SOUTH EAST DISTIRCT Dated: 25.02.2012


On 13/02/2012 at 6.13 AM, a PCR call was received at P.S. N.F. Colony about a quarrel at Surya Hotel, Mathura Road. Vinod S/O Mange Ram , Bhupendra S/O Rajendra and , Sharad S/O Vijay Kumar were got admitted by PCR Van after sustaining injuries at Surya Hotel, New Friends Colony. Statement of Sh. Bhupendra Nagar S/O Rajendra Nagar was recorded. He stated that he is working as Chief Security Officer, in Zynxxx Club, Hilton Hotel, Nehru Place. After finishing his work at club he along with other associates Vinod Kumar and Manu left for home. On the way they noticed one Swift car following them. They took their car to Surya Hotel and they were stopped at the gate for checking. In the meantime Rocky, Vikas Chauhan, Manendra and Bobby, who are well known to him, came out of their car and started beating the complainant and his friends. His car was also damaged. The PCR van reached the spot and rushed all of them to hospital .A case vide FIR no. 32/12 dt. 13/02/2012 U/S 323/341/427/308/34-IPC P.S. N.F. Colony was registered on the complaint of Bhupender Nagar.

          Raids were conducted for search of the accused named in FIR, however they were found to be absconding. The statements of other security guards was also recorded and regular raids were conducted. During investigation and based on the complaint of the injured appropriate sections were added. Sections 147/148/149/506-IPC & 25/27 A. ACT were therefore added to case FIR 32/12.

Eight raiding teams comprising of ACP and SHO’s of South East District were formed under the supervision of Addl.C.P. South East. After gathering local intelligence and after sustained efforts raids were conducted at a farmhouse in the area of South Delhi from where 5 accused persons were apprehended. Other accused persons were apprehended from the area of Noida, Sangam Vihar, G.K.. During the course of investigation, it was revealed that (1) Anuj S/O Rambir R/O 5/55 Sangam Vihar, Age 26 Yrs, (2) Sandeep S/O Bhim Singh R/O A-78 Taimoor Nagar, Delhi (3) Rocky S/o Rishi Pal R/o Vill. Dallu Pura, Delhi age-24 Yrs (4) Boby S/o Azad R/o Vill. Dallu Pura, Delhi age-26 Yrs (5) Manander S/o Ramesh Kumar R/o Vill, 38, Jasola, Delhi age-27 yrs (6) Sunder Pal S/o Lt. Sh. Ved Ram R/o Vill. Jasola, Delhi age 27 Yrs (7) Devender S/o Khem Chand R/o Vill. 84, Jasola, Delhi age 31 Yrs (8) Satyawan Awana @ Dev @ Debu S/o    Dharam Pal Awana R/o 41, Vill. Naya Bans, Sec-15, NOIDA, UP had been involved in the incident at Surya Hotel on the morning of 13th Feburary. The injured persons and the accused persons are known to each other. They are all working as bouncers in pubs and restaurants. Both the parties had an altercation over friendship with a girl and the incident on 13th February was a result of this tussle. The Scorpio & Wagon R used in the incident by the accused persons have been recovered by the police. 

         Further investigation is in progress. The accused persons will be produced before the ACMM/SED and taken on police remand for the recovery of the weapon and any other vehicle used in the incident. All the accused persons are from a rural background and are 10th standard pass.

A HIGH PROFILE ROBBER ARRESTED, LARGE AMOUNT OF ARMS AND AMMUNITION RECOVERED.

Hari Nagar police of West District succeeded in arresting a high profile robber, who has been involved in robbery, illegal arms supply and Auto Theft cases. Large amount of arms and ammunition has been recovered from the possession of accused . He was arrested vide FIR No. 69/12 u/s 482 IPC and 25/25(54)/59 Arms Act.

