22.REPRESENTATIVES OF "YOUNG LAWYERS ASSOCIATION" RECORDED VIOLATIONS AT SEVERAL POLLING STATIONS OF KVEMO KARTLI
Tbilisi, 28 March ’04, Prime-News. - Representatives of "Young Lawyers Association" recorded violations at several polling stations of Kvemo Kartli. As the representative of the mentioned organization Tea Khutsishvili declared at the press conference, about 200 voters were trying to vote without marking at 36th polling station of Gardabani region; district election commission was backing the idea though after insistent request of observers voting without marking failed to take place. According to Khutsishvili, polling commission of Gardabani 55th polling station fail to know even elementary procedures of voting. One voter dropped bulletins instead of other members of the family at Marneuli 29th polling station. Observers noticed dropping of extra bulletins at Marneuli region village Takalo and Marneuli 40th polling station. As for Gardabani 53rd polling station, voters participate in the elections without ID cards. One could notice policemen, population voted without sufficient documentations and marking fails to take place at Bolnisi 32nd polling station.
23."LABORISTS" CALLING UPON SUPPORTERS TO HOLD PROTEST ACTIONS
Tbilisi, 28 March ’04, Prime-News. - "Labor Party" is calling upon supporters to hold protest actions in front of CEC office after ending of election process. As one of the leaders of "Laborists" Gela Danelia declared at the press conference, calling upon population does not mean blackmailing over central election commission. According to him, "Laborists" want the authorities to know that people will come out and arrange new revolution in case the elections are falsified totally. According to Danelia, lots of violations are already recorded in Tbilisi as well as various regions of Georgia. Certain polling stations started election process with already filled polling boxes in Kvemo Kartli while armed people were oppressing voters in Khobi region, Laborist leader noted. According to Gela Danelia, threatening against "Labor Party" from authorities is even proved by raiding of Tbilisi Mtatsminda region office and armed attack over Zestaponi coordinator of laborists. "Labor Party" decided to mobilize supporters and hold protest actions after ending of election process.
Tbilisi, 28 March ‘04, Caucasus Press. - CIS observers report a progress in compilation of voters' lists as compared to the previous parliamentary elections. At the same time, the observers note that in many districts the number of ballots exceeds the number of voters. The observers have not yet registered any serious violations. They reported low turnout of voters in the morning. Eighty six observers from 10 CIS states, except Uzbekistan and Moldova, monitor the elections.
Tbilisi, 28 March ’04, Inter-Press. - According to the CEC reports, polling stations haven't been opened in the Kodori Valley yet, since the helicopter was unable to bring ballot papers to the polling stations because of the bad weather. The helicopter flew from Tbilisi to the Kodori Valley on March 27. Three polling stations are in three villages of the Kodori Valley : Chkhalta, Azara, Genchvisi. […] The CEC reports that the polling stations will be opened in the Kodori Valley as soon as election ballots are brought to the polling stations.
26.ELECTIONS DELAYED IN LANCHKHUTI
Tbilisi, 28 March ’04, Inter-Press. - The Chairman of the Central Election Commission (CEC) of Georgia Zurab Chiaberashvili said on Sunday that voting procedures have been delayed at #23 and #24 polling stations of the Lanchkhuti region, west Georgia. The delay was connected to a murder in a village in which the two polling stations are opened. Chiaberashvili said that family members of the killed person early on March 28 held protest rallies in front of the polling stations, preventing the election commissions from starting their work.
Tbilisi, 28 March ’04, Inter-Press. - The Georgian Labor Party claims that outcomes of the exit polls being organized during the March 28 parliamentary elections were preliminarily agreed with the Soros Foundation. The Labor Party has sent warning letters to the Institute of Polling and Marketing (IPM-Georgia), Business Consulting Group-Research (BCG-Research) and Faculty of Psychology and Social Science at the Chavchavadze State University of Language and Culture, which are carrying out the exit polls on the election day. The letter reads that rigging of the exit poll results will damage Georgia's international image and 'this may appear a costly mistake for us'. 'We request you at a rather important time for the country not to allow anyone to manipulate the election results in the name of your organizations. Otherwise, we will have to stage protest rallies in front of your organizations,' reads the letter.
"ELECTIONS A TEST FOR EACH CITIZENS"
Tbilisi. 27 March’04, www.rustavi2.com - Mikheil Saakshvili, the President of Georgia continues the pre-election meetings with the citizens of Georgia. Today Mikheil Saakshvili will leave for Tsalenjikha, the Samegrelo Region, where he will hold pre-election meetings. Yesterday late at night the President of Georgia addressed to the citizens; Mikheil Saakashvili called on the population to actively participate in the elections. Mikheil Saakashvili declared that Georgia should hold truly fairy and democratic Parliamentary Elections on March 28. The President of Georgia assessed the Parliamentary Elections as "the test for each citizens and politicians".
ELECTION ADMINISTRATIONS READY FOR PARLIAMENTARY ELECTIONS
Tbilisi. 27 March ’04, Inter-Press. - Election administrations are ready to hold March 28 Parliamentary elections. Technical preparation works have been already completed, Head of CEC Zurab Chiaberashvili said at the press conference while estimating the pre-election activities. According to the CEC data 2,266,279 voters have been registered throughout the country by this time and 3,181,300 ballots have been issued - exceeding the total number of the registered voters. Besides, 4600 Braille printed ballots have been issued and 328, 100 ballots have been printed in the Georgian-Armenian and Georgian-Azerbaijani languages. Chiaberashvili stated that special trainings were held for the administration members in order to provide complete election procedure. 30, 657 precinct and district commission members have undergone the trainings. The CEC chairman promises that no election fraud will occur on the Election Day, though remarks, that in such cases strict measures will be taken. Despite this, Chiaberashvili doesn't exclude violations. Chiaberashvili voices hope that voters' high turnout will be fixed on the Election Day, since the CEC has held an active information campaign for that purpose.
