIK staff are authorized to travel from Kosovo for recreational purposes to areas in No PHASE and Security PHASE I. UNMIK Kosovo based staff may only travel on the routes as stipulated in the UNMIK ‘Security Liberty Travel Guidelines’. All other travel through or to PHASE II and higher areas is not authorized unless the DO has granted a security clearance and the trip is in accordance with the Macedonia-specific MOSS.

MEXICO :  Capital: MEXICO CITY  - NO PHASE
Crime in Mexico continues at high levels, and is often violent; it’s recommendable to all visitors, to take basic precautions. All persons visiting Mexico City should only use taxis from the authorized taxi stands (“taxi de sitio”) at the airport and throughout the city, or authorized hotel taxis. Do NOT take taxis in the streets, there is high rate of express kidnappings in taxis. At the airport, travellers must only use the authorized taxis (white and yellow taxis with an airplane logo on its sides); the ticket booths are located in the airport terminal before travelers clear customs and in the airport lobby. Due to the high incidents of robberies and kidnappings in front of ATM machines, it is highly advisable to use only ATM machines in commercial centers or hotels. Travel outside cities after dark not recommended, if necessary use highways with toll (“cuota”). Public security forces are not exempt from corruption. Telecommunications systems work quite well within the big cities. Cellular phone coverage outside the cities is limited. Prepare your field trips well and inform your agency/fund/program about your detailed travel plans. Especially for trips to Chiapas, it is recommended travellers contact the Local Field Security Coordination Assistant for an update on the security situation prior to their departure.
