PARTY OF UNITED DEMOCRATS WITHDREW FROM CEC ITS APPLICATION FOR PARTICIPATION IN PARLIAMENTARY ELECTIONS OF MARCH 28
Tbilisi, 25 February ’04, Black Sea Press. - Party of United Democrats led by Zurab Zhvania, Prime Minister of Georgia, withdrew from Central Election Commission (CEC) its application for participation in Parliamentary elections of March 28. Candidates for MPs from the United Democrats will stand for membership in Parliament within the lists of National Movement led by Mikheil Saakashvili, President of Georgia. As Davit Tkeshelashvili, representative of Parliamentary faction of United Democrats, told Black Sea Press, the two Parties planned integration that would be officially announced at the congress. The Party will be entitled Democratic National Movement. Davit Tkeshelashvili stressed that the lists of candidates would not be filed under “quota” principle. Presentation of electoral list will not take place either - the list will be presented in CEC. Term of presentation of electoral lists in CEC expires at 6 p.m. of February 26.
LABORISTS READY TO IMPOSE BOYCOTT ON THE PARLIAMENTARY ELECTIONS, IF OTHER OPPOSITION PARTIES ACT ANALOGICALLY
Tbilisi, 24 February ’04, Prime-News. - "Labor Party" is ready to impose boycott on the March 28 repeated parliamentary elections, if all opposition parties that have submitted applications in the Central Election Commission for participation in this elections act analogically. One of the leaders of Labor Party, member of Tbilisi Sakrebulo George Gugava stated about this at the press conference on Tuesday. George Gugava believes that the boycott would be a serious blow to the current government of the country and the governing political group, "that will be left alone and will not be able to stay in power for a long time". According to him, the assumption that the Georgian opposition is week and incapable is false. At the same time, Gugava declared that the Labor Party would not only boycott the elections, but also yield its mandates to those, who are in the government at present.
IRAKLI MINDELI: "SOCIALIST PARTY" WILL COMPETE FOR VICTORY IN THE MARCH 28 REPEATED PARLIAMENTARY ELECTIONS INDEPENDENTLY
Tbilisi, 24 February ’04, Prime-News. - In compliance with the decision of "Socialist Party" regional organizations and the chief committee the party will compete for victory in the March 28 repeated parliamentary elections independently. As the party chairman Irakli Mindeli stated at the session of "Socialist Party" committee, the party members had suggestions from other political entities, however in case Socialists participate in the elections independently, the fact of refreshing the party with the new figures will be guarantee of the victory. According to him, the party is ready to compete in such unequal conditions, when the government does not even want to give the opposition single seat in the election administration. "The elections must confirm that "Socialist Party" is strong and able to gain people's trust" Mindeli said.
MARCH 28 ELECTIONS SHOULD BE LAST ELECTIONS TO BE HELD WITH ADDITIONAL VOTER LISTS - COE OBSERVERS
Tbilisi, 29 February ’04, Inter-Press. - The pre-election delegation of the Council of Europe Parliamentary Assembly regards that the March 28 parliamentary elections should be the last elections in Georgia to be held with additional voter lists. According to the statement of the delegation, the Central Election Commission of Georgia has provided better conditions for the March 28 parliamentary elections than in case of the fraudulent November 2 elections. Head of the delegation Matyas Eorsi welcomed the efforts made to create a computerized voters register, 'and although same day registration of voters on Election Day can still not be abolished, this is a point of marked progress over previous elections'. Besides the delegation welcomed 'the work done to ensure the participation of minorities in these elections especially the availability of ballots and all other election materials in Azeri and Armenian in the minority areas'. The Parliamentary Assembly will send a 30-member delega-tion to observe the elections on 28 March 2004. The Assembly wants once more to express its willingness to assist the authorities to develop parliamentary democracy in Georgia.
