The British non-governmental organization LINKS to observe the March 28 repeated parliamentary elections Tbilisi, 9 February’04. Prime-News - Ten-person team of the British non-governmental organization Links, which will be led by the member of the British Diplomatic Service Stephen Nash, will observe the forthcoming repeated parliamentary elections in Georgia scheduled for March 28. As Prime-News was informed in Tbilisi organization of LINKS, this announcement comes a few days after the publication in London of the report of LINKS on the 2003 parliamentary elections and the 2004 presidential elections in Georgia, which covers different aspects of the election process and is based on a comprehensive observation effort over a period of three months. According to them, a spokesperson for LINKS in London declared that for many years LINKS has worked in Georgia on many issues, including the process of democratic state-building and that the forthcoming parliamentary elections would show once and for all the state of democracy in the country.  CEC REGISTERED 47 PARTIES FOR PARLIAMENTARY ELECTIONS Tbilisi. 07 February ’04, Inter-Press. - The Central Election Commission (CEC) of Georgia has registered 47 political organizations wishing to run for the parliamentary elections scheduled for March 28. The CEC refused to register six parties - Party for People's Friendship and Justice (led by Nodar Gurgenidze); Georgia's Right Development Party - Future (led by Badri Tsertsvadze); Women Protection Union (led by Nargiza Gvalia); Royal Crown (led by Ia Bagration-Mukhraneli) and Georgian Lawyers (led by Kartlos Gharibashvili). The six parties were refused to be registered as they failed to submit lists with signatures of 50,000 supporters. […] Registered partied will submit an application about creating an election bloc with its charter until February 14. SWEDEN TO COMMISSION OBSERVERS FOR GEORGIAN AND RUSSIAN ELECTIONS Stockholm. 07 February ’04, Caucasus Press. - The Swedish government has decided to assign its observation missions for presidential elections in Russia (March 14, 10 observers) and parliamentary elections in Georgia (March 28, 6 observers). The decision followed OSCE's request.  THREE ORGANISATIONS COULD NOT SUBMIT SIGNATURES OF THEIR SUPPORTERS TO CEC Tbilisi. 04 February ’04, Caucasus Press. - Three organisations could not submit 50 thousand signatures of their supporters to CEC. As CAUCASUS PRESS was informed in the press-centre of the Central Election Commission, today at 6 p.m the term of submitting signatures for parties that have no representatives in the parliament expired. Such organisations as , the Union of Women Protection and the party of people friendship and justice did not submit signatures. By present time CEC has registered 44 subjects of the elections. The term of registration for participation in the parliamentary elections expires on February 7. INTEGRATION OF NATIONAL MOVEMENT AND UNITED DEMOCRATS POSTPONED Tbilisi. 04 February ’04, Black Sea Press. - Worth mentioning, leaders of National Movement and United Democrats declared on Tuesday morning that the congress would be held. Kote Kemularia, chairman of Parliamentary faction of National Movement - Movement for Democratic Reforms, told journalists that participants of the congress were to prepare common strategy of the two political forces, to discuss joint electoral lists and preparation for Parliamentary elections of March 28. “The society expects consolidation and establishment of the force for support to implementation of the Presidential program of democratic reforms that the President took responsibility for”, - Kote Kemularia said. “We, the Presidential team, must share the political responsibility, in order to establish firm ground for the Head of the State”, - he stressed. Vice-Speaker of Parliament Gigi Tsereteli, an active member of United Democrats, reported that official announcement of integration, its leader and possibly its title were expected at the congress. He noted that structure governing bodies and program were likely to be discussed at the next meeting, possibly in the format of the congress as well. As Central Election Commission (CEC) of Georgia reported, National Movement and United Democrats could establish electoral bloc. Applications are received till February 14. They said in CEC that if the two political forces established one in the nearest future, they could present in CEC lists of their candidates for MPs on behalf of those two political organizations already registered for participation in the Parliamentary elections. LABORITES WANT MATERIALS ON RIG OF PARLIAMENTARY ELECTIONS PUBLISHED Tbilisi. 05 February ’04, Caucasus Press. - Badri Niauri, Laborite member of Central Electoral Commission claims that the parliamentary elections may be postponed. Niauri told journalists today that the international firm IFES, which currently works on the electronic version of voters' lists had participated in the rigging of 2 November parliamentary elections and in fact provoked the Revolution of Roses. The Laborite said that his party plans to ask the General Prosecutor to hold a neutral position for several hours and publish the files of the criminal case on rig of 2 November parliamentary elections. He claims that by the current arrests the administration seeks to cover more considerable crimes. 26 POLLING STATIONS TO BE OPENED IN FOREIGN COUNTRIES FOR THE PARLIAMENTARY ELECTIONS Tbilisi, 02 February ’04, Prime-News. - On Monday the Central Election Commission made decision on opening 26 polling stations in foreign countries for the March 28 repeated parliamentary elections. In compliance with the CEC decision, the polling stations would be formed in Vienna, Baku, Washington, New-York, Brussels, Berlin, London, Ankara, Istanbul, Tel-Aviv, Rome, Vilnius, Athens, Paris, Tashkent, Kiev, Odessa, Donetsk, Lugansk, Astana, Geneva, Yerevan. In addition, three polling stations would be opened in Moscow and Moscow region and one in Saint Petersburg. As the CEC chairman Zurab Chiaberashvili stated at the session, 26 polling stations were opened abroad for the January 4 presidential elections. The Supreme Court nullified results of the proportional polling of the November 2 parliamentary elections; the repeated elections are scheduled for March 28.
