PARTY UNION OF NATIONAL FORCES OF GEORGIA - CONSERVATORS WITHDREW ITS APPLICATION FOR PARTICIPATION IN THE ELECTIONS FROM CEC
Tbilisi, 20 February ‘04, Black Sea Press. - Party Union of National Forces of Georgia - Conservators led by Zviad Dzidziguri withdrew from Central Election Commission (CEC) its application for participation in the Parliamentary elections of March 28. As Kakha Kukava, representative of the Party in CEC, told Black Sea Press, they withdrew the application, because about 5-10 members of Union of National Forces of Georgia - Conservators would stand for MPs within the lists of Party National Movement led by the current President Mikheil Saakashvili. According to Kakha Kukava, term of presentation of applications in CEC on joining any electoral bloc expired on February 21, and the Union of National Forces of Georgia - Conservators had no time to complete consultations with the National Movement on establishment of the joint bloc. Kakha Kukava declared that the issue would be settled after the Parliamentary elections. 46 Parties have been registered in CEC for participation in Parliamentary elections in Georgia of March 28.
CoE SECRETARY GENERAL RECOMMENDS THAT GEORGIAN AUTHORITIES LOWERED BARRIER FOR PARLIAMENTARY ELECTIONS BY FIVE PERCENT
Tbilisi, 19 February ’04, Black Sea Press. - Today CoE Secretary General Walter Schwimmer met with Georgian President Mikhail Saakashvili and discussed the issue of lowering the seven-percent barrier for political parties running for parliament to five percent. Presently to win the parliamentary elections a party or a bloc needs seven percents of votes of the total amount of voters. I have stated my position to the president, he said, but failed to achieve the president's consent on the point. Probably the Georgian government is not going to reduce the barrier, as Mikhail Saakashvili explained that small parties would not be able to overcome even the five-percent barrier, he said to journalists. To my mind the barrier should be lowered. If the government refuses to do this, I would recommend the political parties standing on the same platform to consolidate to run for parliament.
WALTER SCHWIMMER IS SATISFIED WITH CEC ADMINISTRATION WORKING AND HOPES ON HOLDING BETTER ELECTIONS
Tbilisi, 19 February ’04, Prime-News. – Secretary General of Council of Europe Walter Schwimmer is satisfied with CEC administration working and hopes on holding better elections than the previous one. Walter Schwimmer declared about this after meeting the chairman of the Central Election Commission Zurab Chiaberashvili on Thursday. As Prime-News was informed from the CEC, the sides discussed issues regarding future parliamentary elections. According to Schwimmer, formation of voter lists is one of the most important issues. In addition, the sides discussed the theme of district and regional commission staff and the issue of election process transparency.
CEC Postpones Deadline for Registration of Election Blocs
Tbilisi, 19 February ’04, www.civil.ge. - The Central Election Commission (CEC) moved deadline for the political parties to be registered as election blocs from February 19 to February 21. Thus the political parties will have more time to choose the political partners for the upcoming March 28 parliamentary elections. The particular political parties are presently holding consultations over the creation of election blocs. Prime Minister and leader of the United Democrats Zurab Zhvania said today, that the United Democrats and President Saakashvili’s National Movement do not intend to form a bloc before the upcoming parliamentary elections and plan to participate in the elections through a joint party list.

CHAIRMAN OF "NATIONAL INDEPENDENCE PARTY" IRAKLI TSERETELI IS PLANNING UNIFICATION OF THE OPPOSITION POWERS
Tbilisi, 19 February ’04, Prime-News. - Chairman of "National Independence Party" Irakli Tsereteli is planning unification of the opposition powers. As Irakli Tsereteli stated at the press conference on Thursday, the party is holding negotiations with several opposition powers in order to oppose the tendency of "demonstrating" violence in the country with joint forces. According to him, the fact of proposing amendments to the Georgian constitution and reinstating the Ministers' Board in the country without the public discussion is an unforgivable mistake of the president Michael Saakashvili and his supporters. He stated that unification of all opposition powers is necessary for defeating the government's illegalities. Tsereteli noted that he does not consider the March 28 repeated parliamentary elections as legitimate and imposes boycott on it.
PARLIAMENT OF GEORGIA DISCUSSED IN THE FIRST READING ELECTION CODE
Tbilisi, 18 February ’04, Caucasus Press. - The parliament of Georgia today has considered the amendments to the Election Code in the first reading. The bill was presented by chairman of CEC Zurab Chiaberashvili. The amendments mainly have technical character and concern compiling electors’ registers, invalid ballot papers and the order of appointing secondary elections. Representatives of opposition factions demanded to make amendments to the Election Code concerning changing of the principle of election administration staffing hat was not supported by majority. It cased a sharp reaction of the opposition. Leader of traditionalists Akaki Asatiani warned the ruling forces they would share the fortune of the former government if they did not pursue democratic policy.