PACE CONCERNED OVER GEORGIA’S FAILURE TO FOLLOW RECOMMENDATION
Tbilisi, 27 February ’04, www.civil.ge. - In its statement issued on February 27 the pre-election delegation of the Parliamentary Assembly of the Council of Europe (PACE) states that it “is deeply concerned that the new authorities did not follow up on crucial recommendations it made after the last elections.” “The delegation therefore strongly believes that, if there is the political will, these recommendations can still be implemented by the new authorities, if necessary through an extraordinary session of the current parliament,” the statement reads. The Assembly called the Georgian authorities for adoption of measures that ensure the unbiased composition of the CEC and lower level election commissions. The PACE also urged for reduction of 7% threshold, necessary for securing seats in the Parliament. “Pluralist democracy cannot function without a viable opposition. With the current 7% threshold to enter parliament, combined with a fragmented opposition, there is a real risk that the upcoming elections will result in a one party parliament,” the statement says. “The delegation can see no reason why the authorities should oppose lowering the threshold from the high 7% to 4% or 5%, which is the average in European democracies and calls upon the authorities to lower this threshold.” The delegation condemned the recent violence in Adjara Autonomous Republic, when the offices of the opposition movements were violently raided in the Adjarian capital Batumi. “The delegation condemns events in Adjara and calls upon the Authorities in Batumi to guarantee that free and fair elections, including election campaigning, can be conducted in the Autonomous region of Adjara. The delegation equally calls upon all parties to abstain from violent confrontations,” the PACE pre-election delegation’s statement reads. The delegation stated that it was pleased to note that progress was made in other areas relating to the forthcoming elections. “The efforts made to create a computerized voters register are to be welcomed, and although same day registration of voters on Election Day can still not be abolished, this is a point of marked progress over previous elections.” The Parliamentary Assembly will send a 30-member delegation to observe the elections on 28 March 2004.
ZURAB ZHVANIA DOES NOT SEE PROBLEM IN REDUCING ELECTION BARRIER FOR PARTIES
Tbilisi, 27 February ’04, Caucasus Press. - Prime-Minister of Georgia Zurab Zhvania does not exclude holding of the special session of the parliament to discuss recommendations of the Council of Europe concerning the parliamentary elections on March 28. As he has stated today after the meeting with head of PACE monitoring group Matyas Eorsi, he does not see the problem in reducing 7% barrier to 5%. At the same time he has noted the opposition does not raise this question. According to Zhvania, the government of Georgia shares the second recommendation of the Council of Europe concerning staffing election administrations on professional basis. He promised the recommendations would be discussed with President of Georgia. <If we have time, possible the special session of the parliament will be held to consider these issues>, the premier said. Zhvania does not consider the situation in Georgia is dramatic as PACE mission considers.
HEAD OF THE MONITORING GROUP OF THE CoE PARLIAMENTARY ASSEMBLY MET WITH THE OPPOSITION PARTIES ON FRIDAY

As one of the leaders of "Labor Party" Gela Danelia told journalists after the meeting, pretensions with partiality of the previous elections, as well as the future plans and upcoming parliamentary elections were discussed with Eorsi. According to him, "Laborists" hope that the monitoring group would be more "democratic and impartial" while evaluating the March 28 repeated parliamentary elections, than it was during the previous government. One of the leaders of "Democratic Revival Union", head of Ajara representation in Tbilisi Hamlet Chipashvili told journalists that the monitoring group of the CE Parliamentary Assembly shares their position that the future elections should be held without any strain. "Council of Europe's" position is that the opposition, as well as the government must exercise maximum restraint from confrontations", he declared. According to the leader of the election bloc "NDP-Traditionalists" Akaki Asatiani, with Matyas Eorsi he discussed fair staffing of the election commissions, which is not realized at present. One of the leaders of the bloc "Right-wing opposition – Industrialists, News" Pikria Chikhradze stated that position of the Council of Europe monitoring group is more realistic and critical this time. UNDP TO REALIZE SEVERAL PROJECTS IN CONNECTION WITH THE MARCH 28 REPEATED ELECTIONS WITH THE FUNDS ALLOCATED BY THE EU
Tbilisi, 27 February ’04, Prime-News. – The UN Development Program (UNDP) will realize several projects in connection with the March 28 parliamentary elections in the framework of 2 million euro aid allocated by the European Union for holding the elections in Georgia. As the chief advisor of the UNDP Ched Flego stated at the press conference held at "Election Media Center" on Friday, the election administrations will be assisted with communication equipments, telephones and computers. According to him, the work is underway for elaborating mechanism for publication of the elections results in shorter terms, in particular, for hastening the procedure of delivering protocols from the election districts to the CEC. According to Ched Flego, the UN Development Program is also working on the gender program for involving women in political decision-making process. As the Ambassador of the European Union to Georgia Torben Holts stated at the press conference, at Maastricht summit of last year the OSCE made decision on allocating 2 million euros as the immediate aid for holding the January 4 presidential and March 28 parliamentary elections in Georgia. Tbilisi, 27 February ’04, Prime-News. – At the session of the Central Election Commission on Friday representative of "Democratic Revival Union" Zurab Abashidze was elected as the deputy chairman of this body. Abashidze shifted at this post another representative of "DRU" Givi Komakhidze. "DRU" appointed member of the party Zaza Toidze as its re-presentative in the CEC. "Democratic Revival Union" has three representatives in the CEC.