INCIDENT, INVESTIGATION AND OPERATION

On 24/02/2012 at about 9.30 PM SHO/Hari Nagar Inspector Ramesh Chander got a secret information that some dangerous criminals in a Honda City car will soon enter into the area of PS Hari Nagar and they are carrying huge amount of illegal arms and ammunition. SHO Hari Nagar immediately brought the facts into the notice of ACP/Tilak Nagar, Sh. Pankaj Singh (IPS) ACP/Tilak Nagar,who directed him to constitute a strong team and make all necessary arrangements to apprehend the criminals. SHO/Hari Nagar constituted a team of SI Ugesh Kumar, I/C PP Hari Nagar, SI Rajender Parsad No.1829-D, ASI Satbir No 2562/W, HC Surender No798/W, HC Shashi Kumar No.1471/W, Ct. Subhash No.1409/W, Ct. Shailender1972/W and briefed them about the information received . The informer had specifically informed that criminals are very dangerous and they may open fire on the police party. SHO/Hari Nagar then cordoned off all areas of Hari Nagar with the help of QRT Van and Emergency Response Vehicles. A nakabandi near L-Block, Hari Nagar was made. At about 10.30 PM a silver colour Honda City car No. DL 3SC 3870 came at the spot and after noticing the police picket, driver of the car stopped the car and tried to escape. But vigilant and alert staff immediately overpowered him. On the preliminary search of accused a loaded pistol was recovered from the possession of accused. Documents of the car were checked. On investigation it was found that number plate was forged. In fact number plate of a scooter was put on the car for the purpose of committing crime. On further interrogation and checking, it was found that the car was stolen from the area of PS Rajender Nagar, New Delhi. The police team then took thorough search of the recovered car. On checking, huge amount of arms and Ammunition was recovered from the car. Passport of the accused has also been recovered which shows accused has visited many countries including USA, UK, Singapore and Thailand.



INTERROGATION Accused was immediately arrested on the spot. On his sustained interrogation he revealed that he is actively involved in the crime since 2009. He was previously arrested in a case of Robbery in the year 2009 at police station Rajouri Garden. Since then he is actively involved in cases of Auto Lifting, robberies and illegal arms supply in the National Capital Territory. Accused was produced in the court on 24.02.2012 and his four days Police Custody remand has been obtained from the court. He disclosed that he met many desperate criminals in the jail. On their request he procured Arms and Ammunitions. Further investigation is on to unearth the source of supply as well as his clients.

Staff involved in good work is being rewarded suitably.

A GANG OF EXTORTIONIST (PRESS REPORTERS) ARRESTED TAKING MONEY UNDER THE GUISE OF CRIME REPORTER: EXTORTED CASH Rs. TEN THOUSAND RECOVERED

With the arrest of 1. Mithun Singh Rajput S/o Sumer Singh R/o H.No. 286, Village Ujwa, Najafgarh, Delhi aged 24 years, and 2. Smt. Gursharan Kaur W/o Satwant Singh R/o H. No. 34, Green Enclave, Church Chowk, Chhatarpur, Delhi aged 37 years, the North East District police has busted a racket who was indulged in extortion by posing themselves as crime reporter of a weekly newspaper “Rashtra Ki Aawaj- Aaj Tak”. The extortion amount Rs.10, 000/-have also been recovered.



INCIDENT: - On 24.02.12, one complainant Smt. Kaushalya w/o (Late) Sh. Sushil Kumar r/o 30 Ft. Road, Gali No. 35, G-Block, West Karawal Nagar, Delhi, who runs a NGO “Jeevan Anmol- Nasha Mukti Kendra” at the above address, reported that on 24.02.12 at 11 AM, two persons claiming to be crime reporters of “Rashtra Ki Aawaj- Aaj Tak” came to their office and demanded cash for the smooth running of her NGO. She also reported that these reporters met her on 23.2.2012 and demanded cash otherwise they would stop the functioning of the NGO by highlighting in the media. On 24.2.2012 the so called reporters came again after finalizing the deal of Rs. 50,000/- and demanded the cash. Complainant handed over Rs 10,000/- to Mithun Singh Rajput, on which they demanded cash Rs. 30,000/- more. On this, complainant made a call to police. On receipt of information, ASI Ashok along with Ct. Yogender reached the spot and apprehended the accused persons. On casual search of them, extorted amount cash Rs. 10, 000/- of 500/- denominations recovered from them. INTERROGATION:- Both of accused persons were put on sustained interrogation, during which both of them accepted their involvement in the crime. Further it revealed that they used to threaten/blackmail the persons in the area to settle the matter with them or else they would highlight about them and get their deed exposed. Under fear, the victim generally used to settle the matter. During their search, identity cards claiming themselves as press reporters/MCD Councilors, mini laptop having mobile and video recording camera, one wrist watch having video recording camera, mobile phone and telephone diaries of govt. departments have been recovered. Prima facie it seems that they were running this racket since last couple of years. Further evidences are being collected to corroborate various revelation made during examination. RECOVERY:-

  1. Extorted amount Rs. 10,000/-

  2. Mini Lap top having mobile and video recording camera.

  3. One wrist watch having video recording camera.

  4. I/D card of Press reporter of “Rashtra ki Aawaj-Aaj Tak”.

  5. Visiting cards of press reporter.

  6. Mobile phone.

  7. Telephone diaries of govt. departments.

PROFILE:-

  1. Mithun Singh Rajput S/o Sumer Singh R/o H. No. 286, Village Ujwa, Najafgarh, Delhi aged 24 years is graduate. He is permanent resident of Village Ujaav, Najafgarh. He was earlier arrested in a quarrel case.

