The Division of Purchasing is requesting quotes on behalf of Idaho Public Television (IPTV) for the purchase of one (1) Unified Metadata Generator System, as further detailed below.

Award Basis and Term


Award shall be made to the responsive responsible vendor with the lowest Total Cost, as provided on Exhibit B, Price Sheet for a term of one (1) year of service and support and must provide pricing for a minimum of five (5) additional optional years of service and support.

Quotes submitted by any means other than IPRO must be accompanied by a signed State of Idaho Signature Page.

Specifications for Unified Metadata Generator System

5 General:
5.1 System offered must natively generate; ATSC A/65 PSIP, Signaling, Announcement and Emergency Alert System (EAS) as defined by ATSC A/153.
5.2 Vendors submitting quotes shall offer equipment from manufacturers that have been actively engaged in the manufacture of similar equipment for at least the past ten (10) years.
5.3 The manufacturer of the offered equipment must maintain replacement parts and provide product support for a period of at least five (5) years after delivery of system.
5.4 The vendor shall include all warranty policies for all equipment items in their quote.
5.5 Vendor shall provide a deliverable, described in Exhibit C, which addresses compliance with each specification along with any supporting documentation.
6 Basic Requirements:
6.1 The system provided shall support ingest of existing Pro-Track Programming Schedule data via Programming Metadata Communication Protocol (PMCP) over Ethernet and, if utilized, for both ATSC and Mobile Broadcasts.
6.2 The system provided shall support a Linux Based Operating System.
6.3 The system provided shall generate an ATSC compliant PSIP Table that is compatible with any

ATSC multiplexer or ATSC encoder platform. (IPTV currently employs Ericson encoding and multiplexing solutions.)


6.4 The system provided shall support metadata generation for multiple broadcast transport streams with selectable time zones per transport stream and shall support transmission of multiple transport streams via DVB- ASI and Ethernet interfaces as follows:

- Dual ASI outputs and shall have a minimum of four (4) NIC cards:

- ASI Output #1 - Mountain Time Zone

- ASI Output #2 - Pacific Time Zone

- Ethernet NIC #1 - Management Port to Synchrony Mobile Network Adapter (MNA)

- Ethernet NIC #2 - Provide ESG & M-EAS messages to Synchrony MNA

- Ethernet NIC #3 - ProTrack Data via PMCP

- Ethernet NIC #4 - Digital Alert Systems EAS Interface

6.5 The system provided shall be accessible via Internet/Intranet and support Web-based, multi-user activity to update DTV Event Programming and overall Network Configuration.
6.6 The system provided shall interface with Digital Alert Systems for Mobile-Emergency Alert System (M-EAS) messages and must support Non-Real Time (NRT) features sending text and video alerts.

6.7 The system provided shall be capable of a software option to send Electronic Service Guide (ESG) metadata & M-EAS to a Harris Synchrony MNA via Ethernet and shall provide an error event notification via SNMP and SMTP Protocols by that same optional software. The system offered shall have the ability to perform this function, but Idaho Public Television will not be purchasing this option at this time.

6.8 Intuitive graphical user interface that shall eliminate the need for extensive ATSC PSIP training for IPTV staff.
6.9 Consistent PSIP data generation and error detection/prevention.
6.10 Flexible editing options for program discrepancies or last minute changes that allow changes and edits to PSIP data.
6.11 Ability to merge data from multiple sources with user specified prioritization and data conflict resolution, described in section 6.4.
6.12 Ability to provide redundancy for protection against system crashes and hardware errors.
6.13 Ability to maintain its clock synchronized to station time via the following mechanisms:

Simple Network Time Protocol (SNTP)

This Price Sheet must be submitted with your quote, whether the submission is manual or electronic through the Idaho eProcurement System (IPRO).