ELECTIONS FACE THREAT UNLESS CENTER-REGION TENSION IS OVERCOME
Tbilisi, 27 February ’04, Inter-Press. – Hamlet Chipashvili, a representative of the Union of Democratic Revival, led by Adjarian leader Aslan Abashidze said that the conduct of the March 28 parliamentary elections face a serious threat unless relations between the central authorities of Georgia and the Adjara’s leadership are regulated. Chipashvili said that the tension between the center and the region should be overcome by all means. ‘Only after this it will be possible to hold normal and democratic parliamentary elections in Adjara,’ he added. ‘The Revival Union will clear the 7 % election barrier throughout Georgia,’ Chipashvili emphasized.
NDPG-TRADITIONALIST HAVE NO REPRESENTATIVE IN CEC
Tbilisi, 27 February ’04, Caucasus Press. - Electoral bloc says they refused from concluding a deal with the government and were left without their representative in the CEC. Bloc leader Akaki Asatiani said at today's press-conference that the absence of their representative in the CEC reduces democracy level and increases possibility of election fraud. Asatiani said that out of 15 CEC members, 10 represent the government. he said, assuming that the government can use the CEC to rig election results.
'THE GREEN PARTY OF GEORGIA' TO START PREPARATION FOR THE LOCAL SELF-GOVERNANCE ELECTIONS
Tbilisi, 28 February ‘04, Inter-Press. - 'The Green Party of Georgia,' which is not running in the March 28 Parliamentary elections, will start preparation for the local self-governing bodies in the nearest future. The party plans to launch reorganization on March 1. Head of the party Gia Gachechiladze told Inter-Press that their party sees no sense in running in the elections, because the new government has considered not a single recommendation of the OSCE. Besides, the new CEC is staffed by the new government representatives only and the Parliament has left the election barrier unchanged, i.e. 7%.

The coalition groups 11 members. New Rights Faction Chairman Mamuka Katsidze said at today's briefing that the new faction will be headed by a council of four members: two co-chairmen and two secretaries. The unification of the factions followed the merger of Industrialist and New Rights parties in one election bloc
CEC HAS REGISTERED OBSERVERS
Tbilisi. 23 February ’04, Caucasus Press. - The Central Election Commission has registered OSCE and the organisation-observer at the parliamentary elections on March 28. As chairman of CEC Zurab Chiaberashvili said, OSCE had been granted an official status and could monitor the elections. The observer status has been granted to five Georgian NGOs - the International Centre of Civil Culture, the Centre for Protection of Democratic Principles and Human Rights, , the Institute of Problems of Refugees and Migrants and the Union .

Berdzenishvili said to a BLACK SEA PRESS reporter that the members of the “Republican Party” were going to run for parliament on the party ticket of the “United National Movement” (leader MikhailSaakashvili). He added that rather a solid group of “republicans” would be represented in the “National Movement” party ticket.