  2. Smt. Gursharan Kaur w/o Satwant Singh R/o H.No. 34, Green Enclave, Church Chowk, Chhatarpur, Delhi aged 37 years is metric pass and married.

TWO DESPERATE ROBBERS AND THREE PROCLAIMED OFFENDERS ARRESTED : TWO MOTORCYCLES INCLUDING ONE USED IN COMMISSION OF CRIME AND NINTEEN MOBILE HANDSETS RECOVERED

With the arrest of Kapil, aged about 20 years s/o Nain Singh r/o H. No. J-14, GAli NO. 4, Punjabi Basti, Anand Parwat, Delhi and (2) Naushad, aged about 30 years s/o Mohd. Nust r/o H.No. T-29/G, Gali Motor Wali, Baljeet Nagar, Delhi, Central District Police has solved a case of motorcycle jacking. 19 mobile handsets and 2 motor cycles have also been recovered at the instance of the accused persons.


TEAM & INCIDENT
A Team consisting of Inspr. Jagbir Singh, SHO/DBG Road, SI Parvesh Kaushik, HC Amit, Const. Gulab, Const. Nittu Singh, Ct. Chotte Lal, Ct. Ashish and Ct. Akshay / was constituted under the close supervision of Sh. Raja Ram, ACP/Pahar Ganj, Central District, Delhi.
In the intervening night of 23/24-02-2012, one Sh. Ved Parkash s/o Narayan Singh r/o H. No. 51 D, DDA Flats, Mata Sundri Road, Connaught Place, New Delhi reported to the police team, who was on patrolling duty near Faiz Road that three boys, who came on motorcycle had stopped him while he was going to his home on the motorcycle after attending a marriage in Parsad Nagar area. The accused persons started beating him and looted his belongings / purse and motorcycle and fled away from the spot. On this, a case vide FIR No. 32/2012 u/s 392/34 IPC was registered at P.S. DBG Road, Delhi and investigation was taken up.
INVESTIGATION

On receipt of this information, the police team swung into action and deployment/Nakabandi/barricade checking was also made. The police team deployed various sources and collected intelligence on such criminals. On the next day, a secret information was received that the accused persons, who were involved in this incident, would come near DDA Park, Rani Jhansi Road, Jhandewalan, Delhi. On this, a raid was conducted and the accused Kapil and Naushad were arrested by the police team. The motorcycle looted by them was also recovered from their possession. The motorcycle which was used in committing crime by the accused person has also been recovered from their possession. 19 mobile handsets and 6 I.D. proofs of various persons was also recovered. During preliminary interrogation, it has been revealed that these mobile handsets/I.D. proofs belong to different persons who have been robbed/stolen of mobile handsets along with their belongings by this gang of thieves/robbers in around New Delhi Railway Station and Karol Bagh/Sadar Bazar area.

During sustained interrogation, the accused persons disclosed their accomplice namely Vikky s/o Hans Raj r/o 1177, Gera Mohalla, Gali No. 11, Sadar Bazar, Delhi, who is a B.C. of P.S. Sadar Bazar, Delhi and has previously been involved in 29 cases of robbery, snatching, theft etc. of different police station in Delhi. Efforts are being made to arrest the absconding accused person also.
Further investigation / interrogation is in progress and more recoveries are likely.

THREE PROCLAIMED OFFENDERS ARRESTED

Naresh Datta, aged about 55 years s/o Late Prithvi Chand r/o T-253, Baljeet Nagar, Patel Nagar, Delhi, who had been declared a proclaimed offender in a case of FIR No. 628/07 u/s 302/34 IPC P.S. Patel Nagar by the court of Sh. Jitender Mishra, MM Tis Hazari Court on 22-5-2008 was arrested in the area of P.S. Patel Nagar on a tip off by SI Pawan Kumar and Ct. Narender of P.S. Patel Nagar, Central District, Delhi on 24-02-12.


In another incident one Govind Singh, aged about 26 years s/o Arjan Singh and (2) Vikram Singh, aged about 24 years s/o Arjan Singh r/o H. NO. 148, Gali Mem Wali, Katra Bariyan, Lahori Gate, Delhi, who were declared Proclaimed Offender by the Hon’ble Court of Sh. Devender Nain, MM, Tis Hazari Courts, Delhi on 09.01.12 in a case FIR No. 134/09 u/s 324/34 IPC, PS Lahori Gate was arrested on a tip off by ASI Dharamvir Singh and his team of PS Jama Masji, Central District, Delhi on 24-02-2012.