Tbilisi. 23 February ’04, Caucasus Press. - Five political blocs and 37 parties will participate in the 28 March parliamentary elections. The CEC told CAUCASUS PRESS that the term of submission of applications for blocs expired yesterday and blocs will be registered today. Political movement Ertoba (Unity) and Intellectual League were the last to file their bloc forming application. Prior to this, National-Democratic Party - Traditionalists had filed submitted their application. Bloc Freedom groups Monarchists and Monarchist-Conservators; bloc Rightist Opposition - Rights - Industrialists unites New Rights and Industry Will Save Georgia; bloc National Revival groups the Helsinki Union and God Children's Union. Labourites and Socialists refused to form alliances with other parties. United Democrats will get self-liquidated and will run for parliament by United National Movement's straight ticket.

PRESENTATION OF MODEL ELECTION COMMISSION HELD IN TBILISI DIDUBE ELECTORAL DISTRICT
Tbilisi, 23 February ‘04, Black Sea Press. - Presentation of the model election commission in membership of students trained in Central Election Commission (CEC) was held in Tbilisi Didube electoral district No. 3 today. As Zurab Chiaberashvili, chairman of CEC, said at the presentation ceremony, there were 11 members of the commission, students of different Tbilisi high educational establishments. Zurab Chiaberashvili said that smaller membership, 11 instead of general 15 members, was purposeful, because CEC wished to demonstrate sufficiency of small, but skilled commission for both preparation and holding of the elections. After results of work of the model commission are evaluated, prospects of set up of similar commissions will be discussed. The members were chosen at competition in CEC. The future members if the model commission were trained and they studied the Electoral Code of Georgia, regulations of count of votes and filing of the final document. ELECTION OBSERVERS URGE TO INVESTIGATE VOTE IRREGULARITIES
Tbilisi. 23 February ’04, www.civil.ge - The non-governmental organization of Georgian Young Lawyers’ Association (GYLA), which monitors elections in Georgia, demanded from the authorities to investigate the mass ballot fraud, which took place during the November 2 parliamentary elections last year. “Investigation of violations and punishment of the guilty should become a precondition for free and fair parliamentary elections [scheduled for March 289],” Tina Khidasheli of the GYLA said at a news briefing on February 23. The GYLA presented today a final report of the January 4 snap presidential polls, which claims that that the presidential elections, were much batter organized, then the November 2 parliamentary polls.
LEADER OF THE NEW RIGHTS SAID THAT RIGGING OF PARLIAMENTARY ELECTIONS IN GEORGIA OF MARCH 28 WAS POSSIBLE
Tbilisi, 23 February ‘04, Black Sea Press. - Davit Gamkrelidze, leader of electoral bloc Right-Wing Opposition: Industrialists - News, said that the opposition would overcome the obligatory 7% barrier for victory at the elections only in case the elections were fair and democratic. “Fair elections have not been held in Georgia for already long time”, - Davit Gamkrelidze told BLACK SEA PRESS. He declared that many members of the current Government were “skilled” in rigging the elections. Davit Gamkrelidze shared opinion that the oppositional forces had excellent chance of victory at the elections provided the latter were fair, because the electorate was hardly friendly towards the governing Party National Movement led by the President Mikheil Saakashvili. According to him, the governmental block was really supported by not more than 40% of the voters, while the rest 60% would be distributed among the oppositional Parties. Davit Gamkrelidze declared that results of the vote depended on “distribution” of the votes in the State Chancellery and Central Election Commission of Georgia. Davit Gamkrelidze noted that according to sociological surveys, rating of the governmental bloc became lower every day, but stressed that the personal rating of Mikheil Saakashvili was high still. According to results of the surveys, personal rating of the President was much higher than those of the Party and the Government led by him, though it also had the trend for fall. Davit Gamkrelidze shared opinion that rating of National Movement was falling, because Parliament lost its power, while courts worked formally and those structures were controlled by the executive power. Davit Gamkrelidze declared that it was dangerous for the Government itself.