NEW CONCEPT OF “POLICE UNCLE”INITIATED


The childhood is the world of miracle or of magic, it is as if creation rose luminously out of the night, all new and fresh and astonishing. Self-esteem is the real magic wand that can form a child’s future. A child’s self-esteem affects every area of her existence. By inspiring these thoughts, the staff of sub-division Tilak Nagar, West District has initiated a new concept of “Police Uncle” in which the regular meetings with school children will be organized in the government schools under the jurisdiction of this sub-division on monthly basis. The motive behind the name of the concept is that the children called “Uncle” to her / his favorite person or near and dear. It is expected that behind this initiatives, the children will feel free and behave friendly with the police personnel / officers as they feel anxious to make relations with police officers / personnel. By keeping the anxiousness of children in mind, it was decided to organize such meetings to strengthen the school-going children by making them aware about the crime and Self Defence.

INAUGURATION

In this process, a meeting with the school-going children was held on 25/02/2012 at Govt. Girls Senior Secondary School, No. 01, Tilak Nagar was organized and headed by Sh. Pankaj Kr. Singh, ACP/Tilak Nagar & attended by SHO/Tilak Nagar in which the school children were convinced that the police is a friend of them who ensure their safety and security in the society so that they could be grow up in a secure and crime free living atmosphere. They were also make aware about the adverse aftermaths of criminal activities and suggested not to indulge in criminal activities and firmly but strongly fight against crime.

The old men can make war, but it is children who will make history. Keeping in view the same, the children were also briefed and encouraged by ACP/Tilak Nagar about the self-defence activities, which can be very useful to them in case of need, apart from police assistance. The representative of Delhi Civil Defence were also present in the meeting who also assured that they will assist the children to fight against crime and criminal activities.

With the arrest of Ranjan @ Bunty s/o Pradeep r/o H. No.T- 764, Mangol Puri, Delhi and Dharambir @ Tinku s/o Mohan Lal r/o H. No. N-962, Mangol Puri, Delhi, Anti- Snatching Cell, Outer District headed by Insp S S Rathee under the supervision of ACP Sh. Ved Prakash, Delhi, has worked out four cases of snatching and one case of motor vehicle theft.


1. INCIDENT & INVESTIGATION.

On 24.02.12, a team of Anti-Snatching Cell Outer District, Delhi comprising of SI Sumit Kumar, Ct. Mahesh, Ct. Krishan, Ct. Satender Mann, Ct. Sanjay & Ct. Vikrant headed by Insp. S.S. Rathee and supervision of Sh. Ved Prakash ACP Operations, Outer District was on Anti-Snatching Checking near Rithala Metro Station, Prashant Vihar, Delhi. Two persons later on identified as (1) Ranjan @ Bunty s/o Pradeep r/o H. No.T- 764, Mangol Puri, Delhi and (2) Dharambir @ Tinku s/o Mohan Lal r/o H. No. N-962, Mangol Puri, Delhi, came on a Black coloured Pulsar motorcycle bearing Registration No DL6S-AB-8812. Accused Dharambir @ Tinku was riding the motorcycle while Ranjan @ Bunty was pillion rider. They were asked to produce documents related to the ownership of the motorcycle, but they could not provide any document. On sustained enquiry, they revealed that this is a stolen motorcycle which was stolen by them from the area of P.S. Adrash Nagar. The motorcycle was found stolen vide Case FIR No. 344/11u/s 379 IPC PS Adarsh Nagar, Delhi. They were interrogated & arrested u/s 41.1(D)/102 CrPC. On frisking of the accused persons, the following mobile phones were also recovered which later on matched to the cases as mentioned against each.



  1. One Samsung Mobile Phone reportedly snatched vide Case FIR No. 16/12 u/s 356/379/34 IPC P.S. Prashant Vihar, recovered from accused Ranjan @ Bunty.

  2. One Nokia Mobile Phone reportedly snatched vide Case FIR No. 48/12 u/s 356/379/34 IPC P.S. North Rohini, recovered from accused Ranjan @ Bunty.

  3. One Nokia Mobile Phone reportedly snatched vide Case FIR No. 164/11 u/s 356/379/34 IPC P.S. Vijay Vihar, recovered from accused Dharambir @ Tinku.

  4. One Samsung Mobile Phone reportedly snatched vide Case FIR No. 11/12 u/s 356/379/34 IPC P.S. South Rohini, recovered from accused Dharambir @ Tinku.




  1. INTERROGATION & MODUS OPERANDI

On sustained interrogation, the accused persons disclosed that they belong to economically weaker section, due to this they could not get good education and hence could not get any job for regular source of income. For easy money they got indulged in snatching. Both accused used to conduct recci of targeted area such as residential and market areas to get an idea of the entry and escape route for commission of the crime. They used to identify soft targets like house wives/office goers. They were using stolen M/Cycle for committing the crime.