At a news conference broadcast live by Georgian Rustavi-2 TV, Saakashvili said he wanted to see a strong opposition in Georgia. He also said it was for the country, not for the Ajarian authorities, to make decisions with respect to Ajaria's participation in the 28 parliamentary election. "What will happen in Ajaria at the level of local governance is for Ajarians to decide, but what will happen in Ajaria at the level of parliamentary elections is for all of us to decide together. "I intend to go to Ajaria and meet people during the election campaign, not only as the president, but also as a representative of one of the political forces, although I respect all forces and would like to be a consolidator of all forces. "ERTOBA" FORMED AN ELECTION BLOC WITH "GEORGIAN INTELLECTUALS' LEAGUE"
Tbilisi, 22 February ’04, Prime-News. – Two political entities – the political union "Ertoba" and "Georgian Intellectuals' League" submitted an application about forming the election bloc to the Central Election Commission. As Prime-News was informed in the CEC press and public relations service, the bloc's name is "Jumber Patiashvili – Political union "Ertoba". Five election blocs are registered in the CEC at present. The election bloc by the name "Homeland" unifies "Georgian Conservators' Party", led by Temur Jorjoliani and "Georgian Conservative Party". In addition, the movement "Industry Saves Georgia" and "New Rights", "Georgian Traditionalists' Union" and "National Democratic Party", as well as "Georgian God's Children Union" and "Georgian Helsinki Union – National Revival" have formed the blocs for the elections. 46 political entities are registered in the CEC for the parliamentary elections.
REPRESENTATIVES OF NGO FAIR ELECTIONS SAID THAT THE TREND OF DOMINANCY OF DEFINITE POLITICAL FORCES IN ELECTION COMMISSIONS WAS EVIDENT
Tbilisi, 20 February’04, Black Sea Press. - The majority of chairpersons of district election commissions represent the Party of National Movement. NGO Fair Elections, monitor of the elections in Georgia, reported about it. Zaza Daraselia, executive director of Fair Elections, told Black Sea Press that the NGO inspected 24 districts in East Georgia and representatives of the National Movement led by Mikheil Saakashvili, President of Georgia, were appointed chairpersons in the 12 of them. Members of National Movement head 7 of total 19 commissions in West Georgia and 2 of total 8 - in Tbilisi. Zaza Daraselia stressed that in Achara only representatives of Agordzineba led by Aslan Abashidze, Head of Achara, headed all the six election commissions. Zaza Daraselia said that the trend of dominancy of definite political forces in election commissions was evident.
COE SG CALLS ON OPPOSITION FORCES TO UNITE
Tbilisi, 19 February ’04, Inter-Press. - Secretary General of the Council of Europe (CoE) Walter Schwimmer, who is paying a three-day official visit to Georgia, called on opposition parties to unite. He said that the authorities shouldn’t interfere in the process of creating election blocs. Walter Schwimmer met with representatives of political parties at the Tbilisi Marriott Hotel Thursday evening. The CoE Secretary General held separate talks with the Industrialists, the Traditionalists Union and the Socialists Party. The opposition parties talked with Schwimmer over a possible pressure from the authorities on the free media, and a serious threat to democratic processes in Georgia. The election issue was also one of the main topics of the talks. […]
IGOR GIORGADZE TO BE THE FIRST IN LIST OF THE PARTY "JUSTICE"
Tbilisi, 20 February ’04, Prime-News. - Former minister of state security, suspected in organization of the terrorist act against ex-president Shevardnadze in 1995 and currently wanted by the Interpol Igor Giorgadze will be the first in list of the political organization "Justice". As the political secretary of the mentioned party Revaz Bulia told Prime-News, there still exist threat of taking out Igor Giorgadze from the list by the CEC; in this case the supporters of the party will hold wide range actions to show violation of democratic norms in Georgia to the world. According to Bulia, Igor Giorgadze himself is running the election issues of the party.[…]. The CEC did not register Igor Giorgadze for November 2 parliamentary and January 4 presidential elections for according to the law of Georgia, person not living on the Georgian territory for the recent 2 years is not authorized to participate in polling.
